Parks and Leisure Services Board
October 4,2010
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:01 p.m. on
Monday, October 4, 2010, in the Council Chambers of the Euless City Hall building by Chairman
Eric Owens. Other Board Members present: Carroll Scott, Jeremy Tompkins, John Raab, Alex
Horton and alternate Darrel Knobloch. Members absent: Randy Jones.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks
Superintendent Terry Boaz, Recreation Superintendent Michael Davenport and Administrative
Secretary Linda Lux.
Visitors present: Council Member Leon Hogg, Steve and Loretta Doty, Tom Goodson, Stella
Hilburn (Dog Park) and Michelle Beatty(dog park).
INVOCATION
Chairman Eric Owens gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the
September 13, 2010 regular meeting. Jeremy Tompkins made the motion to approve the minutes as
presented and was seconded by John Raab. The vote was unanimous.
I. Board Member's Reports
Carroll Scott said he last walked the Preserve at McCormick Park this past weekend. He noticed
still some debris from the recent flood, a downed pedestrian/bike sign and a post in the historic tree
area which needs to be replaced. The base of the gazebo at McCormick Park had some boards
which need to be tightened.
Alex Horton said Kiddie Carr and J. A. Can parks both looked great overall considering the water
erosion from the recent flood. The trail erosion is in the process of being repaired. He also
complimented the parks staff for the great job at the Villages of Bear Creek, Bob Eden, the
Preserve at McCormick Park, J.A. & Kiddie Can parks in getting them back in shape. The trail

work with the grading and replacing of the chat product looks really nice. Also an excellent job in
getting the volleyball court in Bob Eden Park back in shape.
John Raab said he inspected Bob Eden Park and the sand volleyball court looked good and the
wood chips had been replaced in the playground area. He did notice a broken pylon over by the
playground area and the water fountain closest to Main Street was not working. He said Trailwood
Park looked good.
Darrel Knobloch said he feels that West Park is used as a dumping ground towards the rear of the
park. At Wilshire Park the pool had recently been resurfaced and all the picnic pads had dirt added
beneath the tables.
Jeremy Tompkins said Reflection Park looked good. He said the Villages of Bear Creek Park is
almost back to normal and the dog park is now in great shape. There was a large limb down over
by the playground and creek area.
Jeremy mentioned the next Special Event is the Stars over Euless scheduled for Saturday, October
16th at Bob Eden Park.
Chairman Owens said everything looks good at Blessing Branch Park. At Midway Park everything
looks good and the playground is in good shape. The new senior center is still under construction
and the recently opened fitness center is a great place to work out.
Chairman Owens complimented the parks staff for all the hard work they have done in getting the
parks back in shape from the recent flood.
II. Volunteer of the Month
Chairman Owens said the October 2010 Volunteer of the Month award goes to Steve and Loretta
Doty. Over the last year or so, they have been teaching C.P.R. at the Euless Family Life Center.
This has entailed going to pick up supplies, transporting the supplies, setting-up and conducting the
event, and returning all supplies back to the storage area. They have devoted at least four or more
hours a month and have done so out of the kindness of their hearts.
Chairman Owens presented Steve and Loretta Doty with a plaque and thanked them for all their
dedication and work with our department. Mr. Doty thanked the Board Members and said they are
appreciative of the award.

III. Beautification Award of the Month
Chairman Owens said the October 2010 Residential Beautification Award of the Month goes to
Tom and Donna Goodson at 200 Edinborough. This yard is beautifully landscaped with Rose of
Sharon and Chrysanthemums. They have also planted Indian Hawthorns as well as dwarf
Nandina's. This yard is green and well manicured and shows the owners take great pride in the
work that has been done in the yard. Thank you for helping to beautify Euless. Chairman Owens
presented Tom Goodson with the plaque and Mr. Goodson thanked the Board Members for the
award.
Chairman Owens said the October 2010 Business/Civic/Governmental Beautification Award of the
Month goes to Jack in the Box at 3001 W. Euless Boulevard. They have planted an assortment of
yellow Lantana, Liriope, Crepe Myrtles, Holly's and an assortment of Oak trees throughout the
landscape. The property is well maintained and a great attraction to the surrounding businesses as
well as to their customers. The property grounds are green, well manicured and are truly an asset to
our community. It is efforts like yours that make Euless a great place to work and live. Thank you
for contributing to the beautification of our city. Chairman Owens said the plaque would be
delivered to their business since they were not able to attend the meeting tonight.
IV. Business of the Tree Board
Tree Board Chairman Carroll Scott reported on the following for September 1St—30th:
• there were 201.00 total man hours
o 55.00 Horticulture
o 16.00 Forestry
o 130.00 Greenhouse
o 0 Special Projects
o 0 Training
• Trimmed Pecan trees at Fire Station#1
• Removed tree limbs at Bob Eden, Villages of Bear Creek, Trailwood, McCormick and the
Preserve at McCormick parks due to flood damage

V. Parks and Community Services Reports
a. Recreation Report—Michael Davenport
Recreation Superintendent Michael Davenport commented on the following:
• He mentioned the new membership fees went into effect on Friday, October 1st for the
Euless Family Life Center
• We will be starting an after school program in the next few weeks and some of the building
attendants will be overseeing the program. The program will be on Mondays, Wednesdays
and Fridays from 4:30 p.m. to 5:30 p.m.
• On October 11th a Fit Start Class for seniors will begin. Currently we have 45 seniors in the
yoga class.
• Empowering Seniors fair was held on Friday, October 1st at Campus West and there were
lots of seniors in attendance
• Diane has three trips for seniors scheduled this month: State Fair of Texas (October 6th),
Fort Worth Botanical Garden (October 22nd) and Canton (October 29th)
• Our next Special Event— Stars over Euless will be Saturday, October 16th at Bob Eden Park
• Arbor Daze 2011 will be postponed due to Easter falling at the same time as the event. So
staff will be sending letters out to long term vendors to let them know that we will resume
Arbor Daze in 2012.
• The Christmas Parade is scheduled for December 4th and Heritage Park Christmas will be
held on December 11th
b. Parks Report—Randy Smith
Parks Manager Randy Smith was not present tonight.
c. Community Services Report—Ray McDonald
Director of Parks and Community Services Ray McDonald commented on the following:
• Ray commended the parks staff for all their hard work with cleaning up the parks from the
recent floods
• He also commended Michael and his recreation staff for all the programs and innovative
ideas they have came up with for the family life center. Staff is working to make positive
experiences for everyone that comes to the center.

• Our new athletic coordinator is Mike McMacken who transferred from parks over to our
recreation staff and he will be working with J.D. at the Parks at Texas Star. Mike will do an
excellent job and everyone is excited to have him in our department.
• October 1st is our new budget year and we will be back on schedule for regular mowing of
all areas that are contracted out
• Also new street lights were installed on Bear Creek Parkway within the last couple of weeks
Chairman Owens thanked everyone for their great reports tonight.
VI. Other New Business
There was no new business for discussion.
VII. Input from City Council Members and Visitors
Euless resident, Stella Hilburn, 3808 Great Oak, came before the Board Members with 214
signatures for a Petition to Install Lighting at the Villages of Bear Creek Dog Park. She mentioned
that the current hours are dawn to dusk and with the shorter hours most residents get home after the
dog park is already closed. She asked if maybe some additional lighting could be installed within
the dog park and be controlled by a timer that would stay on until maybe 9:00 p.m. She mentioned
there are many visitors that come to the dog park from as far away as Fort Worth, Hurst, Bedford,
Arlington, Keller, Colleyville and Grapevine. She said this is the nicest dog park in the metro area
and the park gets lots of usage as well as making many new friends while visiting the park.
Ray said he will explore the possibilities and options and see what we can come up with.
Jeremy Tompkins said he would like to add some extra lights in the parking lot should we decide to
add more lights in the dog park.
Chairman Owens thanked Ms. Hilburn for the residents concern regarding additional lighting at the
dog park and her signed petitions from the community.

ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 7:50 p.m.
