PARKS AND LEISURE SERVICES BOARD
JANUARY 10,2005
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, January 10, 2005, in the Council Chambers of the Euless City Hall building by Chairman
Eric Owens. Other Board Members present: Mike Daniel, Glendora Waldrup, Stacey Hollinger,
Boyce Byers, Carroll "Scotty" Scott and new alternates Randy Jones and John Raab. There were
no Board Members absent.
Staff members present: Director of Parks and Community Services Ray McDonald, Parks Manager
Johnnie Green, Parks Superintendent Terry Boaz, Recreation Manager Suzanne Hendrickson and
Administrative Secretary Linda Lux.
Visitors present: Council Member Leon Hogg, Council Member Linda Martin, Bill Byers, Alex
Horton, Billy Owens, Briana Lynch and JoAnn Rogers.
INVOCATION
Glendora Waldrup gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the
December 6, 2004 regular meeting. Glendora Waldrup made the motion to approve the minutes
with the following correction to Item II [the last sentence]. She said it should read"Doug McGrady
has been associated with the Bedford-Euless Soccer Association for over ten years—not president".
Mike Daniel seconded the motion with the noted correction and the vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
Chairman Owens mentioned that the Board Members should have received their new 2005 park
assignments.

Mike Daniel said his new park is the Parks at Texas Star Athletic Complex. He said the complex is
currently closed for the winter for maintenance but the facility looked to be clean and the
playground was being used. He said the construction is really coming along on Phase III of the
park.
Carroll Scott said his new parks are McCormick and Villages of Bear Creek. He said McCormick
Park is in good shape. He had no report for the Villages of Bear Creek Park.
Glendora Waldrup said her new parks are Wilshire and West Park. She drove by West Park and
said it is a very attractive park. She had no report for Wilshire Park.
Stacey Hollinger said his new assigned parks are Bob Eden and Trailwood. He said he drives by
Bob Eden Park every day and it is in good shape. He had no report for Trailwood Park.
Boyce Byers mentioned her new parks are J. A. Carr (Simmons) and Kiddy Carr. She said Kiddy
Carr Park was clean except for the creek area. J. A. Can Park was clean and the gazebo looked
nice and clean but there was lots of trash in the creek.
Mrs. Waldrup suggested that maybe we could get some special budgeting funds to clean-up the
creeks as well as for some erosion control. Ray McDonald said he will get with our Public Works
Department to see if there is a solution to the creek erosion problem.
Randy Jones said his assigned parks are South Euless and Heritage. He said both parks looked
good and there were lots of people out walking at Heritage Park.
John Raab has Midway and Blessing Branch parks. Everything looked good at Midway Park and
he noticed that lots of Christmas trees had been dropped off for the upcoming annual Christmas
Tree Recycling event.
Chairman Owens said he now has Special Events. The Special Events in December were: (1) the
Parade of Lights, December 4th which had a great turnout; (2) Heritage Park Christmas, December
11th with about 400 in attendance; and (3) the Airport R & R Program, December 6th— 12th which
had participation from employees, Board Members, Council and citizens. Approximately 35
people per day went to see and greet the troops.

II. Volunteer of the Month
Chairman Owens presented Briana Lynch with a plaque for the January 2005 Volunteer of the
Month. He said Briana volunteered at the last minute to play Mother Goose for the Parade of
Lights and she has also been volunteering at the Library.
Briana said she was very excited to be able to play Mother Goose in the Parade and said she also
volunteers lots of hours at the Library.
NEW BUSINESS
III. Business of the Tree Board
Tree Board Chairman Mike Daniel reported on the following for December: (1)the 2004 Tree City
USA and Tree City Growth Award applications were prepared; (2) staff potted 4,712 Red Oak
acorns in the greenhouse; (3) trained the in-ground farm trees for proper growth; (4) mowed and
weeded the in-ground tree farm; (5) designed a tree landscape plan for Phase III of the Parks at
Texas Star— 109 trees will be planted; (6) straightened tree ID signs at the Villages of Bear Creek
Park; (7) removed fallen limbs throughout all the parks; (8) pruned trees on the Main Street
medians; (9) pruned trees at the Preserve to prep them for planting at the TxDOT trail and also at
the Parks at Texas Star—Phase III; and (10)planted 50 trees along the TxDOT trail.
IV. Parks and Community Services Reports
a. Recreation Report—Suzanne Hendrickson
Suzanne updated the Board Members on the following:
Upcoming Special Events for January and February
• January 15th—Open House at Midway Recreation Center, 9:00 a.m.-11:00 a.m.
• January 15th—Christmas Tree Recycling Event at Midway Park, 9:00 a.m.-1:00 p.m.
• February 11th-Valentine's Day Dance at Midway Recreation Center, 7:00 p.m.9:30 p.m.
• February 12th—Community Garage Sale at Midway Recreation Center, 9:00 a.m.-1:00 p.m.
Midway Recreation Center
• Gym floor and racquetball courts were resurfaced
• Entry tile and all classrooms were cleaned, stripped and waxed and the carpets were cleaned
• The fitness center was thoroughly cleaned and all equipment inspected

Simmons Senior Center
• Interior of the building was repainted
• Emergency lighting was installed
• 801 people attended the center during December and the seniors took four(4) trips
• New Year's Eve party had 34 in attendance
• She also thanked Randy, Mindy and Renee for jumping in and helping while Diane was out
Athletics
• Winter league registration ends this week for: 4 x 4 flag football, men's and women's
basketball and flag football
• Dodgeball tournament is being held on January 22nd at Midway Recreation Center
Parks at Texas Star
• The park is currently closed for maintenance
• The tournament schedule begins February 18th
Arbor Daze
• Arbor Daze Premier Night is Saturday, March 5th at 6:30 p.m. at Midway Recreation Center
• Arbor Daze Community Work Day, April 16th from 9:00 a.m.-3:00 p.m.
• Arbor Daze Carnival Preview Night, April 21st from 5:00 p.m.-10:00 p.m.
• Arbor Daze 2005 is April 22nd, 23rd and 24th
Chairman Owens thanked Suzanne for her excellent report.
b. Community Services Report—Ray McDonald
Director of Parks and Community Services Ray McDonald updated the Board Members on the
following projects:
• Parks at Texas Star—Carter Construction has been working daily except for the rainy days.
They have made much progress, all the light poles are now up, roofers are due here this
week and they are installing the hand rails. Ray said this project is about 90% complete and
Carter Construction hopes to be finished in about thirty (30) days. The rain has delayed the
project by at least sixty (60) days therefore causing a delay in the sod being laid. Ray
mentioned that Johnnie Green has been working very closely with Gary Carter and has been
on site during the entire construction. He also said Carter Construction is working closely
with Horticulturist Jimmy Beck regarding the landscape planting.

• Preserve at McCormick Park — Ray said we have now closed on the property (27+ acres)
and the property now belongs to the city. We will advertise this weekend for the bid
process and when the bids are received then this item will go to Council in early February.
He said Terry Sandlin donated this property to the city and the property has three (3) ponds
and Mr. Sandlin must maintain all the ponds and vegetation for two years (until October
2006) under the Wetlands 404 Mitigation Program, then after that time it will revert to the
city for maintaining. Ray said Terry Sandlin has been a great partner to work with on this
project. He said once a contractor has been approved then we will start ordering all the
equipment for the park. He mentioned that the steel bridge will be special ordered (which
will take five to six months to construct) and it will probably be the last item to be put in
place. The park will take about ninety days to construct and the park must remain a native
area with no trees being removed. All trails in the park will wind around the existing trees
all throughout the park.
• Splashpad — He said Council approved this item and all the equipment has been ordered.
This project will take about six to eight weeks for construction with the splashpad being
installed at South Euless Park. Carter Construction will be installing the splashpad and it
should be completed by April. Ray said the splashpad will be a great addition to South
Euless Park and it will be a recirculating chlorinated system.
• Trailwood Irrigation & McCormick Park Irrigation Projects — have been approved by
Council but these projects have not been started yet.
Ray thanked Suzanne and her staff for all the work they did when Diane Eggers was out as well as
all the special events which were held in December. Ray also welcomed our new alternate Park
Board Members and said that 2005 will be an exciting year for everyone.
V. Election of Officers.
Chairman Owens mentioned it was time to elect new officers for the Parks and Leisure Services
Board. He said the current officers are Chairman — Eric Owens, Vice Chairman — Glendora
Waldrup and Secretary — Stacey Hollinger. The 2005 newly elected officers will remain the same
as last year.
Chairman Owens also stated it was time to elect new officers for the Tree Board. The 2005 newly
elected officers are: Chairman—Mike Daniel and Vice-Chairman—Carroll "Scotty" Scott.

VI. Other New Business
Boyce Byers mentioned that the Community Services staff does an excellent job and she would like
to see the Board Members get out more and support the staff at our events.
Stacey Hollinger said he is working on a deal to bring the Texas Collegiate League to the Parks at
Texas Star. He said they will be looking for sponsors for the league and staff has been very
supportive in working with him. Stacey said if this league is brought to Euless then it will generate
lots of exposure for Euless.
VII. Input from City Council Members and Visitors
Council Member Linda Martin congratulated Stacey on his project to bring this league to the Parks
at Texas Star and also mentioned there were lots of activities during December.
Council Member Leon Hogg said this Board is doing a great job and he also welcomed the new
Board Members. He said 2005 will bring a few new projects to Euless such as improvements to
Glade Road and Pipeline Road and a new fire station.
Alex Horton thanked Ray and his staff for all their efforts in our parks and community and said he
hopes that all the Board Members will come out and participate in all the events.
Billy Owens thanked everyone for helping out when Diane Eggers was out and said all the seniors
really appreciated everything that was done. He also said A.A.R.P. cleans J.A. Carr (Simmons)
Park each month.
ADJOURNMENT
Chairman Owens gave the benediction. Being no further business to conduct,the meeting was
adjourned at 8:20 p.m.
