HomeMy WebLinkAbout2002-12-02 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD DECEMBER 2,2002 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:05 p.m. on Monday, December 2, 2002, in the Large Conference Room at the Parks Facility Building located at 1997-C South Pipeline Road by Chairman Eric Owens. Other Board Members present: Boyce Byers, Carl Miller, Glendora Waldrup, Stacey Hollinger and alternates Mike Daniel and Carroll "Scotty" Scott. Board Members absent were: Bruce Ebert. Staff members present: Assistant Director Ray McDonald, Parks Superintendent Johnnie Green, Recreation Manager Suzanne Hendrickson, Recreation Program Specialist Mindy McLain and Administrative Secretary Linda Lux. Visitors present: Alex Horton, Billy Owens, Luz Scott and Misty Abreo and her parents. INVOCATION Carl Miller gave the invocation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the November 4, 2002 regular meeting. There being no changes Glendora Waldrup made the motion to approve the minutes as presented and was seconded by Carroll Scott. The vote was unanimous. OLD BUSINESS I. Board Member's Reports Mr. Daniel said he had no report for either McCormick or Villages of Bear Creek parks. Mr. Scott said he did not attend any Special Events this past month. Mrs. Byers said both Heritage and South Euless parks looked fine. She did mention the windscreen had blown down at the Lakewood Tennis Courts. Mr. Hollinger said he did not have a report for J. A. Carr or Kiddy Carr parks tonight. Mrs. Waldrup said she drove by both Bob Eden and Trailwood parks and they looked fine. Parks and Leisure Services Board Page 2 December 2,2002 Mr. Miller said both Westpark and Wilshire parks were fine and well maintained. Chairman Owens said Midway Park looks good. He did not have a report for Blessing Branch Park tonight. Chairman Owens said IceFest 2002 was held last month at the Dr Pepper StarCenter and this was the only Special Event held. II. Volunteer of the Month Chairman Owens introduced Misty Abreo as the December 2002 Volunteer of the Month and presented her with a plaque for her volunteer service. Misty has helped with the Super Series National Baseball Tournament, Summer Musical, Dixie Boys World Series Baseball Tournament and the Arbor Daze 2002 festival. NEW BUSINESS III. Business of the Tree Board Tree Board Vice-Chairman Miller said no trees were planted during the month of November. He said Jimmy Beck and his staff potted live oak acorns for Arbor Daze and also stored red oak acorns in the refrigerator. They hope to have about 13,000 trees for distribution at Arbor Daze next year. Johnnie Green said his staff is also changing out the flowers in all the color beds. IV. Parks at Texas Star Development Committee Update Chairman Owens stated there has been no meeting since October and he hopes to have information at the January meeting. Mr. McDonald said he and City Manager Joe Hennig met with Mike Cramer of Southwest Sports Group regarding the proposed Ranger Field and Mr. Cramer said they are very interested in helping with the cost of the proposed field. Ray said he and Mr. Hennig also had a meeting with Dr Pepper and they are also very interested in doing a sponsorship at the Parks at Texas Star. They hope to hear from Mr. Bill Spicer with Dr Pepper regarding the submitted proposal within the week. Parks and Leisure Services Board Page 3 December 2,2002 V. Facility Rental Fees Recreation Manager Suzanne Hendrickson said staff is recommending an increase in facility rental fees. This increase would include Bob Eden Field, indoor facilities and pavilion rentals. Suzanne said Bob Eden Field is in great demand as a practice field and staff is requesting an increase for this field. She said of all the rentals at Bob Eden Field about two-thirds have been non-residents. They are also recommending that the Midway Recreation Center gymnasium rental fee be deleted due to the recent installation of the wood flooring. Suzanne said staff is also recommending that the deposit required for food and beverages should be lowered to one-half the current required deposits. Mr. Hollinger said he feels there should be a fee for non-resident usage for the rental of fields at Bob Eden. He feels that Bob Eden Field should be consistent with all the other facilities by having both resident and non-resident usage fees. Chairman Owens ask for a recommendation from the Board to City Council. Glendora Waldrup made the motion to recommend to City Council to accept the facility rental fees as presented but to increase the rental on Bob Eden Field (lighted) from $18.00 to $22.00 for non- residents and (unlighted) from $10.00 to $15.00 for non-residents. Carroll Scott seconded the motion and the vote was unanimous. VI. Proposed Membership Fees at Midway Rec Recreation Manager Suzanne Hendrickson said staff is recommending an increase in the membership fees at Midway Recreation Center. She said there has been no increase in membership fees since 1989. With the remodeling of the facility, more users and an overall increase in maintenance to operate the facility, staff feels that fees should be increased ranging from $2.00 to $10.00 depending on each membership level. The proposal adds three new membership categories and re-names all the levels of membership. Staff is proposing a new Racquetball Only membership due to the high demand for citizens to play racquetball only and also a new Youth membership for youth between the ages of 8-15 to use the gym and game area only. She said staff is also renaming the current membership levels, which will be easier to explain to potential users. Suzanne said the current hours are 6:00 a.m. to 10:00 p.m. (Monday-Friday), 7:00 a.m. to 6:00 p.m. (Saturday) and Noon to 6:00 p.m. (Sunday). She also said the fee would increase for seniors from $2.00 to $5.00 per year and most of the seniors' use the treadmills and walking track. She said staff plans to present to City Council Pre-Session on December 10th and then recommend at the first City Council meeting in January 2003. Parks and Leisure Services Board Page 4 December 2, 2002 Stacey Hollinger made the motion to recommend to City Council the proposed membership fees at Midway Recreation Center as presented. Glendora Waldrup seconded the motion and the vote was 5 to 1 (Carl Miller opposed). VII. Parks and Community Services Reports a. Recreation Update (New Programs for 2003)— Suzanne Hendrickson Suzanne said the Midway Recreation Center would hold movies in the gym starting in January. Staff will also hold a community garage sale at Midway in March and booths will be sold for $10.00 each. Euless Today brochures were mailed out during the week of Thanksgiving. We also recently hired a new recreation programmer, Mindy McLain, who is a graduate of the University of North Texas. b. Community Services Reports—Ray McDonald Assistant Director of Parks and Community Services Ray McDonald said an offer has been made to Deitre Burns to replace Glenda Hartsell-Shelton as the Special Events Supervisor. Deitre comes from the City of Carrollton and she should be starting on Friday, December 5th. She will be introduced to the Board Members at the January meeting. Ray and Johnnie Green recently met with City Engineer Ron Young to look at the proposed new parking lot at Bob Eden Park to also include new parking lot lighting. The trail will be expanded and go across the creek and will extend east toward Euless Main Street with new lights being installed along the pedestrian walkways. The first phase of three phases of the Ice-T Program will begin in spring 2003. We hope to hear the status of the grant application for The Preserve at McCormick Park in January as well. Mr. McDonald said the Friday and Sunday main acts have been confirmed for Arbor Daze 2003. The Beach Boys will perform on Friday and jazz musician Boney James will perform on Sunday. The attendance to see Boney James on Sunday is expected to be larger than last year. He is still working on the main act for Saturday and all the openers for the main acts. The Celebrity Chefs Theatre and tent will be discontinued and this area will be dedicated to a kid's area with crafts, puppets, live acts, and face painters and sand art. The 60' x 120' tent will house only kid's activities and all will be under the tent area. The petting zoo and a stage area for live entertainment will also be on the north side of the Arbor Daze site and all this area will be a designated area for children. Mr. McDonald also reminded the Board Members of the Parade of Lights on Saturday, December 7th, Mayor's Reception for Euless' 50th Anniversary at the Ruth Millican Center from 2:00 p.m. to Parks and Leisure Services Board Page 5 December 2, 2002 4:00 p.m. and then the Heritage Park Celebration from 4:00 p.m. to 8:00 p.m. on Saturday, December 14`h. The last event of the year will be the Kid's New Year's Eve concert with Trout Fishing In America at the Texas Star Conference Centre on Tuesday, December 31st at 2:00 p.m. Parks Superintendent Johnnie Green said his department installed the new signage at the entrance to the Parks at Texas Star facility and they hope to incorporate the signage throughout all the city parks. He also said Parks Construction Foreman Terry Boaz is the January 2003 Employee of the Month. Johnnie mentioned he has been working on the proposed Clean Floodwater Act that should be implemented within the next year. Euless is also now part of the Texas SmartScape program per Dotty Woodson of the Texas Agricultural Extention Service. Stacey Hollinger inquired as to the access from Little Bear Creek over to Bob Eden Park. Mr. Green said hopefully the trail would be completed during the Ice-T Project by TxDOT (Texas Department of Transportation). The project will be done in three phases — starting with Phase 2, then Phase 3 and Phase 1 will be completed last. VIII. Other New Business Chairman Owens wished everyone a Happy Holidays and reminded the Board Members of the Parade and the Heritage Park Celebration. Recreation Manager Suzanne Hendrickson said IceFest 2002 was again a great success and there were about 1,000 in attendance and many of the kids had their pictures taken with Santa. She also said the Euless Quilters Club made a quilt and they will be selling tickets throughout the next few months for a drawing for the quilt on Sunday, April 27th at Arbor Daze 2003. IX. Input from City Council Members and Visitors Alex Horton stated that the Parks and Community Services Department should keep up the good work that they are doing for the citizens of Euless. Chairman Owens mentioned that two new Board Members would be at the January meeting. He also thanked Johnnie Green and his department for the use of his facility for the meeting tonight. Johnnie thanked the Board for all their help and support that has been given to the Parks Department this past year.
