Parks and Leisure Services Board
December 1,2008
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. on
Monday, December 1, 2008, in the Large Conference Room at the Parks Facility Building by
Chairman Eric Owens. Other Board Members present: Carroll Scott, John Elder, Randy Jones,
John Raab, Everett Hartzler and alternates Alex Horton and Jeremy Tompkins. There were no
members absent.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks
Superintendent Terry Boaz, Parks Manager Randy Smith, Recreation Superintendent Michael
Davenport and Administrative Secretary Linda Lux.
Visitors present: Danee' Owens, Kim and Michael Raab, Jenni Elder and Johnson Obamehinti.
INVOCATION
Chairman Eric Owens gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the
November 3, 2008 regular meeting. John Elder made the motion to approve the minutes as
presented and was seconded by Carroll Scott. The vote was unanimous.
I. Board Member's Reports
Carroll Scott said Blessing Branch Park was clean. Midway Park is always clean and the ball fields
were in good shape.
Jeremy Tompkins said the retaining wall in Wilshire Park looks good and the ball fields look nice
at West Park.
John Elder said both Trailwood and Bob Eden parks look good.

John Raab said both McCormick Park and the Preserve at McCormick Park were in good shape and
clean.
Alex Horton said Reflection Park was clean. At the Villages of Bear Creek Park all trash cans had
clean liners in them and the restrooms were all in good shape. The dog park had lots of residents
and pets in the park.
Randy Jones said both South Euless and Heritage parks were clean and looked good.
Everett Hartzler said both J. A. Carr and Kiddie Carr parks looked good and the shrubs had recently
been trimmed.
Chairman Owens said the Parks at Texas Star Athletic Complex as usual looks good.
Chairman Owens also mentioned the next upcoming events:
• Holidaze KidZone — Saturday, December 6th from 3:00 p.m. — 5:30 p.m. at Midway
Recreation Center
• Christmas Parade of Lights — Saturday, December 6th at 6:30 p.m. at Midway Recreation
Center
• Heritage Park Christmas Celebration— Saturday, December 13th from 1:00 p.m. — 5:00 p.m.
at Heritage Park
• IceFest 2008 — Saturday, December 20th from 1:30 p.m. — 7:00 p.m. at the Dr Pepper
StarCenter
II. Business of the Tree Board
Tree Board Chairman Carroll Scott reported on the following for October 23rd—November 21st:
• there were 957.00 man hours
o 485.00—Horticulture
o 187.00—Forestry
o 0 —Storm Damage
o 125.00 - Greenhouse
o 160.00 - Special Project
o 0 - Water Truck
• Horticulture hours were spent planting the fall color change, doing maintenance on city
facilities and pulling weeds throughout the city.

• Forestry hours were spent pruning Heritage Park and cleaning up debris.
• Greenhouse hours were spent watering plants; propagating plants and general clean up of
both greenhouses.
• We spent approximately 160 hours putting up the Christmas tree and Christmas decorations
throughout city facilities.
III. Parks and Community Services Reports
a. Recreation Report—Michael Davenport
Recreation Superintendent Michael Davenport mentioned the following:
• He said Heidi is doing a great job at Midway Recreation Center.
• FYI — the courts at Midway Recreation Center will be closed for resurfacing during the
holiday.
• The Photo Exhibition event was a great success and the Historical Preservation Committee
had about 150 attendees while they were open for tours.
• The Christmas Parade of Lights is Saturday night and there are over 100 floats entered.
• Heritage Park Christmas Celebration has 5 to 6 school choirs.
• On February 13t we will be doing a Princess Party at Midway Recreation Center.
• In March we will do a new event `Story Walk' at Bob Eden Park.
• The senior program is also doing well.
b. Parks Report—Randy Smith
Parks Manager Randy Smith updated the Board Members on the following:
• Park guys are busy putting up the Christmas tree and also putting up decorations at city
facilities.
• New water reclamation barrels have been placed in the front flower bed at the parks
maintenance facility and the bed has been landscaped by Troy and his crew. We plan on
doing future water reclamation projects at the facility. He said 1500 gallons of water will
last about three weeks.
• Troy and his crew have also installed a drip irrigation system.

c. Community Services Report—Ray McDonald
Parks and Community Services Director Ray McDonald mentioned the following:
• In the November 7th newspaper there was an article naming Euless as the Best Place to
Raise Kids. He said all departments play a special role in making Euless the city that it is
and there are lots of special events and opportunities for kids to get involved.
• He mentioned that our staff deserves lots of credit for all the hours and work they do for the
community.
• Recommended changes to the Master Plan for the new Midway Life Center were approved
by the Council and the necessary paperwork has been sent to Austin with our grant
application.
• He thanked the Board Members for all their service on this board and said this has been a
great year with the adoption of the new Master Plan.
• He thanked Everett Hartzler for his service on the Park Board.
• He also welcomed new Board Member Johnson Obamehinti.
• Ray wished all the Board Members a Safe and Happy Holiday.
Chairman Owens expressed his and the Board Members appreciation to Ray and his staff for
everything they do for our community and mentioned that we have a great partnership with all our
volunteers and staff.
IV. Other New Business
Chairman Owens thanked Everett for all his work on the Park Board and welcomed new member
Johnson to the Park Board. He said he hopes everyone has a great Holiday and spends time with
their families.
V. Input from City Council Members and Visitors
Mr. Johnson Obamehinti said he is looking forward to working with the Board Members.

Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 7:42 p.m.
