HomeMy WebLinkAbout2002-09-09 • REGULAR MEETING PARKS AND LEISURE SERVICES BOARD SEPTEMBER 9, 2002 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:05 p.m. on Monday, September 9, 2002, in the Council Chambers of the Euless Municipal Building by Chairman Eric Owens. Other Board Members present: Carl Miller, Boyce Byers, Bruce Ebert, Stacey Hollinger, Glendora Waldrup and alternates Carroll "Scotty" Scott and Mike Daniel. No Board Members were absent. Staff members present: Recreation Manager Suzanne Hendrickson, Parks Superintendent Johnnie Green, Midway Recreation Center Supervisor Randy Smith and Administrative Secretary Linda Lux. Visitors present: Council Member Charlie Miller, Larry Cook, Billy Owens, Susan and Lenny Sallack. INVOCATION Mike Daniel gave the invocation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the August 5, 2002 regular meeting. There being no changes Stacey Hollinger made the motion to approve the minutes as presented and was seconded by Boyce Byers. The vote was unanimous. OLD BUSINESS I. Board Member's Reports Mr. Ebert said The Parks at Texas Star looks as good as ever. Mr. Daniel said McCormick Park looked nice and there has been lots of traffic and usage at the Villages of Bear Creek Park. Mr. Scott said the Special Events during August consisted of: (1) the Taste of Northeast on August 16th at the Dr Pepper StarCenter and (2) The Games of Texas 2003 and 2004 Kick-Off Gala on August 22nd at the Colleyville Center. He said the Games of Texas would really showcase the surrounding cities in our area. Parks and Leisure Services Board Page 2 September 9, 2002 Mrs. Byers said Heritage Park looked great and at South Euless Park the post by the bridge area had been moved allowing for vehicles to access the bridge. Mr. Hollinger said Kiddy Carr Park looks good and J. A. Carr Park looks great and has had lots of usage in that park by the seniors who regularly walk the trail. Mrs. Waldrup said Trailwood Park is a very attractive neighborhood park. At Bob Eden Park the playground equipment was in good shape, suggested that maybe some swings could be installed, said the large boulders were very attractive and the baseball fields looked great. She also commented that Bob Eden Park is a very pretty park with lots of activity. Mr. Miller said Wilshire Park is a very beautiful park. He stated that Westpark looks good but noticed the water fountain was not working. Chairman Owens said Midway Park always has lots of activity, the park department staff has been working hard on the ball fields for the fall leagues and he also noticed graffiti on the rear side of the rest room enclosure. II. Volunteer of the Month Chairman Owens introduced Larry Cook and presented him with a framed award for the September 2002 Volunteer of the Month. Chairman Owens said Larry has volunteered 111 hours since March 2001. Larry has worked the Arbor Daze Auction, Easter Egg Hunt, Celebrity Baseball Tournament, Super Series National Baseball and the Dixie Boys Baseball Tournament. NEW BUSINESS III. Business of the Tree Board Tree Board Chairman Ebert said the Parks Department spent the month of August watering trees in the area that do not have an irrigation system. Tree Board Chairman Ebert also stated he was disappointed to learn that the Tree Ordinance had gone to City Council and was not brought back before the Park Board for the Board Members to review the changes before being presented to the City Council. Parks and Leisure Services Board Page 3 September 9, 2002 Tree Board Vice-Chairman Miller also was very upset and disturbed that Park Board was not able to review the ordinance before being heard by the City Council. He said Board Members spent many hours working on this ordinance and the Park Board inquired monthly as to the status of the Tree Ordinance. Mr. Daniel mentioned he was also disappointed that the draft ordinance never came back to the Park Board for review before going to City Council and being denied. He felt the Board Members should have at least been notified that the ordinance was going before the City Council so they could have been present and given their input. Chairman Owens said he feels the Tree Board is a viable and important board. IV. Beautification Award of the Month Chairman Owens presented Jack's Euless Shell with a framed letter of recognition as the Business/Civic/Governmental Beautification Award for September 2002. Chairman Owens presented Susan and Lenny Sallack with a framed letter of recognition for the Residential Beautification Award for September 2002. Mrs. Byers stated the Beautification Committee would be looking in South Euless and the Oakwood area for the October awards. V. Parks at Texas Star Development Committee Update Chairman Owens said the next committee meeting is scheduled for September 20th at 7:15 a.m. in the large conference room of Building "A". VI. Parks and Community Services Reports a. End of Summer Report—Randy Smith Midway Recreation Center Supervisor Randy Smith said it was a very busy summer. The usage of machines in the fitness and weight room increased greatly this summer. There were many new summer recreation classes, swimming lessons, water aerobics and many children who attended the various day camps during the summer break. He said 900 new members were signed up at Midway Parks and Leisure Services Board Page 4 September 9, 2002 and also said he has a great staff who helped with the summer musical, Collegiate Players Tournament, Dixie World Series and the Heroes Celebrity Baseball event. Chairman Owens thanked Randy and his staff for all their hard work this past summer. b. Community Services Report—Suzanne Hendrickson Recreation Manager Suzanne Hendrickson said the American Heart Walk is scheduled for October 5th at the Parks at Texas Star and said it would be a three mile walk and invited anyone who is interested to please come on out. The Halloween Thing will again be at the City Hall Complex on October 31s1 and some of our sponsors are Home Depot, Sky Hawks, AARP and EAA. The City will also be celebrating its 50th Anniversary next year and the kick-off will begin with a float that will be in the Christmas Parade of Lights scheduled for December 7th and continuing with events through Arbor Daze 2003. IceFest 2002 is scheduled for November 30th and the Heritage Park Christmas is scheduled for December 14th. The children's New Year's Eve show will be held again at the Texas Star Conference Centre but the adults show will take place in Grand Prairie this year. Ms. Hendrickson said the light poles at the Villages of Bear Creek Park are presently being removed due to corrosion at the base of the lights and will be replaced with new poles. New lighting has also been installed at J. A. Carr Park as well as a new sidewalk out by the street. Also a new stove was bought and installed with a $500 donation from Willie Mae McCormick at the Simmons Center. Ms. Hendrickson said all the swimming pools have finally closed, fall baseball started this past weekend and Johnnie Green and his staff will be placing rye grass on all the parks and athletic fields in preparation of the fall sports. VII. Other New Business Mr. Miller said he hopes the Tree Ordinance can be revised and hopes the Board will be able to help get a new ordinance drafted again. He requested a copy of the denied Tree Ordinance that was presented to City Council. He also mentioned that the recent irrigation system at South Euless Park has now helped to make this park very attractive. Mrs. Waldrup inquired as to an update on the Main Street project. Council Member Charlie Miller said the utilities must be relocated before the project can continue. Johnnie Green said the Keys Summer Work Program was again a great success and the young men from the program were very helpful to his department. He distributed the Keys Summer Work Program binder showing the students at work in the Parks Department this past summer. Parks and Leisure Services Board Page 5 September 9, 2002 Chairman Owens thanked Johnnie Green for hosting the August meeting and said he was very impressed with the new park department maintenance facility and plant nursery. VIII. Input from City Council Members and Visitors Council Member Charlie Miller said he had a great summer and enjoyed the Dixie World Series as well as the summer musical. He also said the Park Board is doing a great job. ADJOURNMENT Chairman Owens gave the benediction. There being no further business to conduct,the meeting was adjourned at 8:30 p.m. Chairman Attest
