Parks and Leisure Services Board
June 1,2009
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, June 1, 2009, in the Council Chambers of the Euless City Hall building by Chairman Eric
Owens. Other Board Members present: Jeremy Tompkins and alternates Alex Horton and Johnson
Obamehinti. Members absent: Carroll Scott, Randy Jones, John Raab and John Elder.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks
Superintendent Terry Boaz, Parks Manager Randy Smith, Recreation Superintendent Michael
Davenport, Parks Foreman Dan Dearborn and Administrative Secretary Linda Lux.
Visitors present: Trinity High School Troy-Ann's, Billy Owens,Elizabeth Jewell and Myra Hart.
INVOCATION
Chairman Owens gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the May 4,
2009 regular meeting. Jeremy Tompkins made the motion to approve the minutes as presented and
was seconded by Alex Horton. The vote was unanimous.
I. Board Member's Reports
Johnson Obamehinti said Blessing Branch and Midway parks were well kept and clean.
Alex Horton said the pavilion restroom at Bob Eden Park had no paper towels or toilet tissue and
no hand soap in either the women's or men's room. All the water fountains were in working
condition except the one by the ball field. There was also a parking lot sign down and laying on the
side of the road by the volleyball courts. Everything looked good at Trailwood Park.
Jeremy Tompkins said his park is the Parks at Texas Star athletic complex and this facility is
always in excellent shape. He thanked staff for trimming the pine trees and commented on the new
fencing at Softball World.

Jeremy mentioned there were no special events in May.
He commented on upcoming events:
• Out of School Kid Fest — Wednesday, June 311 — Noon — 3:00 p.m. — Midway Recreation
Center
• Splish Splash Story Time — every Friday in June at Noon — Midway Recreation Center
swimming pool
Chairman Owens said John Elder is not here tonight and he will read Mr. Elder's report. "Mr.
Elder visited both Reflection and Villages of Bear Creek parks and found them to be in excellent
condition. The Villages of Bear Creek Park was extremely busy and as usual the dog park was also
busy with citizens and their dogs."
Chairman Owens also read Carroll Scott' report since he is out of town. "Mr. Scott said the water
fountain at McCormick Park would not shut off(middle and bottom faucets) and the faucet on top
was not working at all. He also found growth on the trail under the walking path bridge and some
broken stacked limbs in an open field. He said there also seems to be a leak near the edge of the
gazebo foundation. At the Preserve at McCormick Park he thanked the staff for mowing a trail
from the port-o-lets to the Fuller Wiser Bridge and parking lot. Both parks overall were in good
shape."
Chairman Owens also read Randy Jones report since he is currently out of town. "Mr. Jones said at
J. A. Carr Park there is a bench by the creek where limbs have grown over the seating area and
needs to be trimmed in order for citizens to sit. There is also a Crepe Myrtle that has a broken limb
which needs to be removed. At Kiddie Carr Park the picnic table has not been returned and the
only other table is now bent. He noticed the barricade that faces the entrance to this park has a
missing post and another post is broken off at ground level and suggested that maybe the street
department needs to check on this."
Chairman Owens said both South Euless Park looked great and had lots of kids out playing on the
splash pad. As always everything looked good at Heritage Park.
Chairman Owens thanked the Board Members for their reports tonight.

II. Volunteer of the Month
Chairman Owens said the June 2009 Volunteer of the Month is the Trinity High School Troy-
Ann's. He said they have helped with Arbor Daze for several years and this year they provided
thirty of their members and they worked a total of seventy-five(75)hours during this event.
Chairman Owens presented the Troy-Ann's with a plaque for all the volunteer work they have
contributed to the city. One of the Troy-Ann officers thanked the Board Members for the award.
IL Beautification Award of the Month
Chairman Owens mentioned that each year from May through October we do a residential and
business/civic/governmental Yard of the Month award.
Chairman Owens said the June 2009 residential Beautification Award of the Month goes to Mr. and
Mrs. Vince Jewell at 1203 Oakridge Drive. This yard is beautifully landscaped with a variety of
green shrubs as well as flowering plants in the front yard. The lawn is green and well manicured
and catches your eye when driving by. One look and you know the owners take pride in the work
that they have done in the yard. Thank you for helping to beautify Euless. Mrs. Elizabeth Jewell
said she likes doing the yard work and thanked the Board Members for this award.
Chairman Owens said the June 2009 business/civic/governmental Beautification Award of the
Month goes to Professional Turf Products at 1010 N. Industrial Blvd. This new business has added
a variety of small shrubs and ground cover along the front of the facility. The front yard is well
manicured and green due to the tender care they have taken. It is efforts like yours that make our
city a great place to work and live. Thank you for contributing to the beautification of our city. A
representative from the company thanked everyone for the award and said they appreciate the city
and they want to make a great impression in our community.
IV. Business of the Tree Board
Chairman Owens reported on the following for May 1 —31, 2009:
• There were 530.00 total man hours

• Raised trees on Canterbury Street and Knoll Trail
• Trimmed Crape Myrtles on Raider Drive, Mid-Cities Boulevard and Harwood Road
• Removed twelve (12) damaged trees at Wilshire Park, West Park, J.A. Can Park, and
Villages of Bear Creek Park and also at the parks maintenance facility
• Removed tree limbs hanging over residents sheds at Trailwood Park
• Removed limbs at West Park and Villages of Bear Creek Park due to storm damage
• Removed two (2)dead trees at Signet Drive and Renee Drive
V. Parks and Community Services Reports
a. Recreation Report—Michael Davenport
Recreation Superintendent Michael Davenport gave an update on the following:
Out of School Kid Fest
• Will be held on Wednesday, June 3rd from Noon — 3:00 p.m. at the Midway Recreation
Center
• Midway Recreation Center is partnering with the Tarrant County United Way and other
organizations
• There will be entertainment, healthy cooking ideas for kids, SPCA, Bedford YMCA, Euless
Fire and Police departments, Troy-Ann's,Fort Worth Zoo, Boy Scouts and gymnasts
• There will also be interactive games to keep the kids active and playing during the event
Summer Camp
• 14 camp counselors have been hired, camp starts next week and field trips have been
scheduled to Six Flags, Fort Worth Stockyards and many more
Lifeguards
• All lifeguards have now been hired and we are still having a problem with the Midway pool
but the other two pools are open
Splish Splash Story Time
• Will be held each Friday in June starting at noon at the Midway swimming pool

b. Parks Report—Dan Dearborn
Construction/Landscape Foreman Dan Dearborn gave the following report:
Construction side
• Larry Pelzel has been doing irrigation inspections and replacing any broken heads and
tending to all leaks
• The IMS (Irrigation Master System) in now fully in place and the system can monitor any
leaks they have
• Tim Rolen and Larry Pelzel are working on the playgrounds and amenities
Horticulture side
• Derrick Fennell checks on the flower beds and replaces any that have died
• Randy Leach and Johnny Grubbs have completed planting new flowers and both have also
cleaned up some trees from recent storm damage
• Crews have planted around 10,000 plants
c. Local Park Grant Program—Ray McDonald
Ray McDonald mentioned the following:
He thanked Mrs. Jewell for her beautiful yard and the contribution she is making to the city.
Retirements
• Dolores Tijerina retired from the parks department after 34 years with the city on Thursday,
May 28th. It was a great party and she will be missed by all.
• Steve Wiltshire's party for Friday, May 29th will be rescheduled at a later date.
Projects
• Architect Byron Folse has been chosen to do the work for the new Senior Center as well as
on the renovation project for Midway Recreation Center.
Softball World
• Ray is working on submitting a grant through the Department of Energy for stimulus
funding on a project to replace the lighting at Softball World. This grant is due by the end
of June.

Trail Grant
• He will also work with the engineering department on a future trail grant project from Bob
Eden Park and going west under Highway 121.
Bid Opening
• Bids were opened for the connection trail from Creekwood Addition to Bob Eden Park and
going under Mid-Cities Boulevard to the road to "no where". It should take sixty days for
construction and the project came in under budget.
Miscellaneous items
• Parks and engineering will add street lights on Bear Creek Parkway
• He also mentioned capital items proposed in the FY2010 budget that includes shade shelters
for the dog park, a ultra-violet filtration system for the splash pad and additional safety
netting at Softball World.
Midway Park Family Life Center
• The Indoor Grant for$750,000 is due by the end of July and we hope to know before then if
the Outdoor Grant for$500,000 has been approved.
Chairman Owens thanked everyone for the reports tonight.
VI. Other New Business
Chairman Owens reminded everyone that there will not be a meeting in July.
VII. Input from City Council Members and Visitors
Chairman Owens said there were no Council Members in the audience tonight and no input from
any visitors.

Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 7:48 p.m.
