Parks and Leisure Services Board
December 6,2010
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, December 6, 2010, in the large Conference Room at the Parks Facility Building, located
at 1997-C South Pipeline Road by Chairman Eric Owens. Other Board Members present: Carroll
Scott, John Raab, Alex Horton, Randy Jones and alternate Darrel Knobloch. Members absent:
Jeremy Tompkins.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks Manager
Randy Smith, Parks Superintendent Terry Boaz, Recreation Superintendent Michael Davenport,
and Administrative Secretary Linda Lux.
Visitors present: Kim Raab and son Michael, and Travis Riffle.
INVOCATION
Chairman Owens gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the
November 1, 2010 regular meeting. Alex Horton made the motion to approve the minutes as
presented and was seconded by Darrel Knobloch. The vote was unanimous.
I. Board Member's Reports
John Raab said both Bob Eden and Trailwood parks were clean and in good shape.
Carroll Scott said the Preserve at McCormick Park water fountain is still running, the playground
area was clean and he noticed some broken limbs along the trail. McCormick Park was in good
condition and both parks overall were very clean.
Randy Jones said he walked the Parks at Texas Star athletic complex today and everything was fine
at this park.

Darrel Knobloch said Heritage Park had lots of activity on the day of his visit. At South Euless
Park he noticed some branches which needed to be trimmed.
Darrel also mentioned that West Park looked good and at Wilshire Park he noticed a water leak by
the northwest corner of the swimming pool which needs to be checked out.
Alex Horton said both Kiddie Carr and J. A. Can parks looked great.
Chairman Owens said both Blessing Branch and Midway parks looked great. He said the new
senior center building is really looking nice.
Darrel Knobloch also reminded everyone of the Heritage Park Celebration this Saturday, December
11th from 1:00 p.m. to 5:00 p.m.
H. Business of the Tree Board
Tree Board Chairman Carroll Scott reported on the following for November 1st—30th:
• there were 676.00 total man hours
o 113.00 Horticulture
o 181.00 Forestry
o 112.00 Greenhouse
o 240.00 Special Projects
o 30.00 Training
• Tree related purchases - 25
• Removed a tree at the Parks at Texas Star due to storm damage
• Removed tree limbs at city hall for generator placement
• Trimmed trees at South Euless Park on the east side of the bridge
• Trimmed trees on Mid-Cities Blvd. and Harwood Road
• Planted 32 trees at the new Family Life Center
• North Side— 4 Vitex, 4 Live Oaks, 4 Red Oaks, 2 Pecans and 2 little gem
Magnolia trees
• South Side - 1 Burr Oak, 4 sycamores, 2 Lace Bark Elms, 1 Pom Porn Holly and
3 Holly trees

III. Parks and Community Services Reports
a. Recreation Report—Michael Davenport
Recreation Superintendent Michael Davenport commented on the following:
• The Christmas Parade of Lights was again a great success with 107 floats. He thanked
Randy, Terry and the staff for the work they did on the Park Board float.
• Heritage Park Christmas Celebration is December 11th from 1:00 p.m. to 5:00 p.m.
• The new senior center should open on December 20th. There will be a ribbon cutting on
January 29, 2011. The city employee luncheon will be held at the senior center on
December 17th
• Ofa Faiva-Siale is the January 2011 Employee of the Month
b. Parks Report—Randy Smith
Parks Manager Randy Smith commented on the following for 2010:
• Parks Department completed the Redi-Mix project
• Cleared downed trees in all the parks from the snow storm
• Did major clean-up from the spring flooding
• Staff worked on the fields at the Parks at Texas Star back in the summer. They leveled the
playing fields, removed all the old sod, added new sod and moved some irrigation lines.
• Staff has been working at the Family Life Center
• Prepared the Park Board float for the Christmas Parade
• Dealt with the break-in at the parks maintenance building and replacing all the stolen tools
• The parks staff is a great group to work with
Alex Horton said the parks staff quickly responds to any problems and/or concerns at the parks and
he is very appreciative of the work they do.
c. Community Services Report—Ray McDonald
Director of Parks and Community Services Ray McDonald commented on the following:
• The new senior center should open this month and there will be a grand opening with a
ribbon cutting on January 29, 2011
• Ray said he appreciates the Board Members and all the contributions they have made

• He mentioned the Boards and Commission Dinner is scheduled for February 7, 2011, at
Texas Star and this is a scheduled Park Board meeting night. We wanted to know if the
Board Members want to move their meeting to the next week, February 14th or to cancel.
The Board Members said they would cancel the February meeting due to attending the
annual Boards and Commission Dinner.
Alex Horton inquired if we could possibly have future board meetings at the new senior center.
Ray said he would have to check on that.
Darrel Knobloch inquired about additional lighting at the dog park. Ray stated he would need to
get with city council regarding additional money for this request.
Darrel Knobloch also inquired about the trails from Bob Eden Park going west to the proposed
development site. Ray mentioned that there has been no further information on the development of
the project and the city was notified that there is no funding available from the grant request for the
connection. We will need to wait on the developer before we can proceed with the trails.
Chairman Owens thanked everyone for their reports tonight.
IV. Other New Business
Chairman Owens reminded the Board Members that there will be no February meeting due to the
Boards and Commission Dinner at Texas Star. Also the new senior center will open on January
29th.
V. Input from City Council Members and Visitors
There was no input from the audience.

ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 7:48 p.m.
