HomeMy WebLinkAbout2010-11-08 Historical Preservation Committee Minutes November 8, 2010 CALL TO ORDER Chair, Betty Fuller, called the meeting to order at 10:02 a.m. The meeting was held at City Hall in the Pre-Council Chamber at 201 North Ector Drive, Euless, Texas. MEMBERS PRESENT Donna Mickan, Betty Fuller, Barbara Collier, Robert Nail, Helen Voss, Faye Stinneford, Doris Brown, Mavy Wright, Bill Golden, Shirley Mercer, Jim Gathings, Susan Ellis, Iris Elliott, Helen Payton, Gary Fieldsend, Weldon Cannon, David Massey, Helen Gleghorn, Joe Cannon, Bill Byers and David Brown. RECOGNITION OF VISITORS Council Member Leon Hogg Perry Brockmeyer STAFF PRESENT Ofa "Mary" Faiva-Siale, Projects Coordinator Michael Davenport, Recreation Superintendant APPROVAL OF MINUTES Under Calloway Cemetery Report, bullet #1, Bill Golden took the photos of the work in progress at the Calloway Cemetery instead of Bill Byers. Weldon Cannon noted that under the same heading, bullet #2, it should say the annual meeting of the Calloway Cemetery Association was held on November 6, 2010. Donna Mickan made a motion to approve the minutes with the corrections. Faye Stinneford seconded the motion, motion approved. TREASURER'S REPORT Treasurer, Barbara Collier, reported a balance of$6,252.74. $398 was spent on the honorarium plaque and $22.32 was received from the collection jar. Mrs. Collier and Robert Nail recently discovered that the Committee is not operating as a tax exempt, non-profit organization. As a result, Gary McKamie was consulted about the best action for the Committee to take. Mr. McKamie offered the following two suggestions: a. The Committee could operate through the City as a non-profit tax exempt organization allowing the City to maintain Committee funds according to Committee needs. The City would pay the Committee's expenses through reimbursements or purchase orders. b. The Committee could maintain control of its own finances by filing 501c3 for tax exempt status and making itself a foundation with a Board of Directors, bylaws, etc. After a brief discussion, Weldon Cannon made a motion to let the City manage the Committee's funds and pay the Committee's expenses through reimbursements or purchase orders. Bill Golden seconded the motion. No one opposed, motion approved. DOCENT'S REPORT/RECRUITMENT 1. One-hundred students toured with Wilshire Elementary School on October 12, 2010. HPC MTG 110810 Page 1 2. One-hundred and ten students toured with Midway Park Elementary on October 19, 2010. 3. Ninety students toured with North Euless Elementary School on November 3, 2010. Three children were stung by wasps during the tour. Although staff checked the Barn prior to the tour, one child was stung. Two more children were stung after Parks treated the location. Staff indicated that Parks treats the facility prior to each tour already. Staff will contact Facilities to have Myers do a monthly treatment in addition to what Parks already does. Either Ofa Mary or Michael Davenport will check the facility prior to all future tours. 4. David Massey and Barbara Collier volunteered to docent on Saturday, November 13, 2010. 5. Susan Ellis, Doris Brown, Iris Elliott, Barbara Collier, David Brown and Helen Voss volunteered to docent during, Stonegate Elementary School's tour on Thursday, December 2, 2010. STATUS OF CURRENT PROJECT 1. Marker Dedication: Weldon Cannon expressed his appreciation to the Committee for their help on the Euless School marker dedication. The Director of Communication for the HEB-ISD did a great job filling in for Dr. Buinger. Mr. Cannon acknowledged Mr. Belcher and the South Euless Elementary School PTA as well as the Suzuki orchestra for helping make the event a success. A little over three-hundred people attended the event. Mrs. Fuller passed out a list of people who helped with the event. She encouraged everyone to thank those on the list. She thanked Doris Brown and Susan Ellis for passing out the programs. Betty Fuller acknowledged Council, the City and Ray McDonald and his staff for their help. 2. Calloway Cemetery: David Massey reported that the chain link fence at the cemetery will be replaced. Bill Golden has located several graves on the "missing graves" list. In addition, Mr. Golden and his grandson were working at Calloway Cemetery recently when they discovered that a piece of a headstone sticking out of the ground was actually a complete tombstone that had sunk into the ground leaving only the top exposed above ground. 3. Historical Marker: Currently, there are six Texas State Historical Markers in Euless and Weldon Cannon is responsible for acquiring four of them. Mr. Cannon is currently working on an application for a "Euless and Aviation" marker. He is also considering a marker about "Euless and Dairying". 4. Plaque Sub-committee: The honorarium plaque has been delivered to the Fuller House. Faye Stinneford asked for a decision about the plaque to recognize Chairman and Vice-chairman of the Committee that was discussed at last month's meeting. A brief discussion was held, David Massey made a motion to acquire a plaque for the Chair and Vice-chair, Robert Nail seconded the motion, motion approved. 5. Ruth Millican Center: Helen Voss indicated that the building will be acquired soon. She will visit a historical home in White Settlement to get ideas for the Fuller House. 6. Photography Sub-committee: Gary Fieldsend reported that the Library display this month is of Joseph Ebenezer Whitener. Mr. Whitener donated the land where South Euless Elementary School is located and he had children who were heavily involved in the local education system. 7. Evolving History: Helen Voss asked to be removed from this Committee. Weldon Cannon thanked Council Member Leon Hogg for proofing the Euless timeline Mr. Cannon is working on. HPC MTG 110810 Page 2 Furthermore, Mr. Cannon suggested photographing the Greek Orthodox Church as its being built. The church is a part of Euless history. Members thought this a good idea. 8. Beacon Painting: The painting is on display at the Fuller House. CHAIRMAN'S REPORT 1. Leah Bennett and Don Martin couldn't attend today's meeting. 2. Donna Mickan reported that Perry Brockmeyer and Gary Parker have been appointed to the Historical Committee. Bill Golden has been appointed Chair and Betty Fuller will serve as Vice- chair. Bill Golden doesn't mind corrections and will do his best for the Committee. 3. The next meeting will be at the Golf Course on December 13, 2010. Lunch is provided by the City Manager and Council. STAFF REPORT 1. Staff reported that Heritage Park Christmas will be on December 11, 2010 from 1 to 5pm. Mrs. Fuller took names of volunteers to docent during the event. OTHER REPORTS 1. Various members indicated that the record player is very popular with the children who tour the facility. Everyone thanked James Gathings for having his friend fix the equipment. 2. Donna Mickan talked about cases such as the Stover's where they were full and active members in the Committee but due to health issues became unable to commit full participation in the Committee. The idea of having an honorary membership for such members was discussed. Everyone agreed with the idea. It was discussed that honorary status should be granted upon request by the ailing member with a vote by the Committee. The Committee was adamant that honorary membership is not for members who are inactive by choice. Honorary members can attend meetings and participate as full members when they are able. 3. Susan Ellis visited the new Hurst Convention Center. The center is very nice. 4. Helen Voss recognized Council Member Donna Mickan and Leon Hogg for all their support of the Historical Committee. 5. Doris Brown felt more advertising is needed for Heritage Park and open house. 6. James Gathings reported that the medal display in the Library is up and the Mayor really likes it. 7. Council Member Leon Hogg reported the death of former Council Member Bob Pippin. ADJOURNMENT James Gathings made a motion to adjourn the meeting. David Massy seconded the motion. Motion approved.
