PARKS AND LEISURE SERVICES BOARD
NOVEMBER 3, 2003
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:04 p.m. on
Monday, November 3, 2003, in the Council Chambers of the Euless Municipal Building by
Chairman Eric Owens. Other Board Members present: Boyce Byers, Mike Daniel, Glendora
Waldrup and alternates Carroll "Scotty" Scott, Dan Clark and Jeff Sawlan. Board Members Carl
Miller and Stacey Hollinger were absent.
Staff members present: Director of Parks and Community Services Ray McDonald, Recreation
Manager Suzanne Hendrickson, Parks Superintendent Johnnie Green and Administrative Secretary
Linda Lux.
Visitors present: Kevin Smith (EAA), Beverly and John Moore, Keith Andresen, Alex Horton,
Doug McGrady(BESA) and Terry Kesterson (EGSA) and Council Member Leon Hogg.
INVOCATION
Glendora Waldrup gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the October
6, 2003 regular meeting. There being none, Boyce Byers made the motion to approve the minutes
as presented and was seconded by Glendora Waldrup. The vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
Mr. Daniel said both J. A. Can and Kiddy Can parks look fantastic.
Mr. Sawlan said the Parks at Texas Star as usual is in tip-top shape. He mentioned there was not
any soap or paper towels in the restroom at the Batting Cage area.

Mrs. Waldrup said South Euless Park was very clean and looked good. Heritage Park was also
clean and there was no activity in the park.
Mr. Scott said at Trailwood Park the playground area was clean. He did notice the drinking
fountain was running, there was lots of brush behind Harold Samuels house and someone had
started a bird house. Bob Eden Park is still closed and the new entrance to the park will be
beautiful and the parking lot paving is almost completed. He noticed the trash cans were
overflowing with trash, the water shut-off valve is leaking by the drinking fountain.
Mrs. Byers said Midway Park looks good. Blessing Branch Park also looks great but someone
toilet-papered the trees.
Mr. Clark recently walked McCormick Park and noticed a broken light fixture and said the park
looked very nice. Everything looked good at the Villages of Bear Creek Park and there were lots of
people the morning he made his inspection. He suggested more trash cans be placed around the
picnic areas (especially at the north end of the park).
Chairman Owens gave a report for Stacey Hollinger in his absence. He said both Westpark and
Wilshire parks looked good. He mentioned Wilshire Park is a fantastic new park and lots of people
use this new park. He did say the split rail fence was broken by the swimming pool.
Chairman Owens also reported for Carl Miller in his absence. He said the Special Events this past
month included the inauguration of Rick Herold into the Walk of Fame at the Parks at Texas Star
Athletic Complex. Also the Halloween Thing was held at Midway Recreation Center and was a
great success.
II. Volunteer of the Month
Chairman Owens introduced Beverly Moore and presented her with a plaque as the October
Volunteer of the Month since she was not able to attend the October meeting. He said Beverly is a
senior citizen and has given many hours to the city. She has volunteered for the 2003 Texas Trash
Off, bagging trees for the free tree give away at Arbor Daze (she has helped the last three years),
selling coupons in the main stage area at Arbor Daze 2003 and also setting out the 9-11 flags at the
City Hall Complex. Beverly also helps Diane Eggers with many senior projects at the Simmons
Center.

Chairman Owens also introduced Keith Andresen and presented him with a plaque as the
November Volunteer of the Month. Keith is the Manager of the Dr Pepper StarCenter and has been
instrumental in providing their facility the last few years for the annual IceFest event, The Taste of
NorthEast, participated each year in the Parade of Lights and has also donated items for the annual
Arbor Daze Auction. Keith thanked the Board for the award and said he lives and works in Euless
and enjoys giving back to his community.
NEW BUSINESS
M. Business of the Tree Board
Tree Board Chairperson Boyce Byers mentioned that twelve (12) trees had been planted this last
month and now is the perfect time to plant trees.
IV. Athletic Associations
a. EAA (Euless Athletic Association)
Kevin Smith, First Vice-Commissioner and Danny Thompson, Commissioner with EAA
distributed to the Board Members a copy of information containing a list of officers, budgets and
registration numbers. Kevin stated that registration will increase about $10 due to the cost of new
uniforms, umpires and training for coaches. He also mentioned that EAA does have scholarships
and said they both look forward to working with the staff again this year.
Chairman Owens thanked Kevin and Danny for representing EAA at tonight's meeting.
b. BESA (Bedford Euless Soccer Association)
Doug McGrady, President (2003-2004) and U6 Commissioner Leta Anderson with BESA
distributed a handout with a listing of officers, registration numbers and budget information. Mr.
McGrady thanked Ray, Suzanne and Johnnie for all they do for the association. He also
commented on the 2003 Games of Texas and said there were many teams that participated in the
event and everyone is looking forward to the event next year. He further mentioned that BESA
does scholarships and they never turn any child away who wants to play. About one-half of the
BESA Board has kids playing soccer and the teams are about 60% Bedford and 40% Euless kids.
Also BESA does not allow any fund-raisers nor do they allow sponsorships.

Chairman Owens thanked Mr. McGrady for representing BESA tonight and said BESA is an
outstanding partner working with the city and he appreciates everything they do for the community.
c. EGSA (Euless Girls Softball Association)
Terry Kesterson, Second Vice-Commissioner and Chief Financial Officer with EGSA distributed a
handout with a listing of officers, budget information and registration numbers. Mr. Kesterson said
the registration numbers have been dropping each year from the age of twelve and older due to
either girls playing select ball or playing on high school teams. He said for the last few years they
have been doing inter-local with surrounding cities in order to increase their registration numbers.
Mr. Kesterson said he appreciates everything the Board Members and city staff does to help their
association.
V. Parks and Community Services Reports
a. Recreation Report— Suzanne Hendrickson
Recreation Manager Suzanne Hendrickson said the Halloween event was a great success, there
were about 750 people in attendance and everyone had a good time. She thanked Johnnie Green
and his staff for all the help in setting-up for the event. She also commented on upcoming events:
• November 8th — Veterans Day event from 10:00 a.m. to 11:00 a.m. and groundbreaking of
Veterans Field at the Parks at Texas Star Athletic Complex.
• December 6th — Parade of Lights at 6:30 p.m. and the floats will be judged from the viewing
stand during the parade.
• December 13th—Heritage Park Christmas from 4:00 p.m. to 7:00 p.m. with choirs, house tours
and a 150th birthday party for the Himes House.
• December 31st — Children's New Year's Eve Concert at 1:00 p.m. with "Trout Fishing in
America" at Midway Recreation Center.
Suzanne mentioned the new Special Event employee, Michael Davenport, started last week and
worked the Halloween event. She also said Diane Eggers has been in the hospital since October
24th.
b. Community Services Report—Ray McDonald
Director of Parks and Community Services Ray McDonald thanked all the associations for coming
to the meeting tonight. He updated the Board Members on a few of the projects:

• The irrigation project at Westpark has been designed, specifications written and this project
should be going out for bids soon.
• The bid has been advertised for The Parks at Texas Star — Phase III and bids should be
opened November 14th. Work should start after the first of the year with completion in
early 2005.
• Bob Eden Park is coming along and hopes to re-open in December. The loop trail is
scheduled to start about November 10th.
• The Preserve at McCormick Park — Suzanne met with the Kid's Design Council at
Lakewood Elementary(37 kids) and everyone is looking forward to working on this project.
c. Other Staff Reports
There were no other staff reports.
VI. Other New Business
Chairman Owens reminded the Board of the Boards and Commission Dinner next Monday,
November 10th at 6:30 p.m. at the Texas Star Conference Centre. Also our next Park Board
meeting will be at the Parks Facility and we will be having our annual Christmas Dinner at 6:00
p.m. on December e`.
VII. Input from City Council Members and Visitors
Alex Horton informed the Board Members that he rides through the Villages of Bear Creek Park
and every Sunday morning he has noticed men playing soccer on all the fields. He did not know if
they were authorized to use the fields or not.
Council Member Hogg reminded the Board Members of the City Hall grand re-opening scheduled
for Saturday, December 6th and said he hopes everyone will attend the ceremony before attending
the Christmas Parade that same evening. He also mentioned the Main Street construction project is
running ahead of schedule and once this project is completed then plans will begin to start on the
widening of Pipeline Road.

Chairman Owens gave the benediction. Being no further business to conduct, the meeting was
adjourned at 9:16 p.m.
