HomeMy WebLinkAbout2006-09-11 Regular Meeting Parks and Leisure Services Board September 11,2006 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:05 p.m. on Monday, September 11, 2006, in the Council Chambers of the Euless City Hall building by Chairman Eric Owens. Other Board Members present: Carroll Scott, Randy Jones, Stacey Hollinger, and alternates Boyce Byers and John Elder. Members absent were: Mike Daniel, John Raab and alternate Sonja Adams. Staff members present: Director of Parks and Community Services Ray McDonald, Parks Superintendent Terry Boaz, Parks Manager Johnnie Green, Recreation Manager Suzanne Hendrickson and Administrative Secretary Linda Lux. Visitors present: Billy Owens (AARP), Council Member Leon Hogg, Don Martin(ECFAAA), Bill Byers, Lori Dunham, Michele and Dan Burger, Davis Summerlin, Jill Cossu and Tom Stewart. INVOCATION Randy Jones gave the invocation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the August 7, 2006 regular meeting. Carroll Scott made the motion to approve the minutes as presented and was seconded by Stacey Hollinger. The vote was unanimous. I. Board Member's Reports Carroll Scott said he walked South Euless and Heritage parks about a week ago and they were both in good condition. John Elder said he walked the Parks at Texas Star athletic complex twice during the month and the facility was in great condition. Stacey Hollinger said he visited Midway Park last week and the park was in good shape and well maintained. He had no report for Blessing Branch Park. Parks and Leisure Services Board Page 2 September 11,2006 Randy Jones mentioned there was lots of trash around the gazebo at J.A. Carr Park on his visit. He also said when he and his daughter visited Heritage Park he noticed that someone had tried to push open the double gate that was currently locked. He also said he was not able to read the description of the Fuller House and inquired if maybe it could be enlarged in order that people visiting the park when the house is closed could still read about it from outside the fenced area. Boyce Byers said the Special Events for August were: • Bicycle Rodeo held on Saturday, August 19th at the Parks at Texas Star had about 200 people in attendance • Stars over Euless was held on Friday, August 25th at Bob Eden Park and there were 350 people that attended this event Upcoming events: • Friday, September 15th at 6:30 p.m. -Volunteer Banquet- Texas Star Conference Center • Saturday, September 16th at 7:30 p.m. — Professor Brainius Show — Villages of Bear Creek Park • September 18th—24th—R&R Program to Greet the Troops—DFW Airport • Saturday, September 30th at 7:30 p.m. — UTA Symphony presents `And God Made the Great Whales' —Villages of Bear Creek Park Amphitheater Chairman Owens said everything looked good earlier this month when he visited the Preserve at McCormick Park. Chairman Owens said John Raab is out of town but he e-mailed his park report to him to read at tonight's meeting. He said Reflection Park was in good shape. On his visit to the Villages of Bear Creek Park he noticed some fallen tree branches on the trail throughout the park. He said some rocks have been displaced on one side of the bridge trail by the apartments from the recent storms. Also along the same trail toward the parking lot there was a tree that had fallen across the creek blocking some of the trail. There were also many children playing on the playground equipment on his visit. Boyce Byers said Trailwood Park is in good condition. II. Volunteer of the Month Chairman Owens presented a plaque to Davis Summerlin as the September 2006 Volunteer of the Month. He said Davis helped with our Summer Adventure Camp Program at Midway Recreation Center. This is where young people gain valuable leadership experience by implementing games, songs, crafts and activities for our summer camp program. Parks and Leisure Services Board Page 3 September 11,2006 During this time Davis worked with a group of forty six to eight year old kids for more than 180 camp program hours. Mindy Herring said that Davis was very responsible and very caring toward the kids and that he truly enjoyed working with them. Davis thanked the Board Members for the plaque and said he hopes to work again next summer with the summer camp program. III. Beautification Award of the Month Chairman Owens said the September residential Beautification Award of the Month goes to Luisa Newberry at 305 Roundtree. He said her yard has a beautiful landscape and the use of shrubs and bedding plants are outstanding. The lawn is well manicured and nice and green. One look and you know she takes pride in her yard. Thank you again for helping to beautify Euless. Luisa Newberry is not here tonight to accept her award and it will be delivered to her home. Chairman Owens presented Joan's Enterprises, Inc., with the business/civic/governmental Beautification Award of the Month for September. He said Joan's Spot Free Car Wash located at 302 S. Industrial Boulevard is a great example of how an industrial landscape should look. It is attractive and well maintained and catches your attention as you drive by. It is efforts like yours that make our city a great place to work and live. Thank you for contributing to the beautification of our city. Tom Stewart, Operations Manager for Joan's Enterprises, Inc. thanked the Board Members for the award. He said that their facility is open for any charities or school organizations that want to use the car wash for fund raisers. Mr. Stewart also mentioned if anyone has not gone out to greet the troops that they should, it is a very rewarding experience. IV. Business of the Tree Board Tree Board Vice-Chairman Carroll Scott reported on the following for August: • There were 495 man hours • Staff removed vines at the baseball fields and cleaned around the monument at Bob Eden Park • Raised the canopy of trees on the south side of Midway Park • Trimmed trees in the medians on Raider Drive • Parks and Leisure Services Board Page 4 September 11,2006 • Removed three large Ash trees and one medium Chinaberry tree at Softball World • Cleaned up the yard and all debris at the old green house • Began raising the canopy of trees at the Villages of Bear Creek Park • Removed a major school bus obstruction at 810 and 812 Clebud Drive • Tree Specialist Troy Cain completed and graduated from the "Community Tree Management" course at Texas A&M V. Adopt-A-Park Program -Renewals Chairman Owens said tonight we will be renewing the Adopt-A-Park agreements and he will recognize all the groups and/or individuals that are present tonight. They are: • Don Martin, Euless Citizen's Fire Academy Alumni Association—City Hall Complex • Billy Owens,A.A.R.P. Euless Chapter 5172—J.A. Carr Park • Michele and Dan Burger—Kiddy Carr Park • Bill Byers, Trailwood Troopers—Trailwood Park • Lori Dunham—Reflection Park • Jill Cossu, Girl Scout Troop#1721 —Heritage Park Chairman Owens said the following could not be here tonight: • David Eteaki, Voice of Tonga—Bob Eden Park and McCormick Park • Bill Stone, Stone Award Company—Bob Eden Park • Ana Ahovelo, St. Michael's Youth Group—Midway Park Chairman Owens thanked all the groups for their time, commitment and help and said the parks department is very grateful for everything they do in keeping our parks clean. He said the agreements are ready for signing tonight and to see Linda. VI. Further Discussion of Euless Athletic Association Chairman Owens mentioned that EAA will not be able to organize their association after this year and they are requesting the Parks and Community Services staff to take over the organization. He asked if there were any updates tonight. Ray McDonald said there is no new information on this item but our staff stands ready to program and run spring ball next year. Community Services Report—Ray McDonald Director of Parks and Community Services Ray McDonald thanked all the volunteers tonight for their effort in cleaning the parks and help in relieving the parks staff. He appreciates all their efforts,time and commitment in the Adopt-A-Park program. Ray briefly updated the Board Members on the 2007 funded projects for Parks and Community Services. VIII. Other New Business Chairman Owens said our next meeting is October 2'1 IX. Input from City Council Members and Visitors Council Member Leon Hogg said they had a very good budget work session and lots of items were approved for the next budget year.
