HomeMy WebLinkAbout2004-04-05 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD APRIL 5,2004 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:01 p.m. on Monday, April 5, 2004, in the Council Chambers of the Euless City Hall building by Chairman Eric Owens. Other Board Members present: Mike Daniel, Glendora Waldrup, Stacey Hollinger, Boyce Byers and alternates Carroll "Scotty" Scott and Dan Clark. Members absent: Carl Miller and Jeff Sawlan. Staff members present: Director of Parks and Community Services Ray McDonald, Parks Superintendent Terry Boaz, Parks Manager Johnnie Green, Special Events Coordinator Michael Davenport and Administrative Secretary Linda Lux. Visitors present: Mrs. Willie Mae McCormick, Elizabeth McCormick Wilcox, Velma Stewart and Billy Owens. INVOCATION Glendora Waldrup gave the invocation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the March 1, 2004 regular meeting. There being none, Mike Daniel made the motion to approve the minutes as presented and was seconded by Boyce Byers. The vote was unanimous. OLD BUSINESS I. Board Member's Reports Mike Daniel said both Heritage and South Euless parks were in good shape and recently mowed. He said South Euless Park had lots of citizens in the park when he made his inspection. Glendora Waldrup said the soccer fields were in good shape and bleachers had been placed on three of the fields at the Villages of Bear Creek Park. She said there were lots of people in the park and said the amphitheater was in good shape. She also mentioned the last service date for the restrooms Parks and Leisure Services Board Page 2 April 5, 2004 was in December, there was some graffiti on the bridge, and the trails have now been completed and look good. Mrs. Waldrup also mentioned that she would like to see more color in all the parks and that she also went on the tour with the group to see the Preserve at McCormick Park recently. Stacey Hollinger said he inspected the Parks at Texas Star Athletic Complex in mid-March and everything looked good and clean but said the batting cages were not working. He mentioned his son is on the Kidz Design Council and also went on the tour to see the Preserve at McCormick Park and said there was some graffiti on the side of the bridge. Boyce Byers mentioned she would let Michael Davenport give the report for Special Events when he gives his report later. Carroll Scott said the trail is looking good at Bob Eden Park and said he noticed some graffiti on the bridge. He inquired if lights would be installed under the bridge for the trail and said the park was very clean. The water fountain was not working and there were some dead limbs along the trail. Dan Clark said J. A. Carr Park was nice and clean, there were many joggers and walkers in the park the day of his inspection and that the roses by the gazebo are about to bloom. Chairman Owens said Midway Park looks good and the ball fields are in good shape. Ray McDonald said West Park is now open and the parking lot on the east side will soon be renovated. II. Volunteer of the Month Chairman Owens presented Velma Stewart with a plaque for the April 2004 Volunteer of the Month. He said Velma has volunteered for the following events: Texas Trash Off(last four years), Arbor Daze Auction, Easter Egg Hunt, Games of Texas and Arbor Daze (last three years). Velma thanked the Board for the award and said she started volunteering for Diane Eggers many years ago and said she really enjoys it. • Parks and Leisure Services Board Page 3 April 5,2004 NEW BUSINESS III. Beautification Award of the Month Chairman Owens presented Mrs. Willie Mae McCormick with a plaque for the residential Beautification Award for the month of April. He said she is constantly working in her yard and takes much pride in her work and it shows with her beautiful yard. Chairman Owens said a picture of Mrs. McCormick's yard will be on display at the Library for the month of April. Mrs. McCormick thanked the Board Members for the award. Chairman Owens said the business Beautification Award recipient, Performance Leasing, was not present to receive their award. IV. Business of the Tree Board Tree Board Chairman Mike Daniel mentioned the following: three (3) Mexican Fan Palms were purchased for the new City Hall landscape; three (3) pecan trees were moved to the Library from the City Hall parking lot project; 10,000 trees will be ready for the tree giveaway during Arbor Daze as well as 1,000 trees for the Forestry Village children's game at Arbor Daze; and two (2) Cedar trees were planted at the Villages of Bear Creek in order to discourage park patrons from cutting a trail through the grass. V. Parks and Community Services Reports a. Special Events Update—Michael Davenport Special Events Coordinator Michael Davenport gave the following updates: • The Easter Egg stuffing party was held at Showplace Lanes on Saturday, March 27th and there were 26 volunteers helping. Showplace Lanes gave the volunteers bowling and drink coupons for their hard work. • The Easter Egg Hunt was held Saturday, April 3`d and there were 500 children attending the event. The Lions Club helped sponsor the event and the children were treated to a bounce house,bunny hats, and the arrival of the Easter Bunny on a fire truck. • The Texas Trash Off was also held Saturday, April 3`d and there were 300 volunteers who helped pick up trash along N. Main Street, Villages of Bear Creek Park, Mid-Cities Blvd. and Highway 10. The volunteers were treated to CiCi's pizzas for their hard work. Parks and Leisure Services Board Page 4 April 5,2004 • Arbor Daze Community Work Day will be Saturday, April 17th from 9:00 a.m. to 3:00 p.m. and all volunteers will be treated to pizza and soft drinks. We will be wrapping trash cans, setting out parking lot signs, "No Parking" signs and roping off all parking lots. All volunteers and staff will be treated to soft drinks and pizza for helping work. • Arbor Daze is April 23rd through 25th and the entertainers are: Friday— Sam the Sham, The Boxtops, Davy Jones and Three Dog Night; Saturday — Mulberry Lane, Taylor Dane and Cindi Lauper; and Sunday—Emerald City,Nick Colionne and Dave Koz. • Special features at Arbor Daze will include: Kid Fish, the Paul Bunyan Lumberjack Show as well as the Arbor Dazzling Kidz Zone. • This summer we will have "Movies with the Stars". June 5th at the Villages of Bear Creek Park we will show "The Lion King"; June 26th at Bob Eden Park will be "Freaky Friday" and on July 10th at Midway Pool we will show "Finding Nemo". The summer movies are being sponsored by Fort Worth Community Credit Union. • In the fall we plan to do a couple of symphonies in the park. • We are also trying to coordinate a bicycle rodeo with the Police Department and are hoping to be able to distribute bicycle helmets to kids who need them. The Police Department will also be doing bike and scooter inspections for the kids. Chairman Owens thanked Michael for his great report this evening. b. Community Services Report—Ray McDonald Director of Parks and Community Services Ray McDonald said Saturday was a special day with the Easter Egg Hunt, the Texas Trash Off and his son's first T-Ball game. He said after the game was over the team walked over to the Easter Egg Hunt and everyone had lots of fun. Ray thanked Michael for a wonderful event and said this was the largest egg hunt ever. He updated the Board Members on some of the projects: • Parks at Texas Star — Phase III — he thanked Johnnie Green and Terry Boaz for staying on top of this project. He said some construction has started with Veterans Field and once the field is completed then the contractor will move over to the soccer field. The contractor has told them they hope to complete this project in August or early fall. • West Park—the irrigation is completed and said this job was done in about three weeks. He said there are some minor things that still need to be done and work still needs to be done on the parking lots. Parks and Leisure Services Board Page 5 April 5,2004 • Preserve at McCormick Park —he said the contract has now been signed and he and Bryan Klein with ION Design Group will sit down this week and start choosing equipment, playground items and other amenities for the park. He said we hope to bid out this project in June and hope to have completed by the end of this year. c. Adopt-A-Park/Trail Program—Ray McDonald Mr. McDonald stated that included in their packet was a proposed document for a new program to get volunteers to help with cleaning-up our city parks/trails. He said the plan is to obtain businesses, individuals, scouts, homeowners associations and etc., to work one (1) Saturday a month to help clean "their adopted park/trail". He said the business or group would come before the Park Board to get approval for the park/trail they decide to adopt and they would agree to clean the park for a minimum period of at least two (2) years. Ray also said signs would be displayed at each park and/or trail identifying the group responsible for cleaning the park. He stated the City Manager has approved the program and that the City Attorney will need to review the documents before implementing the program. Mr. McDonald said he would like the Board Members to review this document before the next meeting. He mentioned this item would be added to the agenda for their approval next month. VI. Other New Business Chairman Owens said he has a sign-up sheet to help work in the Sponsors Hospitality Trailer during Arbor Daze. If any of the Board Members are interested in helping Ms. Lux this year, then please fill out the sheet and return to Linda. VII. Input from City Council Members and Visitors Billy Owens said some residents have inquired if they can get more swings in the parks for the kids. He said the current swing sets have only two swings and there are always lines with waiting parents and kids.
