PARKS AND LEISURE SERVICES BOARD
MAY 7,2001
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:05 p.m. on
Monday, May 7, 2001, in the Council Chambers of the Euless Municipal Building by Chairman
Eric Owens. Other Board Members present were: Boyce Byers, Carl Miller, Glendora Waldrup
and alternates Carroll "Scotty" Scott and Mike Daniel. Members absent were: Bruce Ebert and
Stacey Hollinger.
Staff members present were: Director of Community Services Rick Herold, Parks Superintendent
Johnnie Green, Superintendent of Recreation Suzanne Hendrickson and Administrative Secretary
Linda Lux.
Visitors present were: Mayor Pro Tern Leon Hogg, Bryan Klein and Tom Hoover with
Hoover/Klein Group and Billy Owens.
INVOCATION
Carl Miller gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the April 9,
2001 regular meeting. There being no changes Mike Daniel made the motion to approve the
minutes as presented and was seconded by Carroll Scott. The vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
Mr. Scott said his two parks are J. A. Carr (Simmons) and Kiddy Carr. At J. A. Carr Park the
water fountain is not working, there were some dead birds in the gazebo area and there was some
trash and debris in the creek from the recent rains.
Mrs. Byers said the Special Event for April was the very successful Arbor Daze with the largest
attendance ever and she also said City Council elections were held this past weekend.

Mr. Daniel said Westpark looks good and clean. The playground does have some washed away
areas and he noticed a part of the fence had fallen over towards the rear of the park. Wilshire Park
is clean and held up from the recent rains. He also said there is a building inside the fence that
looks to be falling down.
Mrs. Waldrup said Midway Park was clean and the fields were in good shape. She went to the
Midway Recreation Center and said there were lots of people playing basketball and the weight
room was full of users. Mrs. Waldrup said she also met the new Recreation Center Supervisor
Randy Smith and she also suggested that maybe the front of the building could use some more
annual color in the flower beds. She said Blessing Branch Park looked good and she feels the new
swing set is a real asset to the surrounding neighbors and she also noticed some debris in the creek
area.
Mr. Miller said the Athletic Complex fields were well maintained and the park looks great. He said
the soccer fields were packed with people as well as the ball fields. Mr. Miller said he is still
concerned with the smoking at Texas Star and hopes that maybe we can see what other cities are
doing to solve this type of problem.
Chairman Owens said at South Euless Park the retaining wall had been repaired and everything was
looking good. He said Heritage Park looks great.
Parks Superintendent Johnnie Green advised the Board that irrigation should be installed soon at
South Euless and J. A. Carr parks.
II. Volunteer of the Month
Chairman Owens presented Billy Owens with a plaque for the May Volunteer of the Month. He
said Billy was instrumental in tending to the main ticket booth, as well as helping man two other
remote ticket booths during Arbor Daze. He said Billy has been volunteering to work Arbor Daze
for many years as well as helping in other areas of the community.
Mr. Owens thanked the Board and said he has always tried to be active in the community because
he loves Euless and the people living here.
Mrs. Byers stated that Billy has also served on the City Council and Planning and Zoning
Commission in the past and said he did so because of his love of the city and she feels he is well
deserving of this award.

NEW BUSINESS
III. Business of the Tree Board
Tree Board Vice-Chairman Carl Miller said there is presently a disease affecting many of the trees
in the area because of last years drought conditions. He also mentioned children who attended the
Arbor Daze Forestry tent had a great time. There were over a thousand children who won a tree
and then took advantage of potting their trees before taking them home. The city also received the
2000 Tree City USA and Growth Award for the fifteenth year. There were also 11,000 trees given
away at Arbor Daze this year.
IV. Approval of Parks Master Plan
Chairman Owens said the last Work Session was very beneficial and thanked everyone for all their
help in updating the master plan. He said this master plan is only a draft and can still be added to
or revised if they so desire.
Mr. Herold did say that the Certificate of Obligation (CO) was added to the funding section of the
master plan.
Bryan Klein and Tom Hoover with Hoover/Klein Group were present should the Board have any
questions or concerns regarding the updated Parks Master Plan.
Chairman Owens asked if the Board was satisfied with all the revisions and asked for a
recommendation.
Mrs. Waldrup made the motion to accept and approve the Parks Master Plan as presented and to
forward the recommendation to the City Council Pre-Session meeting of May 8, 2001. Mr. Scott
seconded the motion and the vote was unanimous.
V. Parks and Community Services Reports
a. Rick Herold, Director of Community Services
Mr. Herold said that Texas Star Golf Superintendent Jon Snider is leaving in June to accept a
position at Miramont Country Club in Bryan/College Station. This will be a new 36-hole Robert

Trent Jones II development and will include an 80,000 square foot clubhouse. Jon will work for
former NFL great Dave Elmendorf who will be the general manager for the project. Mr. Herold
also said the Olympic Committee is coming to Euless (which is one of the seven possible venue
sites in the area) on June 19th. He also said Arbor Daze was a great success and there were many
wonderful volunteers and groups who helped with the event as well as giving away 11,000 trees.
He also distributed some blank "Raving Fans Reveille" forms to the Board Members for them to
use whenever they catch someone doing something special.
Chairman Owens commented on how great the Thursday night "Carnival Night" was. He said his
children had a great time and noticed the large attendance of other families who took advantage of
this special night in order to let their children ride all rides for one set price.
b. Suzanne Hendrickson, Superintendent of Recreation— Spring Sports Update
Ms. Hendrickson said that class registration started on Saturday, May 3rd and enrollment is already
at 1007 for summer classes. She also said auditions have started for the summer musical "South
Pacific"which will be presented in July.
c. Staff Reports
There were no additional staff reports tonight.
VI. Other New Business
There was no new business to discuss.
VII. Input from City Council Members and Visitors
Mayor Pro Tem Leon Hogg was present and said that Arbor Daze was a super event but also very
tiring since he and his wife was manning the souvenir booth. He said he also received lots of
requests for the Thursday night "Carnival Night" to be done again in the future at Arbor Daze.
Mayor Pro Tem Hogg also said a new Service King is being built along the service road just north
of Wilshire Park. He also mentioned the Parks Master Plan would be heard at pre-session
tomorrow night prior to the City Council meeting.

ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct,the meeting
was adjourned at 8:43 p.m.
