HomeMy WebLinkAbout2007-09-10 Regular Meeting Parks and Leisure Services Board September 10,2007 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. on Monday, September 10, 2007, in the Council Chambers of the Euless City Hall building by Chairman Eric Owens. Other Board Members present: Carroll Scott, Randy Jones, John Raab and alternate John Elder. Members absent: Stacey Hollinger, Boyce Byers, and alternates Sonja Adams and Everett Hartzler. Staff members present: City Manager Gary McKamie, Parks Manager Johnnie Green, Recreation Superintendent Randy Smith, Recreation Program Specialist Heidi Taylor and Administrative Secretary Linda Lux. Visitors present: Billy Owens, Alex Horton, David Brown, Lisa Nester and JoDee Kissling. INVOCATION John Elder gave the invocation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the August 6, 2007 regular meeting. Carroll Scott made the motion to approve the minutes as presented and was seconded by John Raab. The vote was unanimous. I. Board Member's Reports Carroll Scott said he recently walked both Preserve at McCormick and McCormick parks and they were in good shape. He said that since the heavy rain he noticed lots of trash along the ponds as well as a light was out on the fountain at the Preserve. The tree grove looks good and inquired about another picnic table by the playground area. He said the gabion work at McCormick Park looks good. John Raab said everything looked good at both J.A. Carr and Kiddie Carr parks when he inspected them. He said the basketball court at Kiddie Carr Park has lots of users and there were lots of walkers out using the trail at the Simmons Center at J.A. Carr Park. Parks and Leisure Services Board Page 2 September 10,2007 Randy Jones said Wilshire and West parks looked good but noticed someone had turned over a port-o-let at West Park. John Elder mentioned there were lots of kids playing at Splash Island at South Euless Park and the park was in good shape. Heritage Park was also in good condition. John Raab inquired if parks could put more doggie bags along the trail that goes by the ponds at the Preserve at McCormick Park. Johnnie said they would be installing more stations after October. Johnnie Green mentioned new flower beds were put in at the Villages of Bear Creek Park and the Boy Scouts installed a new flag pole in the park. Chairman Owens said Midway Park looked good and there was lots of activity at Midway Recreation Center. He also said the new outside tile wall looks very nice. He did not have a report for Blessing Branch Park this evening. H. Volunteer of the Month Chairman Owens presented a plaque to Lisa Nester and Cub Scout Troop 546 for the September 2007 Volunteer's of the Month. Our September recommendation is a service organization that has helped with our special events for several years. They have worked the following events: • 2006 Texas Trash Off • 2006 Christmas Parade of Lights • 2007 Texas Trash Off • 2007 Arbor Daze Festival • They plan to help with our annual 2007 Christmas Parade of Lights and other future events Lisa Nester thanked the Board Members for the plaque and said the Cub Scouts were sad because they were not able to be present tonight due to a scout meeting. She said the scouts enjoy all the events and projects and are looking forward to the parade. She also said they were excited that there is now a flag pole at the Villages of Bear Creek Park and the scouts do have some of their meetings at the parks. III. Beautification Award of the Month Chairman Owens mentioned that each year from May through October we do a residential and business/civic/governmental Yard of the Month award. • Parks and Leisure Services Board Page 3 September 10,2007 Chairman Owens said the September 2007 residential Beautification Award of the Month goes to JoDee Kissling at 303 Shadow Lane. This yard is beautifully landscaped with lots of color running the length of the house in pavestone planters. The yard is well manicured and the landscape catches your attention as you drive by. One look and you know the owner takes pride in their work. Mrs. Kissling thanked the Board Members for the award. Chairman Owens said the September 2007 business/civic/governmental Beautification Award goes to Texas Auto Crafters Limited at 833 W. Euless Boulevard. This property is a well manicured industrial landscape with lots of shrubs, plants and trees. It is a very attractive and well maintained landscape that catches your attention as you drive by. It is efforts like yours that make our city a great place to work and live. Chairman Owens said their award would be delivered to them since they were not able to be present tonight. IV. Business of the Tree Board Tree Board Chairman John Raab reported on the following for July 22nd to August 22nd: • Removed fallen trees at South Euless and J.A. Carr parks • Raised and trimmed the north end of the trail at the Villages of Bear Creek Park • Removed three (3) dead trees along the Main Street greenbelt • Replaced a dead tree in the West Pipeline Road median • Trimmed the trees at City Hall • Also removed a dead tree in the median at Main Street and Mid-Cities Blvd. • Trimmer for a citizen complaint at Fuller-Wiser Road and Mid-Cities Blvd. • City Arborist Troy Cain attended the Texas Nursery and Landscape Expo in Dallas V. Parks and Community Services Reports a. Recreation Report—Randy Smith Recreation Superintendent Randy Smith gave an end of summer report: Midway Recreation Center • Memberships sold—321 • Current memberships—4,215 • Class hours -241 Parks and Leisure Services Board Page 4 September 10,2007 Facility Reservations • Total reservations— 138 Swimming Pools • Rentals—46 • Midway—8,422 • South Euless—5,240 • Wilshire—3,412 • 18 out of 26 lifeguards returned this summer to work Pools Maintenance Issues • Wilshire - replaced over 20 feet of bull nose tile and need to replace 12 more feet. The rebar is rusted and has weakened the concrete • South Euless and Wilshire—both pools were built in 1972 and water is now leaking through the grout and concrete causing a loss of water each day Summer Adventure Camp • Had over 100 kids per week • Started a new program this summer- Teen L.I.F.E. • Kids attended the Rangers game, Six Flags, Fossil Rim,NRH2O and much, much more • HEB/ISD Free Lunch Program was held again at Midway Recreation Center Swim Lessons • 282 participants Water Aerobics • 106 participants Midway Recreation Center Projects • Tile wall project was completed in June • Painting of exterior building • Replacing the glass blocks with tinted windows b. Community Services Report—Ray McDonald Parks Manager Johnnie Green said that engineering is doing their final inspections of the dog park plans before it goes to bid. Currently the area on the west side of Bear Creek Parkway and just north of the amphitheater the new dog park will be built. This area will be used for both large and small dogs until the land on the east side is acquired and later the east side will be for small dogs. Parks and Leisure Services Board Page 5 September 10,2007 The dog park will have an entrance and exit areas on both the north and south sides and will also contain a wash station as well as a drinking fountain with a drink bowl. Other amenities for the dog park will be added later. A set of rules and/or regulations will be at each entrance to the park. Johnnie also mentioned that the Midway Park trail project should be completed soon. The trail goes from Field No. 3 west to Milam Drive and also goes north to Denton Drive. It will have two (2)walk bridges which will give kids and walkers access to the Midway Recreation Center. He also updated the Board Members on the gabion project at McCormick Park. He said the contractor has started installing the wire baskets and then the rocks will be added and this process will be repeated until they get to the top of the creek bank. VI. Other New Business Chairman Owens mentioned the Bicycle Rodeo is this Saturday, September 15th. VII. Input from City Council Members and Visitors Alex Horton complimented Heidi Taylor, Randy Smith and Robbie Roberts on all the work they did with the summer camp and said they really enjoy what they do and working with the kids. ADJOURNMENT Chairman Owens gave the benediction. There being no further business to conduct, the meeting was adjourned at 7:45 p.m. Chairman Attest
