PARKS AND LEISURE SERVICES BOARD
March 5,2001
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:03 p.m. on
Monday, March 5, 2001, in the Council Chambers of the Euless Municipal Building by Chairman
Eric Owens. Other Board Members present were: Stacey Hollinger, Boyce Byers, Bruce Ebert,
Carl Miller and alternates Carroll"Scotty" Scott and Mike Daniel. Glendora Waldrup was absent.
Staff members present were: Director of Community Services Rick Herold, Parks Superintendent
Johnnie Green and Administrative Secretary Linda Lux.
Visitors present were: Mayor Pro Tern Leon Hogg, Bryan Klein with Hoover/Klein Group, A. J.
and Alma Morgan and Kathy Grove.
INVOCATION
Boyce Byers gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the February
12, 2001 regular meeting. There being no changes Boyce Byers made the motion to approve the
minutes as presented and was seconded by Carl Miller. The vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
Mr. Daniel said his parks are Westpark and Wilshire and both were very clean and looked good.
He also noticed the lights were not on at either of the parks at night.
Mr. Ebert said his parks are Bob Eden and Trailwood. He said everything looked good at both
parks and were well maintained. There was much activity at Bob Eden Park and Trailwood Park
had lots of usage from the area residents.

Mrs. Byers said the Special Events consisted of the Hank Thompson concert in February, which
had a large attendance and there were numerous volunteers helping with the concert. The Arbor
Daze Silent and Live Auction was held over the past weekend and there were also many people in
attendance. She thanked the staff and volunteers for all their hard work with the auction.
Mr. Herold said the auction raised about$19,000.
Mr. Hollinger said both McCormick and Villages of Bear Creek parks looked good and were very
clean.
Mr. Scott said his two parks are J. A. Carr(Simmons) and Kiddy Carr. He said J. A. Carr Park was
in good shape, there was some trash in the creek and there were also some dead birds around the
gazebo area. At Kiddy Carr Park he noticed the mulch pile out by the street and also a broken lamp
and globe in the park area.
Mr. Miller said there has been lots of usage at the Athletic Complex. He said all the kids love the
Parks at Texas Star park area and there were games being played today on the fields. This park
gets a lot of usage by the kids and parents during ball season. Mr. Miller said the ticket booth on
the left side at the entrance into the park area was flooded and staff may need to check on this. The
batting cages were now open and he noticed the water fountain was not working. He also said
there were many cigarette butts thrown on the ground and suggested that maybe the park could be
designated as "No Smoking" and/or patrons could go outside the fenced area to smoke.
Chairman Owens said he had no report tonight for either South Euless or Heritage Park.
Mr. Miller did say that South Euless Park is in good shape.
II. Volunteer of the Month
Chairman Owens presented A. J. and Alma Morgan with a plaque for the March Volunteer of the
Month. He said both A. J. and Alma have been involved with the Dixie Major World Series, the
New Year's Eve concert and they have also helped at Arbor Daze the last couple of years.
Mrs. Byers stated that both Jerry Poteet and Heidi Hulin do an excellent job on reporting the hours
worked by the volunteers.

NEW BUSINESS
III. Business of the Tree Board
Tree Board Chairman Ebert said all the trees south of the creek at Midway Park had been cleared
of mistletoe. Five Crape Mrytles were planted along the median on North Main Street. Brush and
dead tree limbs were cleaned up at the Villages of Bear Creek Park. Split rail fencing had also been
installed along the steep dangerous creek bank areas of the trail. The entire trail system has had a
new layer of product applied to it which would help fix the washed out areas.
Mr. Green said the Parks Department spent four days working on erosion problems from the recent
rains.
IV. Parks Master Plan
Bryan Klein with Hoover/Klein Group was present and passed out a schedule for the Parks Master
Plan time frame for the next two months in order to finalize before the plan is submitted to the
State. He said some of the areas of importance from the recent surveys include developing an
aquatic center, expanding the trails system and expanding the current indoor facility at the Midway
Recreation Center. Mr. Klein suggested a work session for Monday, March 19th in order to merge
the Boards priority lists and determine the needed facilities for the Parks Master Plan.
Mr. Herold said there does seem to be more money for trails, which are administered through the
TP&WD (Texas Parks and Wildlife Department), and also there is money for signage through the
Texas Department of Public Health.
Mr. Miller said he would like to see us pursue transportation for the kids during the summer
months, possibly a "pilot program" at Oakwood Elementary. He feels that some of the kids at
Oakwood and South Euless Elementary do not have the affordability to participate in some of the
programs available during the summer due to parents working and/or not having the funds
available.
Mrs. Byers suggested that an indoor theater program would be good for the community.
Chairman Owens suggested that the work session on Monday March 19th start at 6:00 p.m. The
consensus was to meet at 6:00 p.m. and also have dinner since the work session would probably
last about two hours. Mr. Herold suggested having the work session at the Texas Star Conference
Centre and eating dinner in the small conference room if available.

V. Parks and Community Services Reports
a. Rick Herold, Director of Community Services
Mr. Herold thanked the staff for their hard work on the Arbor Daze Auction. He also thanked the
Board Members for all their work on the Parks Master Plan. He said due to needed slope
protection at the golf course that City Council would be voting to increase the golf fees in order to
help pay for the needed work. Also the golf course is starting a new program called "Texas
StarShot 29" which would allow residents to play for a total of$29 as long as there are openings
the day that they call to play. Mr. Herold said he has been appointed to the TRAPS State Board of
Directors. Also at the recent TRAPS Conference in Conroe last month Diane Eggers received her
certification as a water aerobics instructor and Chris Thames is now a certified Athletic Clinician.
He said the Texas Star Golf Course was rated number four in the March/April 2001 Travel and
Leisure Golf Magazine.
Chairman Owens said he appreciated the pictures in the packets of the various city parks from
Parks Superintendent Johnnie Green.
Mr. Miller reminded everyone of the Annual Trash-Off scheduled for Saturday, April 7th and said
that flyers were sent home with all the South Euless and Oakwood Elementary school children in
hopes that the kids can some how help with picking up trash.
b. Suzanne Hendrickson, Superintendent of Recreation— Spring Sports Update
Mr. Herold said Suzanne Hendrickson was unable to attend due to being sick.
c. Staff Reports
There were no additional staff reports tonight.
VI. Other New Business
Mrs. Byers mentioned that we have the best staff working all of our events.

VII. Input from City Council Members and Visitors
Mayor Pro Tern Leon Hogg was present and said there is lots of housing development coming to
the city and with that it may bring more park land. Also the Parks Department recently received a
new printer for their office.
Mr. Miller inquired as to the status of the K-Mart building and also what is the construction behind
Denny's? Mayor Pro Tern Hogg said the owners are presently remodeling the K-Mart building and
it may possibly be an information center for calling in. He said an Office Depot would be built
behind the Denny's location.
ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct,the meeting
was adjourned at 8:20 p.m.
