Parks and Leisure Services Board
April 4, 2011
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:01 p.m. on
Monday, April 4, 2011, in the Council Chambers of the Euless City Hall building by Chairman Eric
Owens. Other Board Members present: Carroll Scott, Randy Jones, John Raab, Alex Horton,
Darrel Knobloch and alternate Travis Riffle. Members absent: Tiffany Smith.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks
Superintendent Terry Boaz, Parks Manager Randy Smith, Recreation Superintendent Michael
Davenport, Recreation Supervisor Heidi Taylor, Recreation Programmer Robbie Rodgers and
Administrative Secretary Linda Lux.
Visitors present: Mr. and Mrs. Art Kveck.
INVOCATION
Randy Jones gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the March
7, 2011 regular meeting. Darrel Knobloch made the motion to approve the minutes with a
correction to Page 5, Section C, Bullet #7 — "Randy is working with a vendor for lights in the dog
park" - not in the parking lot at the dog park. John Raab seconded the motion and the vote was
unanimous.
I. Board Member's Reports
Carroll Scott- Reflection Park, Villages of Bear Creek Park—reported no items of concern
Alex Horton - Midway Park, Blessing Branch Park—reported no items of concern
John Raab - South Euless Park, Heritage Park—reported no items of concern

Randy Jones- Bob Eden Park, Trailwood Park—reported no items of concern
Darrel Knobloch -J. A. Carr Park, Kiddie Carr Park—reported no items of concern
Travis Riffle -West Park, Wilshire Park—reported no items of concern
Chairman Owens- Parks at Texas Star Athletic Complex—reported no items of concern
Chairman Owens commented on the following recent Special Events held in March:
• March 14th—Tarrant Area Food Bank—22 volunteers participated in the event
• April 2nd — Texas Trash Off at the Villages of Bear Creek Park — 300 people participated in
the event
Chairman Owens thanked everyone for their reports tonight.
II. Volunteer of the Month
Chairman Owens presented Art Kveck with the April 2011 Volunteer of the Month plaque. He said
Mr. Kveck has volunteered for the following events: 2009 and 2010 Arbor Daze Festival; 2010
Heritage Park Christmas Celebration; and the 2010 and 2011 R & R Program to Greet the Soldiers
(for which he volunteered every day of this event).
Ill. Business of the Tree Board
Tree Board Chairman Carroll Scott reported on the following for March 1st—31st:
• Total man hours-383.00
o 205.00 Horticulture
o 16.00 Forestry
o 91.00 Greenhouse
o 56.00 Special Projects
o 16.00 Training
• There were no trees planted or tree related purchases

IV. Parks and Community Services Reports
a. Recreation Report—Heidi Taylor and Robbie Rodgers
Recreation Supervisor Heidi Taylor reported on the following:
• 2011 opening and closing dates and hours of operation for aquatic facilities
• Dates and times of various lifeguard certification classes for 2011
Recreation Programmer Robbie Rodgers reported on the following:
• Dates and times for various 2011 summer camp programs
b. Parks Report—Randy Smith
Parks Manager Randy Smith reported on the following:
• Ector Drive median project
• Spring landscape schedule
• Completed projects
c. Community Services Report—Ray McDonald
Director of Parks and Community Services Ray McDonald reported on the following:
• Complete Streets presentation
• Departmental Budget/Capital Projects submitted for FY 2012
• Upcoming Work Session
Chairman Owens thanked everyone for their reports.
V. Other New Business
Chairman Owens mentioned we will schedule a Work Session in June for updating the Parks
Master Plan. He also suggested that we schedule the May 2nd Park Board meeting at the new
Senior Center.

There was no input from the audience.

Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 8:45 p.m.
