HomeMy WebLinkAbout2003-04-07 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD APRIL 7, 2003 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on Monday, April 7, 2003, in the Council Chambers of the Euless Municipal Building by Chairman Eric Owens. Other Board Members present: Boyce Byers, Carl Miller, Mike Daniel, Glendora Waldrup, Stacey Hollinger (arrived at 8:00 p.m.) and alternates Carroll "Scotty" Scott and Dan Clark. Board Member Jeff Sawlan was absent. Staff members present: Assistant Director Ray McDonald, Recreation Manager Suzanne Hendrickson, Special Events Supervisor Deitre Burns and Administrative Secretary Linda Lux. Visitors present: Council Member Leon Hogg, Billy Owens, Ray Kunze, Ms. Mancino (Principal of South Euless Elementary School), Pat and Phil Bailey and Andrea Koiner and Kim Connell (Village Green Apartments). INVOCATION Carl Miller gave the invocation. PLEDGE OF ALLEGIANCE The South Euless Elementary School Courtesy Patrol led the pledge of allegiance. Chairman Owens thanked Carl Miller for contacting the students and getting them involved with this presentation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the March 3, 2003 regular meeting. Mike Daniel mentioned there is a correction on Page 1, Item No. 1 for his report at Kiddy Carr Park. He said it should have read "bicycle trails" not motorbike and dirt bike trails. Carl Miller made the motion to approve the minutes as corrected and was seconded by Carroll Scott. The vote was unanimous. Parks and Leisure Services Board Page 2 April 7, 2003 OLD BUSINESS I. Board Member's Reports Mr. Daniel said J. A. Carr Park is a very busy park with lots of people using the walking trail. Mr. Miller said the Special Event that was held this past weekend was the Texas Trash-Off and there were about 200 volunteers. He said this was a very good event and there were many kids from Oakwood Terrace Elementary to help pick up trash. Mrs. Waldrup said both South Euless and Heritage parks were in good shape. She said South Euless Park is a good park for the children at school to play in, the tennis court is in good condition. Heritage Park is a beautiful park and she noticed lights and a sidewalk have been added around the cabin. Mr. Scott mentioned at Bob Eden Park some of the large rocks had been moved and asked if they would be moved back to their original positions. He said the park was clean, tennis court was in good shape, pavilion area was clean and there were some dead limbs along the trail. Mr. Scott said Trailwood Park was in good shape. Mrs. Byers said Midway Park always looks nice and clean and there was not much activity today. At Blessing Branch Park she walked through the park and ran into a citizen who always walks in this park. Mr. Clark said McCormick Park looks great and this is a very nice park. He said the light poles had been repainted, the gazebo (cupola) needs repair and he said this is an under utilized park. He said Villages of Bear Creek Park is a great park to walk through. The park looked great, the graffiti had been removed, the creek was clean but said the portable restrooms by the amphitheater had not been services and the service log had not been updated. Chairman Owens reported that Westpark had lots of activity with girls softball, the playground was in good shape and the park looks good. He said he is very pleased with Wilshire Park and this is a very beautiful park. Chairman Owens also reported on The Parks at Texas Star and said the park looks great and the golf course is also good as usual. Mr. Scott inquired about the road that is east from the entrance to Bob Eden Park and asked what would be done to this road. Ray McDonald said the road would be developed with the Ice-T program for the trails system and the work on the trails would start in May. Parks and Leisure Services Board Page 3 April 7, 2003 II. Volunteer of the Month Chairman Owens introduced Ray Kunze (Sue White was sick and unable to attend) as the April Volunteer of the Month and presented them with a plaque for all their hard work. He said Ray and Sue have been instrumental in putting in countless hours for the Arbor Daze Auction the last couple of years. They have also volunteered many hours working the following events: Dixie World Series, Texas Trash Off, Super Series National Boys Baseball Tournament, Heroes Celebrity Baseball Tournament and Arbor Daze. Ray thanked everyone for the plaque and said he has already gotten some items for the 2004 Arbor Daze Auction and they work throughout the year gathering items. NEW BUSINESS IV. Beautification Award of the Month Chairman Owens presented Phil and Pat Bailey, 207 Ash Lane, with a framed letter of recognition for the April Residential Award. He also presented a framed letter of recognition to the Village Green Apartments as the April Business/Civic/Government Award. Andrea Koiner and Kim Connell were present to receive the award for the apartments. III. Business of the Tree Board Tree Board Chairperson Boyce Byers mentioned that one tree was planted at Building "D" this past month and planting had begun at the Villages of Bear Creek Tree Farm. These trees were grown at the old greenhouse and when finished there will be approximately 150 trees in the ground. There will also be 10,000 trees that were grown in the greenhouse for the Arbor Daze "Free Tree Give Away". She also said the trees in the medians along East Midway Road received a fresh layer of mulch. V. Parks at Texas Star Development Committee Update Chairman Owens stated there was a meeting of the committee on April 3`d and they saw the final conceptual design for Phase III and possible naming rights to the new proposed ball field. He said the proposed 250' fenced ball field will consist of a new entrance on the north side of the complex (by the Dr Pepper StarCenter) and there will also be two new t-ball/coach pitch fields in the new Parks and Leisure Services Board Page 4 April 7, 2003 phase. Chairman Owens said the final conceptual design looks great and that we really need to move into construction in order to open in spring of 2005. He also mentioned that Mr. Cramer has indicated that the Rangers would make a contribution. He also stated that Ray McDonald has given Coca-Cola a proposal as well and they should confirm within the next couple of weeks as to if they would make a contribution towards possible naming rights of the new proposed ball field. Chairman Owens suggested that the Board make a recommendation at the May meeting to approve the final conceptual plan and then send on to City Council. VI. Parks and Community Services Reports a. Special Events Report—Deitre Burns Community Relations/Special Events Supervisor Deitre Burns distributed information on some events recently held which consisted of the egg stuffing party at AMF Showplace Lanes with about 27 volunteers and the Texas Trash-Off, which had about 160 volunteers. She mentioned some of the upcoming events scheduled are: Easter Egg Hunt (title sponsor is the Euless Lions Club) Saturday, April 12th; Arbor Daze Community Work Day Saturday, April 19th; Carnival Preview Thursday, April 24th; and then Arbor Daze Festival April 25th through 27th. Deitre also thanked Mr. Hogg and the Euless Lions Club for all their support this year with the Easter Egg Hunt. b. Recreation Report—Suzanne Hendrickson Recreation Manager Suzanne Hendrickson mentioned the Community Garage Sale was a great success with 28 booths being sold and about 800 visitors and said this will now be an annual event. She said the Euless Today brochures were being mailed and Euless citizens could obtain their parking pass for Arbor Daze from the back cover of the brochure at Midway Recreation Center. Suzanne also said that Midway Recreation Center would be closed for three days for maintenance work on the basketball goals. EAA (Euless Athletic Association) held their opening ceremonies at the Parks at Texas Star on March 29th. The seniors took a trip to San Antonio for a few days and the Historical Preservation Committee will host another Education Day at Heritage Park on April 10th. c. Community Services Report—Ray McDonald Assistant Director of Parks and Community Services Ray McDonald said the Texas Trash Off this past weekend was again a great success with many volunteers and thanked Carl Miller for all his help with the school kids he recruited. At South Euless Park two new kiddy swings would be added to the existing swings, sand would be replaced with bark mulch and the basketball court and Parks and Leisure Services Board Page 5 April 7, 2003 goal would be repainted. The irrigation system and lighting upgrades would be done at McCormick Park. Ray said at Bob Eden Park that the parking lot would be extended west and north and have a new entryway with large rocks and/or boulders. Public Works Manager Chris Barker will start on the Ice-T Trail project in May and this project will connect the trails from Bob Eden Park and eventually go to the Villages of Bear Creek Park. He also mentioned the Park staff would be working at the Arbor Daze site and rolling sod out onto the VIP area and said Jerry Poteet has obtained volunteers to work for all areas during Arbor Daze. Ray thanked Ray Kunze and Sue White for all their help and hard work of the Arbor Daze Auction. And also thanked Eric Owens, Mike Daniel and Stacey Hollinger (Parks at Texas Star Committee Members) for all their help and input on the committee. VI. Other New Business Chairman Owens thanked staff for their hard work with all the recent events. Mr. Clark mentioned the Beautification Award winners yards would be on the cable network as well as the city website. VII. Input from City Council Members and Visitors Council Member Leon Hogg said he has received all the items for the souvenir booth and he will also be selling the 50th Anniversary ornaments. He also said City Council has authorized the remodel of Building "A" and the building should be completed in November. Ray Kunze thanked Ray McDonald and all his staff, as well as the Parks staff, for all their help with the Arbor Daze Auction and that the staff makes it happen with all their efforts and teamwork.
