Parks, Recreation and Open Space Master Plan
July 24, 2007
The meeting started at 5:45 p.m. in the Pre-Council Room at City Hall.
Board Members present: Chairman Eric Owens, Boyce Byers, Carroll Scott and alternate
Everett Hartzler(#3).
Board Members absent: Stacey Hollinger,Randy Jones, John Raab and alternates John
Elder(#1)and Sonja Adams(#2).
Staff members present: Director of Parks and Community Services Ray McDonald,
Parks Manager Johnnie Green, Parks Superintendent Terry Boaz and Administrative
Secretary Linda Lux.
Visitor: Cassie Jones.
Ray mentioned that the Master Plan is about 80%completed and that Hershel still needs
to work on the Trails Master Plan that will be included in the document. Ray said today's
work session will be to discuss our needs assessments that will serve as our planning tool
for the next ten(10)years. He distributed the Needs Assessment and Identification
section of the Master Plan to the Board Members for discussion tonight.
He said the Needs Assessment information is divided into three categories: (1) Outdoor
Recreation, (2) Indoor Recreation and(3) Open Space Recreation needs. He asked that
the Board Members rank each of the categories from the highest priority(number 1)to
the lowest(number 10). Then if they would e-mail their priority lists to Linda then she
can put the rankings together for discussion at the next Park Board meeting scheduled for
August 6t'.
They also discussed the possibility of having a new senior center built and some possible
areas where the facility could be built.
Chairman Owens also mentioned the need for a north/south trail to connect the city which
is currently divided by Airport Freeway.
Johnnie Green suggested that the current walkover Airport Freeway by Euless Junior
High could be incorporated into the trails system. Also if this is put into the Master Plan
then when the time comes to widen the freeway, they would be required to replace the

walkover—since this is the only way students can safely cross the freeway to school from
the southern part of the city.
Ray also mentioned Public Works and Engineering today started working on the creek
embankment stabilization by Joyce Court due to the drastic erosion from the recent and
past flooding.
The Board Members also discussed the need for more ball fields due to not having
enough playing fields—especially needing one (1) more like Veterans Field and another
one (1) dedicated field for 14U. It was also mentioned that maybe a new family aquatic
facility could be built at the Parks at Texas Star which would attract the ball players as
well as patrons attending the games.
