HomeMy WebLinkAbout2010-01-04 Regular Meeting Parks and Leisure Services Board January 4,2010 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on Monday, January 4, 2010, in the Council Chambers of the Euless City Hall building by Chairman Eric Owens. Other Board Members present: Carroll Scott, Jeremy Tompkins, Randy Jones, John Raab, Alex Horton and alternates Johnson Obamehinti and Darrel Knobloch. Members absent: none. Staff members present: Director of Parks and Community Services Ray McDonald, Parks Superintendent Terry Boaz, Parks Manager Randy Smith, Recreation Superintendent Michael Davenport and Administrative Secretary Linda Lux. Visitors present: Council Member Leon Hogg, Lori Tompkins and Council Member Perry Bynum. INVOCATION Randy Jones gave the invocation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the December 7, 2009 regular meeting. Carroll Scott made the motion to approve the minutes as presented and was seconded by Alex Horton. The vote was unanimous. I. Board Member's Reports Chairman Owens mentioned the new 2010 park assignments were not mailed out with the packets. The new park assignments have been passed out and we will start with them in February. So everyone tonight will report on their previous parks. Carroll Scott said the Preserve at McCormick Park and McCormick Park were both in good shape when he last inspected them. A water fountain was running by the homes at McCormick Park. He noticed some graffiti under the bridge and a sign was down at the Preserve at McCormick Park. Parks and Leisure Services Board Page 2 January 4,2010 Alex Horton said both his Bob Eden and Trailwood parks were in good shape. He did notice that some of the water fountains were not working at both parks. John Raab said both West Park and Wilshire Park were in good shape and there was no activity due to the cold weather. Randy Jones said he did not have a report tonight for either J. A. Carr or Kiddie Carr parks. Jeremy Tompkins said the Parks at Texas Star athletic complex looks good as usual. Jeremy Tompkins commented on the following recent Special Events held in December: • He received lots of great comments on the Heritage Park Christmas Celebration event. • He reminded everyone of the Christmas Tree Recycling event which will be held this Saturday, January 9th at Midway Park. • He also reminded everyone that the Dallas Stars will be practicing at the Dr Pepper StarCenter on Saturday, January 30`h Johnson Obamehinti said Blessing Branch Park is a small park and it is always well kept and clean. Chairman Owens said South Euless Park looked great and the new entrance sign was very attractive. Heritage Park is always maintained and the new entrance sign looks great. Chairman Owens welcomed our new Board Member Darrel Knobloch. Chairman Owens said he drove by Midway Park and noticed the ball field fences had been torn down at Midway Park. II. Business of the Tree Board Tree Board Chairman Carroll Scott reported on the following for December 1st—31St: • there were 772.00 man hours o 118.00—Horticulture o 0 —Forestry o 0 —Storm Damage o 113.00 - Greenhouse o 533.00 - Special Projects o 0 - Water Truck o 8.00 - Training • Twenty-three (23)trees were planted as part of the Redi-Mix concrete landscaping project. Parks and Leisure Services Board Page 3 January 4,2010 Carroll Scott said the Redi-Mix project really looks nice as well as the new gazebo that is being installed. III. Parks and Community Services Reports a. Recreation Report—Michael Davenport Recreation Superintendent Michael Davenport commented on the following: • The TRAB (Temporary Recreation Activity Building) is now up and running at the Westpark Way address • At least 50 Euless residents have started working out at Stroud's Fitness Center in Hurst. Kirk Stroud has been great to work with. • Classes start next week—January 11th at the TRAB facility. • Winter Break Camp — the kids went on field trips to Incredible Pizza, CR Smith Museum, and the Dr Pepper StarCenter for ice skating. • We have 11 enrolled as of today for the Spring Break Camp—the maximum is 26 kids. • Heritage Park Christmas Celebration event was a great success. Over 500 people attended the event and we made numerous trips to the store for more cookies and other items that we ran out of. • R & R Flights —the city will be participating in the event from February 8th— February 14th and we are accepting donations for the "goodie" bags to be distributed to the soldiers at DFW Airport during the event. • The Texas Trash Off will be held on Saturday, April 10th at the Villages of Bear Creek Park Amphitheater. We are asking the Board Members if they could possibly volunteer to cook hot dogs for the volunteers. • Arbor Daze will be held on Saturday, April 24th and Sunday, April 25th at the city hall complex. The headliner for Saturday is Trout Fishing in America. Vendor applications will be on the city website later this week. Jeremy Tompkins asked if maybe we could put up the large leaner board out in front of the closed Midway Recreation Center stating the facility is being remodeled and where the temporary facility is located—especially for parents with young children. Parks and Leisure Services Board Page 4 January 4, 2010 b. Parks Report—Randy Smith Parks Manager Randy Smith reported on the following: • The Redi-Mix project is coming along, buffalo grass has been delivered and we will be waiting until the weather warms up some before doing any planting. We will SmartScape the facility and all the parks staff has been working on this project. • The shade shelters for the dog park have been shipped and should be installed by the end of the month. • Villages of Bear Creek — Gabion Wall Project - Public Works will soon start this project which is located close to the dog park. The project will take between six to eight months to complete. • Midway Park — parks has been trying to salvage as much fencing and posts from the ball fields before the remodel and construction starts. The parks staff will also remove some of the landscaping at Midway and then replant them later after the construction is completed. • The Christmas Tree Recycling event is this Saturday, January 9th from 10:00 a.m. — 1:00 p.m. at Midway Park. We will have the new chipper truck on display as well as grinding up trees for free mulch for the residents. We will also have hot dogs, hot chocolate and drinks for all that participate in the event. c. Community Services Report—Ray McDonald Director of Parks and Community Services Ray McDonald commented on the following: • There is a house on Westpark Way Circle that will be installing a swimming pool and the planning department will be coordinating with us for the trucks to enter the rear of the property through West Park. • The batting cages have received the new nets and the parks staff will be helping JD and Ryan to install the nets. • He also thanked the parks and Midway Recreation staff for helping move the equipment, tables and chairs from the facility to the old fire station for storage until the remodel is completed. • Ray mentioned that Kirk Stroud and his staff have been very gracious in letting our recreation members use their facility while Midway is being remodeled. • Grants — as of today we have not heard on the status of the grants which have been submitted. • Parks Master Plan—we will start looking at updating the Master Plan in April or May. Election of Officers The current Park Board Officers are: Chairman — Eric Owens, Vice Chairman — John Raab and Secretary—Jeremy Tomkins. The current Tree Board Officers are: Chairman—Carroll Scott and Vice Chairman—Randy Jones. Voting will be done by secret ballots and then given to Linda to announce who the new officers will be. The new officers for 2010 are: Chairman—Eric Owens, Vice Chairman—John Raab and Secretary — Jeremy Tompkins. The new 2010 Tree Board officers are: Chairman — Carroll Scott and Vice Chairman—Randy Jones. V. Other New Business Chairman Owens mentioned the new 2010 park assignments have been distributed to them tonight and we will start the new assignments next month. VI. Input from City Council Members and Visitors Council Member Leon Hogg wished everyone a Happy New Year. He also welcomed new Board Member Darrel Knobloch to the Park Board. Council Member Perry Bynum also wished everyone a Happy New Year and said he appreciates everything this board does for the community. Chairman Owens thanked everyone for their reports and thanked the Council Members for attending the meeting tonight.
