PARKS AND LEISURE SERVICES BOARD
APRIL 8, 2002
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:04 p.m. on
Monday, April 8, 2002, in the Council Chambers of the Euless Municipal Building by Chairman
Eric Owens. Other Board Members present were: Glendora Waldrup, Stacey Hollinger, Boyce
Byers, and alternate Carroll "Scotty" Scott. Board Members Bruce Ebert and Carl Miller were
absent.
Staff members present were: Director of Community Services Rick Herold, Recreation Manager
Ray McDonald, Parks Superintendent Johnnie Green and Administrative Secretary Linda Lux.
Visitors present were: Kathy Anderson, Alex Horton, Billy Owens, Tom Hoover (The
Hoover/Klein Group) and Tim Rolen.
INVOCATION
Stacey Hollinger gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the March 4,
2002 regular meeting. There being no changes Boyce Byers made the motion to approve the
minutes as presented and was seconded by Stacey Hollinger. The vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
Mr. Scott said there have been many Special Events during the past few weeks. On March 23rd
there were multiple events throughout the city. The Easter Egg Hunt was held at The Parks at
Texas Star and there were many children and parents in attendance and lots of eggs for the kids.
The citywide open house was held and there were many facilities open and he said he was able to
see them all. Mr. Scott said he also helped work the H-E-B Business Expo that was held at Trinity
High School and said there were many people in attendance and they received many inquiries about
Arbor Daze.

Mrs. Byers said Heritage Park looks good as usual and there has also been lots of activity at the
Ruth Millican Center. She said at South Euless Park the school kids were outside playing in the
park for recess class. Mrs. Byers said she has noticed a problem in the park with someone driving a
car across the old bridge and suggested that maybe some metal posts could be installed to keep only
pedestrians on the bridge and not vehicles.
Mr. Hollinger said he had no report this evening.
Mrs. Waldrup said Trailwood Park looks fine but said the water fountain has not been turned on.
She said Bob Eden Park is a very attractive park and is well utilized. She said the pavilion was
clean, the soccer fields looked green, nice playground and there have been many people using the
facility. Mrs. Waldrup said the new stone wall out by the road really looks good.
Chairman Owens said there has been lots of usage at the Midway Recreation Center since the
remodeling and said all the ball fields at Midway Park looked good. He said he had no report for
Blessing Branch Park.
II. Volunteer of the Month
Chairman Owens presented Kathy Anderson of Home Depot with a plaque for being the April
Volunteer of the Month. He said Kathy has been very instrumental with getting Home Depot as a
sponsor each year at Arbor Daze and she has also been able to get Pavestone involved in Arbor
Daze the last few years.

NEW BUSINESS
III. Business of the Tree Board
Chairman Owens said both Tree Board Chairman Ebert and Vice Chairman Miller is absent
tonight. He asked if Mr. Green would give the report. Parks Superintendent Johnnie Green said
due to the two days of rain in March that the Parks Department staff has spent 152.5 hours cleaning
up the debris at Bob Eden and Villages of Bear Creek parks and there was more erosion along the
trails. He also mentioned there were three trees that had been recently planted.
Chairman Owens also informed the audience that Euless again has received the 2001 Tree City
USA and Growth Awards for the sixteenth year.

Chairman Owens mentioned the Beautification Sub-Committee members Byers and Scott met
recently with staff regarding the new Beautification program which will be implemented between
the months of May and October. He said the deadline for nominating is the 15th of each month and
the committee will make their selections by the 20th. There will be two categories consisting of
residential and business/civic/governmental for recommendations. The selected winners will
receive a framed letter of congratulations to keep and will also have a sign placed in the front yard
for a month. Chairman Owens asked the Board if they would like to establish and support the
beautification committee.
Mrs. Waldrup made the motion to establish, recognize and support the beautification awards of the
month for residential and the business/civic/governmental beautification awards of the month. Mr.
Daniel seconded the motion and the vote was unanimous.
IV. Parks and Texas Star Development Committee Update
Chairman Owens advised the Board Members that he had no update but did state the remaining
meetings would be scheduled for the evenings. Mr. Herold said the next meeting would consist of
a tour to local surrounding facilities but this would not be done until next month.
V. Park Donation Update—Sandlin Property
Tom Hoover with Hoover/Klein Group was present and stated that Bryan Klein and Rick Herold
went to Austin this past week and met with the Texas Parks and Wildlife Department regarding
grant information. They were told that this property might be favorable for a grant but in order to
apply for any grants the Parks Master Plan would have to be approved. Mr. Hoover said the Master
Plan needed some revising before the next meeting. He said Mr. Sandlin would be required to do
some improvements to the property before he can start developing the land.
Mr. Herold said they plan to apply for a $500,000 grant from the Texas Parks and Wildlife
Department that would also link the trails systems on the north side of town. He said the Parks
Master Plan would need to be approved by the Board and then would be added to the City Council
agenda on May 14th
VI. Parks Master Plan Adoption—Hoover/Klein Group
Tom Hoover with Hoover/Klein Group stated the Parks Master Plan would be revised and brought
to the Board for approval at the May 6th meeting and then sent to the City Council for approval on
May 14th

VII. Request by Euless Trails Committee—Alex Horton
Alex Horton with the Euless Trails Committee was present to request possibly doing a park survey
and also consider forming a non-profit foundation - The Trails of Euless Foundation — mission to
provide funding to support the maintenance and development of walking, running and biking
pathways in the park trails system. He feels we would get lots of interest from new users as well as
the dedicated park users.
VIII. Parks and Community Services Reports
a. Flood Report—Johnnie Green
Parks Superintendent Johnnie Green gave his report in Item No. 3.
b. Recreation Report—Suzanne Hendrickson
Recreation Superintendent Suzanne Hendrickson was out sick but her reports were included the
packets.
c. Arbor Daze Report—Ray McDonald
Recreation Manager Ray McDonald reminded everyone of Arbor Daze and said the tickets and
brochures had been received. He said there would also be a new venue this year with the Home
Depot Expo Food Pavilion and Celebrity Chef Cooking Theatre. Mr. McDonald reminded
everyone of the Thursday, April 25th Carnival Preview Night and said tickets could be obtained
from the Midway Recreation Center. Tickets can be bought at the gate on Thursday night but they
will be priced higher. Mr. McDonald said the Texas Trash-Off had lots of volunteers and everyone
did a great job. He also reminded everyone of the Arbor Daze Community Work Day scheduled
for Saturday, April 20th from 10:00 a.m. to 2:00 p.m.
d. Community Services Report—Rick Herold
Mr. Herold mentioned the Midway Recreation Center attendance has been staggering and also
stated that the budget process has once again started and all department budgets will be tight this
year. He also reminded everyone of the Arbor Daze Community Workday on April 20t . Mr.
Herold advised the Board that Parks Department employee Marty Wilshire who has 28 years with
the city is retiring on April 30th and everyone wishes him the best. He mentioned there would be a
sneak preview of the Celebrity Chef Cooking Theatre on Thursday, April 25th at 7:00 p.m.

IX. Other New Business
Chairman Owens again reminded everyone of the Community Workday on Saturday, April 20t.
X. Input from City Council Members and Visitors
Mrs. Byers mentioned the lights at Heritage Park were very nice.
ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct,the meeting
was adjourned at 8:40 p.m.
