A RESOLUTION RECOMMENDING AWARD OF A CONTRACT FOR
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECT NO.
B18-UC-48-0001-22-50 TO PM CONSTRUCTION & REHAB, LLC DBA
IPR SOUTH CENTRAL LOCATED IN PASADENA, TEXAS IN THE
AMOUNT OF $267,254.50 FOR THE REPLACEMENT OF SANITARY
SEWER MAIN IN THE OAKWOOD TERRACE EAST ADDITION.
WHEREAS, the City Council of the City of Euless, Texas does hereby
recommend the award of contract for CDBG Project No. B18-UC-48-0001-22-50 to PM
Construction & Rehab, LLC dba IPR South Central, located in Pasadena, Texas in the
amount of $267,254.50 for the replacement of the sanitary sewer main in the Oakwood
Terrace East Addition; and
WHEREAS, CDBG Project No. B18-UC-48-0001-22-50 consists of the
replacement of approximately 2,205 linear feet of sanitary sewer main along 608 and
610 Martha Street, and between Martha Street and Cannon Drive from Reaves Court to
West Huitt Lane, and between Cannon Drive and Henslee Drive from Reaves Court to
Jefflyn Court using trenchless technology and open trench methods; and
WHEREAS, City Council recommends including the authorization for the City of
Euless staff and Tarrant County to issue change order(s) totaling an amount not to
exceed five (5%) of the base contract amount ($13,363.00) without requiring formal
action by the City Council and Commissioner's Court; and
WHEREAS, the construction funds available through Tarrant County for this
project are $324,298.69; and
WHEREAS, Staff has reviewed the bid tabulation and based on supporting
documentation from Elliott and Hughes, Inc. (Exhibit "A"), recommends that Tarrant
County award the contract to the low bidder, PM Construction & Rehab, LLC dba IPR
South Central, located in Pasadena, Texas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT:
SECTION 1.
The City of Euless, Texas City Council recommends award of a contract to PM
Construction & Rehab, LLC dba IPR South Central, located in Pasadena, Texas for the
replacement of the sanitary sewer main in the Oakwood Terrace East Addition in the
amount of $267,254.50 of which Tarrant County Community Development will pay the
full amount.
SECTION 2.
This Resolution shall take effect immediately from and after its passage in
accordance with the Charter of the City of Euless, and it is accordingly so resolved.
APPROVED AND ADOPTED at a regular meeting of the Euless City Council on
February 26, 2019, by a vote of 6 ayes, 0 nays, and 0 abstentions.

Re: Sanitary Sewer Line Replacement
Oakwood Terrace East Addition, Portions of Blocks 3, 4, 6, and 9 City of
Euless, Tarrant County, Texas.
CDBG Project No. B18-UC-48-0001-22-50
Dear Mr. Harts:
Our firm completed the civil engineering design and construction plans and prepared
contract documents for the above captioned improvements.An official "Advertisement
for Bid Notice" was published and the plans and documents were available from
Tarrant County and were on file in area plan rooms. Sealed bids for the construction
were received and publicly opened and read aloud at 10:30 AM, January 30, 2019. A
copy of the Bid Summary Sheet is attached to this correspondence for your review.
Five (5) sealed bids were submitted. They ranged from a low bid of $267,254.50
submitted by PM Construction and Rehab, LLC, of Pasadena, Texas; to a high of
$819,830.00 submitted by Atkins Bros of Midlothian, Texas. The engineer's estimate
of cost for the construction was $323,688.00. Completion time was established in the
bid documents at 120 calendar days.
We submit that a recommendation be made to Tarrant County Commissioner's Court
to award the construction contract to PM Construction & Rehab in the amount of their
low bid of $267,254.50. Funds are available for the construction through Tarrant
County in the total amount of$324,298.69.
In any resolution on construction contract award, we recommend that the City Council
include authorization for the City of Euless Staff and Tarrant County to issue change
order(s) totaling an amount not to exceed five (5%) percent of the base contract
amount ($13,363.00) without requiring formal action by the City Council and
Commissioner's Court.
As a matter of information, PM Construction has been in the sanitary sewer facility
rehabilitation utilizing trenchless technology (pipe bursting) for 21 years. They
currently operate fourteen (14) crews consisting of 8 to 9 employees per crew. The
majority of their work has been in the greater Houston area. They have recently been
awarded a contract by the Town of Flower Mound similar in size to the one under
consideration here. They successfully completed a pipe bursting project for the Citry
of Euless circa 2008-2009 and performed work on a Bedford project around the same
time frame.

Representatives of PM advised us that they have reviewed the unit prices of their bid
as well as those of the other bidders and they are comfortable with their bid prices as
submitted. In addition, they advised us that their crew(s) working on this project would
be quartered in hotels/motels in this area and would rotate at 3 week intervals. This is
important since they will be available to address problems that might arise during
non-working hours.
Surety bonds (performance, payment, and maintenance bonds) are underwritten by
Arch Insurance Company of Jersey City, New Jersey.
The project is located in the eastern part of the City, bounded by Reaves Court on the
south, Martha on the west, West Huitt on the north and Cannon on the east. It
generally includes replacement by up-sizing deteriorated 6-inch vitrified clay tile
and/or concrete pipe with high density polyethylene pipe by traditional open-trench,
and pipe bursting (trenchless technology) methods. Reconnection of individual sewer
services, replacement and/or rehabilitation of manholes, and other incidental
construction items required for a complete project are included.
