HomeMy WebLinkAbout2002-01-07 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD JANUARY 7, 2002 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on Monday, January 7, 2002, in the Council Chambers of the Euless Municipal Building by Chairman Eric Owens. Other Board Members present were: Stacey Hollinger, Glendora Waldrup, Carl Miller, Boyce Byers, Bruce Ebert and alternates Carroll Scott and Mike Daniel. No Board Members were absent. Staff members present were: Director of Community Services Rick Herold, Parks Superintendent Johnnie Green, Superintendent of Recreation Suzanne Hendrickson, Recreation Manager Ray McDonald and Parks Secretary Dolores Tijerina. Visitors present were: Council Member Leon Hogg and Jan Hogg, Jim Ptomey, Kevin Smith, Bill Stone, John and Sandy Purcell (Euless Athletic Association), Doug McGrady (Bedford Euless Soccer Association) and Terry Kesterson(Euless Girls Softball Association). INVOCATION Carl Miller gave the invocation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the December 3, 2001 regular meeting. There being no changes Boyce Byers made the motion to approve the minutes as presented and was seconded by Glendora Waldrup. The vote was unanimous. OLD BUSINESS I. Board Member's Reports Mr. Miller said his new assigned parks are Westpark and Wilshire and he does not have a report for tonight. Parks and Leisure Services Board Page 2 January 7, 2002 Mrs. Waldrup said her two new parks are now Bob Eden and Trailwood. She did a walk through and found bits of trash in the parks. She said this might be a good community project for volunteers (maybe Boy or Girl Scout Troops)to pick up debris in the parks once or twice a month. Mrs. Waldrup said she also attended the Heritage Park Christmas event on December 8th and it was a great success. Mr. Hollinger said he noticed a big rug on the bench at Kiddie Carr Park and everything looked good at J. A. Carr Park. Mrs. Byers said she went to South Euless Park and it was in great shape. Heritage Park also looked great. She requested that the buildings be checked more often so surprises are not found when facility tours occur. Mr. Ebert said his new park assignment is The Parks at Texas Star and the batting cages were closed until February and everything looks nice and neat at the facility. Mr. Daniel said his new parks are McCormick Park and Villages of Bear Creek Park. He did not have a report on either park tonight. Chairman Owens said his new parks are Midway and Blessing Branch and both parks looked in great shape. He also mentioned that the Special Events during December were: Parade of Lights, Heritage Park Christmas, IceFest 2001 and the New Year's Eve Concert at the Texas Star. Chairman Owens also mentioned the Christmas Tree Recycling Event was this past weekend and inquired as to how it went. Parks Superintendent Johnnie Green said we had approximately 500 to 600 people who attended the event. II. Volunteer of the Month There was not a Volunteer of the Month for January 2002 due to the busy holiday schedule in December. NEW BUSINESS III. Business of the Tree Board Tree Board Chairman Ebert said there were four Millennium Trees planted during December. A tree was planted each at South Euless, North Euless, Oakwood and Lakewood elementary schools. In preparation for Arbor Daze 2002 there were 1,000 Pecans, 1,000 Water Oak and 1,000 Red Oak Parks and Leisure Services Board Page 3 January 7, 2002 acorns were potted at the greenhouse. Mr. Ebert said the Live Oak acorns potted last month have really grown and there should be over a thousand Lace Bark Elm seedlings to also be potted for Arbor Daze. Tree Board Chairman Ebert asked Johnnie Green to report on the recreation landscape at Midway Recreation Center. Mr. Green said that shrubs had been pruned and some were moved away from the foundation of the building in order to remedy the mildew problem. He said the plants were moved in order to keep as much air circulating between the plants and the existing building. He further stated that pavestone had been laid across the grass in order to keep people from using the lawn when exiting the building to the side parking lot. Mr. Green said the pavestone used for the projects at the Midway Recreation Center was what had been left from Arbor Daze 2001. Recreation Superintendent Suzanne Hendrickson advised the Board Members that the remodel at Midway Recreation Center is a little behind and presently they do not know when the facility will be open. She stated there had been some damage to the gym floor by the contractor when they accidentally left a hole open in the roof when installing the new air conditioning system, which damaged the floor from recent rains. Recreation Manager Ray McDonald distributed a flyer with upcoming February Events for all the Board Members. He mentioned Arbor Daze 2002 will be held on April 26th through April 28th this year and that Barry Manilow has been booked for Saturday, April 27th. He said they are still working on entertainment for Friday and Sunday nights and should have confirmation on acts within the next week or so. Chairman Owens mentioned that he walked out on the new pier at Wilshire Park and said how nice the park looks now that the pond had been completed. Mr. Scott inquired if there is enough parking for residents when using the park. IV. Athletic Associations a. EGSA(Euless Girls Softball Association)—7:30 p.m. to 8:00 p.m. Mr. Terry Kesterson distributed a handout to the Board Members with the projected registration numbers, budget, 2002 Board of Directors and other requested information. He stated there are not as many girls participating this year compared to previous years and said his biggest concern is that enrollment is down. BESA(Bedford Euless Soccer Association)— 8:00 p.m. to 8:30 p.m. Mr. Doug McGrady distributed handouts to the Board Members with their needs, projected registration numbers, budget information and the 2002 Board of Directors information. He said they have only volunteers and no paid employees with the organization and they also do background checks on all employees with the association. Mr. McGrady said their membership is about 1,648 players plus 370 select members this year. c. EAA(Euless Athletic Association)— 8:30 p.m. to 9:00 p.m. Mr. Kevin Smith also distributed handouts to the Board Members showing their needs, projected registration numbers, budget information, 2002 Board of Directors, season dates with opening and closing ceremony information included. He also introduced some of the EAA Board Members. Mr. John Purcell said he was approached by a coach of an outside team and asked if they could sign up through EAA and have a select team under EAA. The players of the select team would mostly be from the Mid-Cities area with only a few from Euless. Chairman Owens asked that staff look into the issue for consideration of the request. V. Parks and Community Services Reports a. Community Services Reports—Rick Herold Mr. Herold praised Johnnie Green and the Parks Department for their great work on Wilshire Pond. He said the pond was a great recreational asset to the community. Additionally, he praised Suzanne Hendrickson and Randy Smith for their efforts in the Recreation Center. b. Other Staff Reports There were no additional staff reports. VI. Election of Officers Chairman Owens mentioned it was time to elect new officers. Bruce Ebert made the motion to keep the existing officers for 2002 and was seconded by Carl Miller. The vote was unanimous. Parks and Leisure Services Board Page 5 January 7, 2002 VII. Other New Business There was no new business to discuss. VIII. Input from City Council Members and Visitors Council Member Hogg mentioned the upcoming Police and Courts open house scheduled for Thursday, January 106. He said some of the Council Members went to TML (Texas Municipal League) and NLC (National League of Cities) conferences recently. He also informed the Board Members that the Council had approved in this year's budget for the planning of Phases 2 and 3 of The Parks at Texas Star. ADJOURNMENT Chairman Owens gave the benediction.
