PARKS AND LEISURE SERVICES BOARD
SEPTEMBER 12,2005
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. on
Monday, September 12, 2005, in the Council Chambers of the Euless City Hall building by
Chairman Eric Owens. Other Board Members present: Carroll "Scotty" Scott, Stacey Hollinger,
Glendora Waldrup, Randy Jones and alternate John Raab. Members absent: Mike Daniel.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks
Superintendent Terry Boaz, Parks Manager Johnnie Green, Recreation Manager Suzanne
Hendrickson, Recreation Center Supervisor Randy Smith and Administrative Secretary Linda Lux.
Visitors present: Anna Shaw, Judy Bowden,Alex Horton, Barney Snitz and Billy Owens(AARP).
INVOCATION
Stacey Hollinger gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the August 1,
2005 regular meeting. Glendora Waldrup made the motion to approve the minutes as presented and
was seconded by Randy Jones. The vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
John Raab said both Blessing Branch Park and Midway Park were clean and in good shape.

Carroll Scott said he recently walked McCormick Park and it was clean and in good shape. He
mentioned that the cover was still missing at the base of the light pole which covers the electrical
wiring. He also walked the Villages of Bear Creek Park and said the trail under Fuller Wiser Road
is almost finished, the amphitheater was in good shape and there were lots of people using the trail.
He said he also walked over to the Preserve and the fishing pier and boardwalk had been installed.
Glendora Waldrup said West Park was clean, recently mowed and in good condition. Wilshire
Park was also in good shape, the pond is pretty with the cattails growing around it and the pool was
closed and had been drained. She mentioned that one of her neighbors uses the parks and trail
systems and was very complimentary of the staff and our parks system.
Stacey Hollinger said Bob Eden Park is in great condition and the new sand volleyball courts are a
nice addition to this park and have been heavily used.
Randy Jones said South Euless Park was nice and clean. Heritage Park as usual always looks good
and is a beautiful park.
Chairman Owens said J.A. Carr Park looked good and the trail was nice and clean. Kiddy Can
Park also looked good.
Glendora Waldrup mentioned that there is a large limb hanging down by the sidewalk at Trailwood
Park.
Chairman Owens said the Special Events for August and September were: (1) the Bicycle Rodeo
was held on August 20th at the Parks at Texas Star. This was an excellent event with 400 people in
attendance. A big thank you goes to the Police and Fire staff for their involvement with the event
as well as Alex Horton and the Euless Citizens Police Academy; and (2) the new wave polka band
Brave Combo performed on September 10th at the Villages of Bear Creek Park. This was an
excellent event with 150 in attendance and was sponsored by the Fort Worth Community Credit
Union.
Chairman Owens said the upcoming events are:
• September 23`d—Volunteer Banquet—6:30 p.m. at Midway Recreation Center
• September 24th—Texas Junior Anglers— 10:00 a.m. to 1:00 p.m. at Wilshire Park
• October 8th—Garage Sale—8:00 a.m.to 12:00 noon at Midway Recreation Center

II. Volunteer of the Month
Chairman Owens presented a plaque to Anna Shaw for the September Volunteer of the Month. She
has been very active during the last few years working the main stage concert entrance at Arbor
Daze. She organized and managed the overall concert entrance, staging volunteers into different
sections and areas, helping the volunteers in any way necessary and recruiting volunteers from
BESA (Bedford-Euless Soccer Association) from which she is a member. Ms. Shaw thanked the
Board Members and said it is a pleasure working with the city and all the staff.
NEW BUSINESS
III. Beautification Award of the Month
Chairman Owens presented Judy Bowden at 1101 Glenn Drive with the September residential
Beautification Award. He said her yard is a charming yard with a colorful landscape and the use of
shrubs and bedding plants is outstanding. One look and you know the owner takes pride in her
work. Ms. Bowden thanked the Board Members for the award.
Chairman Owens said the September business/civic/governmental Beautification Award goes to
Marvin Carrol and the Farmers Insurance Group located at 702 West Euless Boulevard. He said
this is an attractive and well maintained landscape that catches your attention as you drive by.
Chairman Owens said the plaque would be delivered to Mr. Carrol since he was not in attendance.
IV. Business of the Tree Board
Tree Board Vice Chairman Carroll Scott reported on the following for August:
• There were 208 man hours during the month
• Staff did routine pruning and watering of the tree farms and urban forest
• Jimmy began the preparations for the Famous and Historic Tree Grove which will be
planted at the Preserve. He is designing the grove, writing the trail introduction sign
verbiage and the tree category signs.
• The grove will have 32 trees placed in seven categories: (1) American Revolution history,
(2) Civil War history, (3) Texas history, (4) the Presidents, (5) Famous People, (6)
Millennium trees and(7) Euless heritage.
• The trees will be planted in November

V. Parks and Community Services Reports
a. End of Summer Report—Randy Smith
Recreation Center Supervisor Randy Smith updated the Board Members on the following:
Fitness Center Usage
• There was 3,363 hours of usage on 8 cardiovascular pieces of equipment(for the last three
months)
• 12,074 miles traveled on 8 cardiovascular pieces of equipment
• Just over 11,000 people visited during May through July
Recreation Classes
• Introduced a new British Soccer camp which was very successful
• Continued with our successful programs which consisted of martial arts, Lil Tykes
Adventure camp, exercise classes and golf classes partnered with the Texas Star golf course
• 460 people were enrolled in classes
• 330 people were enrolled in multiple classes
Summer Day Camp
• 141 kids were enrolled in the camp
• Averaged 75 campers per week
• Field trips taken were: (1)visit with the Mayor, (2) Six Flags, (3)NRH2O, (4) Rangers
Game, and(5)the Fort Worth Brahmas Hockey camp
• Hired 15 staff members with 6 returning from the previous year
Swimming Classes and Exercise Classes
• 350 kids were enrolled in swimming lessons
• Over 100 kids took multiple sessions
• Water exercise classes started in May and ended in August with over 125 adults
participating
• Over 85 signed up for multiple sessions
• 65 have signed up for the fall water classes being held at Trinity High School
Aquatics
• Hired 24 staff members with 15 returning from the previous year
• Staff completed over 20 hours of in-service required by state law during the summer to also
include a joint life saving scenario with the Fire Department
• One team (consisting of lifeguard staff)competed in the Texas Guard Games competition

Randy gave a big thanks to the summer staff for all their help with summer camp and the
swimming pools.
Chairman Owens said he was very impressed with the numbers for classes this summer.
b. Community Services Report—Ray McDonald
Director of Parks and Community Services Ray McDonald thanked Randy and Mindy for all their
work with the summer programs. Since we will not have an Arbor Daze festival in 2006 and we
are a Tree City USA,we will have a tree planting ceremony throughout the city and incorporate the
plant sale and tree giveaway during this event. During 2006 staff will try and come up with some
ideas for a more grass root, smaller community based event for 2007.
Ray also updated the Board Members on the following:
Current and/or completed projects
• Parks at Texas Star—Phase III is now complete
• Sand volleyball courts are now complete at Bob Eden Park
• Tremendous progress has been made at the Preserve with the gabion wall being installed,
the boardwalk, fishing pier and the construction of the playground
• He distributed a copy of the FY '05 PACS Accomplishments for their review
Upcoming projects for FY '06
• Landscaping for Mid-Cities Boulevard
• Irrigation at Bob Eden Park
• Park amenities upgrade
• Fence at Heritage Park
• Contracting out flower bed maintenance
• Midway Recreation Center—security cameras, fitness equipment and locker replacements
• New deck chairs for the pools
• Mobile concession trailer for the Parks at Texas Star
• Remote lighting for West Park
• Repaint the Parks at Texas Star and the Ruth Millican Center
• New Rec Trac system for inventory at Softball World

VI. Other New Business
Suzanne reminded the Board Members of the Volunteer Banquet scheduled for Friday, September
231.d. She also mentioned that on Saturday, November 12th at 10:30 a.m. will be the dedication of
Veterans Field at the Parks at Texas Star. She asked all Board Members to be present for the
dedication and events planned.
VII. Input from City Council Members and Visitors
Chairman Owens said there are no Council Members present in the audience tonight.
Barney Snitz said he is a runner and uses the trails at the Villages of Bear Creek Park and said the
trails are becoming more crowded due to more joggers, bicycles, runners and people walking their
pets on the trails.
ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct,the meeting
was adjourned at 7:56 p.m.
