EULESS CITY COUNCIL
Tuesday, January 8, 2019
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, January 8, 2019, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem
Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt, Harry
Zimmer, and Salman Bhojani.
During the Precouncil meeting:
Council Member Linda Eilenfeldt announced that she is resigning her position on the
City Council effective immediately. She expressed her appreciation to her fellow City
Council members and City staff for their support during her six years on the City
Council.
City Attorney Wayne Olson advised that Council Member Eilenfeldt is eligible to
continue to serve until her successor takes office.
r City Secretary Kim Sutter advised that a special election to fill the unexpired term for
Place Four will be called at the January 22, 2019 City Council meeting.
Director of Parks and Community Services Ray McDonald advised that a Christmas
tree recycling event will be held Saturday, January 12, 2019, at the Euless Family Life
Aquatic Park parking lot from 10:00 a.m. to 1:00 p.m. The trees will be turned into
mulch for City use and residents are encouraged to bring a bag to fill with mulch for
their own gardens.
City Manager Loretta Getchell advised that Information Services Director Scott Joyce
is currently updating the City Council's tablets with upgraded software. Additionally,
she advised of several upcoming events:
• Monday, January 14, 2019, Youth in Government, HEB Chamber, 5:30 to 7:00
p.m.;
• Monday, January 14, 2019, City Manager and City Secretary evaluations, City
Hall, 6:00 p.m.;
• Friday, January 18, 2019, Retirement reception for Battalion Chief John O'Brien,
Council Chambers, 2:30 p.m.;
• Friday, January 25, 2019, Retirement reception for Municipal Court Manager
Teresa Alexander, Municipal Courtroom, 2:00 p.m.;
• Friday, January 25, 2019, Fire Department Badge Pinning Ceremony, Council
Chambers, 3:30 p.m.;
• Friday, February 1, 2019, Retirement reception for Dispatcher Debbie Riley-
Torrez, Municipal Courtroom, 1:30 p.m.; and
• Library Technical Specialist Becky Moren has announced her plans to retire in
February.
City Manager Getchell reviewed the regular agenda.

City Manager Getchell advised that Atmos Energy has informed the City that they will
process one-time monthly statement refunds to customers due to recent changes in
law. The refunds will be issued no later than the first billing cycle in February 2019.
The average residential refund will be approximately four dollars.
Fire Chief Wes Rhodes presented the Fire Department update for the year-end 2018,
including total dollar loss, response times, personnel fire service experience, Fire
Marshall statistics, and social media outreach and statistics.
Director of Parks and Community Services Ray McDonald presented the quarterly
Parks and Community Services update, including new fencing at Royal Field at the
Parks at Texas Star, new flooring and furniture at the Euless Family Life Center, and
a new training facility at the Dr. Pepper Stars Center.
Finance Director Janina Jewell presented the Financial update and advised that car
rental tax collections are down two percent over the same period last year (November
2018) and overall collections year to date is down five percent.
Additionally, she advised of items for City Council consideration at the January 22,
2019 City Council meeting, including a resolution to approve the City Investment
Policy and an ordinance authorizing issuance of Tax and Waterworks and Sewer
System Certificates of Obligation, Series 2019. She further advised that an update to
the Midtown Public Improvement District Service and Assessment Plan will also be
presented for City Council consideration at a future meeting.
Director of Public Works and Engineering Hal Cranor presented the Capital Projects
update and advised that he is working with TxDOT regarding a proposed lane change
on State Highway (SH) 10 at Royal Parkway and West Pipeline Road. He further
advised that DFW Airport has announced plans to extend Harwood Road into the
airport and completion is tentatively scheduled for March 2021. Additionally, Target
has agreed to extend their access drive into the Glade Parks development.
Director of Planning and Economic Development Mike Collins advised that the City
has received an interior demolition permit to convert the former 99 Cent Store on Main
Street to a fitness center.
Council Member Tompkins requested to have a representative from DFW Airport
address the City Council regarding airport development.
City Manager Getchell clarified that the City has not agreed or provided any incentives
for a proposal by DFW Airport to Amazon.
CLOSED SESSION
The City Council convened into closed session at 6:03 p.m. for deliberation regarding the

551.072 of the Texas Government Code related to:

Mayor Martin recessed closed session at 6:20 p.m.

Cub Scout Pack #387, led by Erica Smalls, Cubmaster, led the pledges of allegiance to

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE YEAR FOR 2018
Police Chief Mike Brown introduced Police Corporal James Gordon. James was
accompanied by his wife, Tracy, and members of the Police Department.
Mayor Martin presented James with a plaque commemorating his selection as Employee
of the Year for 2018.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS
Police Chief Brown introduced Senior Police Officer Coty Bush. Coty was accompanied
by her father and members of the Police Department. Mayor Martin presented Coty with
a service pin commemorating her 15 years of service with the City.
Police Chief Brown introduced Police Lieutenant Todd Murphree. Todd was accompanied
by his son, Cy, and members of the Police Department. Mayor Martin presented Todd
with a service pin commemorating his 20 years of service with the City.
Fire Chief Wes Rhodes introduced Assistant Fire Chief Chanc Bennett. Chanc was
accompanied by his wife, Aileen, daughter, Aubrey, son, Michael, and members of the
Fire Department. Mayor Martin presented Chanc with a service pin and clock
commemorating his 25 years of service with the City.
REGULAR AGENDA
ITEM NO. 3. APPROVED RESOLUTION NO. 19-1540
Mayor Martin advised that Resolution No. 19-1540 orders a General Election for City
Council Members Place One and Place Three to be held Saturday, May 4, 2019, and
authorizes a contract with Tarrant County for election services and equipment. The
Euless Family Life Senior Center will serve as the Election Day polling place as well as
the early voting site in Euless.
Council Member Tompkins motioned to approve Resolution No. 19-1540, calling a
General Election for the Offices of City Council Members Place One and Place Three and
authorizing a contract with Tarrant County to furnish election services and equipment.
Council Member Eilenfeldt seconded the motion.

Price, Eilenfeldt, Zimmer, and Bhojani

Mayor Martin declared the motion carried.

ITEM NO. 4. APPROVED APPOINTMENT OF BOARD MEMBERS FOR
EULESS NON-PROFIT INDUSTRIAL DEVELOPMENT
AUTHORITY
Council Member Bhojani motioned to approve the following appointments to the Euless
Non-Profit Industrial Development Authority to a two-year term expiring December 31,
2020.

Council Member Price motioned to approve the minutes of the regular meeting of
December 11, 2018.
Mayor Pro Tem Stinneford seconded the motion.

Price, Eilenfeldt, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
