Parks and Leisure Services Board
August 1, 2011
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, August 1, 2011, in the Council Chambers of the Euless City Hall building by Chairman Eric
Owens. Other Board Members present: Randy Jones, John Raab, Carroll Scott, Alex Horton,
Darrel Knobloch and alternates Travis Riffle and Tiffany Smith. Members absent: None.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks
Superintendent Terry Boaz, Recreation Superintendent Michael Davenport and Administrative
Secretary Linda Lux.
Visitors present: Michele Madden (Regency by the Vineyard), Billy Owens, Tom and Joy
Goodgame, Brayden Tompkins, Branique Tompkins, Mayor Pro Tern Donna Mickan and Council
Member Leon Hogg.
INVOCATION
Randy Jones gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the June 6,
2011 regular meeting. Darrel Knobloch made the motion to approve the minutes with a
correction to Page 1, Section I. —Carroll Scott - his parks are Reflection and Villages of Bear Creek
not Bob Eden and Trailwood. John Raab seconded the motion and the vote was unanimous.
Chairman Owens asked if there were any additions or corrections to the minutes from the June
11, 2011 Work Session. Alex Horton made the motion to approve the minutes and Darrel
Knobloch seconded the motion. The vote was unanimous.

Chairman Owens- Parks at Texas Star Athletic Complex—reported no items of concern
Chairman Owens commented on the following recent special event held in July:
• July 16th — Movie in the Park at the Parks at Texas Star athletic complex — 100 people
attended. The admission to the movie was a can good from each attendee
Chairman Owens mentioned the next upcoming event in August:
• Saturday, August 20th—Junior Anglers Day—Wilshire Park—9:00 a.m. to Noon
Chairman Owens thanked everyone for their reports tonight.
II. Volunteer of the Month
Chairman Owens presented Tom Goodgame with the July 2011 Volunteer of the Month plaque.
He mentioned that Mr. Goodgame has volunteered in helping his wife manage the volunteers of
A.A.R.P. with the 2009 and 2010 Arbor Daze Festival and he has also helped cook and serve hot
dogs for the 2010 and 2011 Texas Trash Off events. In addition he has volunteered for our
Christmas Parade of Lights and the Heritage Park Christmas events. Mr. Goodgame thanked the
Board Members for the award and said the city does so much for the citizens of Euless and he is
honored to pay back by volunteering his time for our events.

Chairman Owens presented the Tompkins family with the August 2011 Volunteer of the Month
plaque. He mentioned that Jeremy, Lori, Branique and Brayden Tompkins have helped with
several of our special events including: 2008 Easter Stuffing Party, 2008 Easter Egg Scramble,
2008 — 2010 Arbor Daze Festival manning the Souvenir Booth, 2009 Halloween event and 2009 -
2011 Texas Trash Off events. They have volunteered at least 130 hours just on special events, not
including other areas in the city that they are involved in. Brayden and Branique were present to
receive the plaque and Brayden thanked everyone for the award and mentioned they have grown
up volunteering with their parents.
III. Beautification Award of the Month
Chairman Owens stated that each year from May through October we do a residential and
business/civic/governmental Yard of the Month award.
Chairman Owens said the July 2011 Residential Beautification Award of the Month goes to Donna
Newman at 501 Summit Ridge. This yard is beautifully landscaped with a white border across the
front of the house. The owner has a variety of greenery, Caladiums, Hostas and Dianthus along
the front bed. This owner takes great pride in the work that has been done in the yard. Thank
you for helping to beautify Euless. Chairman Owens said the owner is not here tonight and the
plaque would be delivered to her home.
Chairman Owens said the July 2011 Business/Civic/Governmental Beautification Award of the
Month goes to Franciscan at Bear Creek Apartments at 1600 Village Drive. They have planted
Salvia, Fringe Flowers, Monkey Grass, and pink Impatiens along the front of the property. This
property is well maintained and a great attraction to the surrounding businesses as well as to their
residents. The property grounds are green, well manicured and are truly an asset to the
community. It is efforts like yours that make Euless a great place to work and live. Thank you for
contributing to the beautification of our city. Chairman Owens said they were not able to attend
tonight's meeting and the plaque would be delivered to their business.

and Mrs. Travis Thomas at 1202 Springwood Court. This yard is beautifully landscaped with
pavers along the front of the house. The owner has a variety of greenery, Caladiums, Hostas and
Pentas in the front bed by the entrance to the house. This owner takes great pride in the work
that has been done in their yard. Thank you for helping to beautify Euless. Chairman Owens said
the owners are not here tonight and the plaque would be delivered to their home.

Chairman Owens said the August 2011 Business/Civic/Governmental Beautification Award of the
Month goes to Regency by the Vineyard Apartments at 2400 S. H. 121. They have planted Salvia,
Potato vines, Pentas, Hibiscus, Coleus and Knockout Roses at the entrance to the property. This
property is well maintained and a great attraction to the surrounding businesses as well as to their
residents. The property grounds are green, well manicured and are truly an asset to the
community. It is efforts like yours that make Euless a great place to work and live. Thank you for
contributing to the beautification of our city. Assistant Manager Michele Madden thanked the
Board Members for the award tonight.

Tree Board Chairman Carroll Scott reported on the following for June 1st—30th:

• There were 16 trees planted and 2 tree related purchases

Recreation Manager Michael Davenport reported on the following:

b. Community Services Report—Ray McDonald
Director of Parks and Community Services Ray McDonald reported on the following:
• Update on PACS projects
• 9-11 service scheduled at Fire Administration
• Ball field renovations
• Master Plan progress
• Sting Soccer
Chairman Owens thanked everyone for their reports.
VI. Other New Business
Chairman Owens reminded the Board Members that due to the Labor Day holiday the next Park
Board meeting is scheduled for Monday, September 12tH
VII. Input from City Council Members and Visitors
Billy Owens said he is glad to be back and thanked everyone for their prayers.
Mayor Pro Tern Donna Mickan thanked the Board Members for their time and service on the
board.

Council Member Leon Hogg again reminded everyone that the 9-11 service will start at 7:30 a.m.
He also mentioned the city council never approved the Tree Ordinance that was presented to
them years ago.
ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 8:00 p.m.
