HomeMy WebLinkAbout2004-12-06 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD DECEMBER 6,2004 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. on Monday, December 6, 2004, in the large conference room at the Parks Facility Building by Vice Chairman Glendora Waldrup. Other Board Members present: Stacey Hollinger, Boyce Byers, Carroll "Scotty" Scott, Mike Daniel and alternate Jeff Sawlan. Members absent: Chairman Eric Owens and alternate Dan Clark. Staff members present: Parks and Community Services Director Ray McDonald, Parks Superintendent Terry Boaz, Parks Manager Johnnie Green, Recreation Manager Suzanne Hendrickson and Administrative Secretary Linda Lux. Visitors present: Alex Horton, Joyce Humphrey, Doug McGrady, Mona Strain and Krista Keitz. INVOCATION Mike Daniel gave the invocation. APPROVAL OF MINUTES Vice Chairman Waldrup asked if there were any additions or corrections to the minutes from the November 1, 2004 regular meeting. There being none, Mike Daniel made the motion to approve the minutes as presented and was seconded by Boyce Byers. The vote was unanimous. OLD BUSINESS I. Board Member's Reports Jeff Sawlan said both West Park and Wilshire Park were in great shape. He said the parks department and staff does a great job in keeping the parks clean. Carroll Scott said Trailwood Park was in good shape but there still remains a low spot where water stands. Bob Eden Park was also in great shape. Vice Chairman Glendora Waldrup said at McCormick Park she noticed some fallen limbs but overall the park was very clean. She said the soccer fields were covered with rye grass at the Villages of Bear Creek Park and the park was also very clean. Parks and Leisure Services Board Page 2 December 6,2004 Stacey Hollinger said he recently inspected the Parks at Texas Star and the facility was in tremendous shape and he has also enjoyed watching the progress of the construction of Phase III. He said he appreciates everything that the parks staff does for our parks. Boyce Byers has Special Events and said the events in November and December were: (1) Saturday, November 13th — KidFish which was sponsored by Baillargeon Audi and Service King was a great event and all the kids really enjoyed getting to fish, (2) Wednesday, November 17th - the Senior Luncheon which was held at North Main Barbecue had about 200 people for lunch and (3) Saturday, December 4th — the Holidaze KidZone, Arts and Crafts event and the Christmas Parade of Lights which had 75 floats entered. Mrs. Byers also wanted to remind everyone to attend the Heritage Park Christmas Celebration scheduled for next Saturday, December 11 from 1:00 to 5:00 p.m. She also said Euless is doing the R & R Program at DFW Airport this week (December 6th through December 12th) to welcome home our troops. She also complimented the staff on all the wonderful events. Mike Daniel said both South Euless and Heritage parks were very clean and he also mentioned the pot hole had been repaired at South Euless Park. II. Volunteer of the Month Vice Chairman Waldrup presented Doug McGrady with BESA (Bedford-Euless Soccer Association) with a plaque for the December Volunteer of the Month. Some of the events he has been involved with are: (1) getting his association involved with Arbor Daze for several years, (2) managing the soccer portion of the 2003 and 2004 Games of Texas, as well as (3) scheduling games, officials and overall management of BESA. Doug has been associated with the Bedford- Euless Soccer Association for over ten years. Vice Chairman Waldrup thanked Doug for all his efforts in making our events a success. NEW BUSINESS III. Business of the Tree Board Tree Board Chairman Mike Daniel mentioned the following for the month of November: (1) planted two Holly trees at the new Midway Park entrance sign bed, (2) planted five Crepe Myrtles on the Harwood median project, (3) planted some Holly trees and a Crepe Myrtle at the Parks at Texas Star, (4) potted 5,000 Live Oak acorns for growing Arbor Daze trees and we already have 10,000 Red Oak acorns in cold storage for growing Arbor Daze trees, (6)removing the metal Parks and Leisure Services Board Page 3 December 6,2004 tree guards from the trees at the Parks at Texas Star, (7) removed fallen limbs throughout all the parks, (8) pruned/repaired trees on Harwood medians which had been damaged, (9) assisted Softball World with pruning trees on the west property line for a new fence and(10) control pruned and sheared the Red Cedar tree at Midway Recreation Center. IV. Parks and Community Services Reports a. Community Services Report—Ray McDonald Director of Parks and Community Services Ray McDonald updated the Board Members on the following projects: • Parks at Texas Star — Phase III — the construction has been slowed down due to all the rain. • Preserve at McCormick Park — Bryan Klein traveled to the Texas Parks and Wildlife Department in Austin on Friday, December 3rd and we hope to have the approval by January 1St • Trailwood Irrigation and the Splash Pad at South Euless Park- will be agenda items on the December 14th Council meeting. We plan to order all the items for the splash pad from the Texas Buy Board Program and then everything will be constructed and installed by Carter Construction Company. We hope to open in the spring of 2005. Carroll Scott said the new phase at the Parks at Texas Star is really shaping up and looks good. b. Other Staff Reports Recreation Manager Suzanne Hendrickson invited everyone to come out on Saturday, December 11th to the Heritage Park Christmas Celebration. She said there will be choirs, a petting zoo, games, a train and Santa and Mrs. Clause. Starbucks will also be providing hot chocolate and cookies for everyone. Parks Manager Johnnie Green said the parks staff erected two Christmas trees, banners throughout the city and they have also been working on the drainage problem at the library. Boyce Byers also mentioned that all the buildings have lights on them this year. Jeff Sawlan said tonight is his last meeting and this has been a wonderful experience for him and for the Park Board to keep up the good work in our community. Parks and Leisure Services Board Page 4 December 6,2004 V. Other New Business Vice Chairman Waldrup said there was no new business for discussion. VI. Input from City Council Members and Visitors Alex Horton said the trails were very clean and appreciated by everyone. He also introduced Joyce Humphrey with the Apartment Managers group and said they are looking for partners for the fund raising project for the trails. Krista Keitz, a student at the University of North Texas was in the audience and said she was attending the meeting tonight for a class project. Ray McDonald told Jeff Sawlan that this has been a great pleasure having him on the Park Board for the last couple of years. Vice Chairman Waldrup suggested that since numerous Park Board Members will still be out of town for the holidays,that the January 3, 2005 meeting be moved to the following week. Stacey Hollinger made the motion to move the January 3, 2005 meeting to Monday, January 10th due to the holiday closings. Carroll Scott seconded the motion and the vote was unanimous. ADJOURNMENT Vice Chairman Waldrup gave the benediction. There being no further business to conduct,the meeting was adjourned at 7:38 p.m. Chairman Attest
