PARKS AND LEISURE SERVICES BOARD
February 12,2001
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:03 p.m. on
Monday, February 12, 2001, in the Council Chambers of the Euless Municipal Building by
Chairman Eric Owens. Other Board Members present were: Stacey Hollinger, Glendora Waldrup,
Boyce Byers, Bruce Ebert, Carl Miller and alternates Carroll Scott and Mike Daniel. There were
no members absent.
Staff members present were: Director of Community Services Rick Herold, Parks Superintendent
Johnnie Green, Superintendent of Recreation Suzanne Hendrickson and Administrative Secretary
Linda Lux.
Visitors present were: Cheryl Johnson, Alex Horton, Kathy Grove, Barney Snitz and Tom Hoover
(Hoover/Klein Group).
INVOCATION
Bruce Ebert gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the January
8, 2001 regular meeting. There being no changes Boyce Byers made the motion to approve the
minutes as presented and was seconded by Stacey Hollinger. The vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
Mr. Scott said his new parks are J. A. Carr (Simmons) and Kiddy Carr. He said there was some
trash and carts in the creek area as well as large tree limbs hanging. At J. A. Carr (Simmons) he
noticed a couple of lights with no cap covers. There were also some lights burning during day light
hours and he inquired if the lights were on a sensor or some kind of timer system. Mr. Herold
stated the Parks Department is not over the lights in the parks but they would forward the
information to the proper contact person. Mr. Scott said there has been lots of usage at J. A. Carr
Park by the senior citizens. He further mentioned noticing mistletoe in the trees and asked if it
eventually kills them. Mr. Herold said mistletoe is a fungus and attacks the older trees or any trees
that have been stressed by weather conditions.

Mr. Daniel said his new parks are Westpark and Wilshire and he has no report.
Mr. Ebert said his new assigned parks are Bob Eden and Trailwood. He said Bob Eden Park is
very nice and Trailwood Park was recently mowed.
Mrs. Byers said she has been assigned Special Events. The only special event for January was the
Terri Hendrix concert at the Texas Star facility which was held on January 27`b with an attendance
of 100 people. She inquired as to the recent raquetball tournament. Superintendent of Recreation
Suzanne Hendrickson said the tournament was cancelled due to low registration.
Mr. Hollinger said his new parks are McCormick and Villages of Bear Creek. He said he had no
report for his parks.
Mrs. Waldrup has Midway and Blessing Branch parks. She said Blessing Branch Park is a small
clean park with a new swing set and fresh mulch. She noticed a basketball goal and stand which
had been set-up near the entrance to the park (probably by the surrounding homeowners). At
Midway Park the ball fields have new rye grass and the Christmas Tree recycling area had been
cleaned up.
Mr. Miller was assigned the Athletic Complex. He said the ball fields were in immaculate shape
and everything was very clean. He said the concession area/driving range building was in bad
shape, seemed to be trashed out, the paint was peeling and there was no schedule posted for times
when the facilities are to be open for either the batting cages or the driving range.
Chairman Owens said his new parks are South Euless and Heritage Park. He said he was very
impressed with all the recent improvements at South Euless Park. At Heritage Park it was well
groomed and the log cabin is a nice asset to the area but said the construction around the new water
tower does seem to distract from the appearance of the park. Mr. Herold said the parking lot at the
park would be resurfaced after the completion of the water tower.
Chairman Owens mentioned that last month he attended the Texas Recreation and Parks Society
(TRAPS) Legislative Breakfast in Austin and said it was very informative.
H. Volunteer of the Month
Chairman Owens presented Cheryl Johnson with a plaque for the February Volunteer of the Month.
He said Cheryl has been involved with the Dixie Major World Series, the Heritage Park Christmas
Celebration and also worked at the New Year's Eve Concert.

NEW BUSINESS
III. Business of the Tree Board
Tree Board Chairman Ebert said three crepe myrtles had been planted along the Harwood Road
medians, the removal of mistletoe in the trees at the City Hall Complex had begun and Arborist
Ralph Klein is assisting the street department in the removal of dead trees in creek areas as well as
along city streets.
IV. Parks Master Plan—Hoover/Klein Group
Mr. Herold said the surveys that were originally reported lost at the January meeting were found
the very next day by the University of North Texas.
Mr. Tom Hoover with the Hoover/Klein Group was present and passed out the completed surveys
which were compiled last month by the University of North Texas. He also distributed to the
Board Members a rank order and comment sheet on projects for the Parks Master Plan and asked
that they be returned to Linda Lux by February 26th for him to compile and present at the March
meeting.
Chairman Owens said they hope to have the Master Plan ready for presentation to City Council in
May or June.
V. Reports from Trails Committee—Alex Horton
Mr. Alex Horton said he recently had a meeting regarding the trails system project and a wish list
was drawn up. He also said the last parcel of land had been acquired by the Texas Department of
Transportation(TxDOT) and the project could start within the next sixty days.
Mrs. Byers said this is a new and exciting project that all ages of the community would enjoy.
Mr. Herold thanked the committee for all their efforts with the project.
Chairman Owens thanked Mr. Horton and his committee for all their help with the trails system.

VI. Parks and Community Services Reports
a. Rick Herold, Director of Parks and Community Services
Mr. Herold thanked Cheryl Johnson and all volunteers for their help with the many events which
take place throughout the year. He said he would have staff check on the lighting issues which
were discussed earlier in the meeting. Mr. Herold said he and many of the staff will be attending
the state TRAPS (Texas Recreation and Parks Society) Conference in Conroe on February 21St
through 24th.
(1) Staff Reports
Parks Superintendent Johnnie Green said two new playgrounds were installed at Westpark and
McCormick parks.
Superintendent of Recreation Suzanne Hendrickson said the recent Valentine Dance at the Ruth
Millican Center was very successful with at least 80 people in attendance. She said staff did a
great job at decorating the building and many compliments were received from those in attendance.
VII. Other New Business
Chairman Owens suggested that a Volunteer of the Month subcommittee be formed to help in
nominating future volunteers. He asked if Boyce Byers and Glendora Waldrup would be on the
subcommittee to work with Volunteer Coordnator Jerry Poteet for selecting future volunteers.
Chairman Owens reminded the Board Members of the Parks Appreciation Dinner at 6:30 p.m. at
North Main BBQ on Thursday, February 15th.
Mr. Herold also reminded the Board Members of the Arbor Daze Auction scheduled for March 3rd
at 7:00 p.m. at the Dr. Pepper StarCenter and also the Hank Thompson concert at the Texas Star
Conference Center on February 23rd.

VIII. Input from City Council Members and Visitors
Mr. Barney Snitz mentioned the erosion problem at the Villages of Bear Creek and that some of the
trees had fallen into the creek. There were also tree limbs hanging over the trails that are a
hindrance to walkers. Mr. Snitz said he had noticed on Sunday some soccer players were using the
trash containers as soccer goals.
Mr. Herold agreed that after the last rains the erosion problem had increased and he would have
staff check on the problem and put some type of barriers around the eroded areas.
Mr. Green said his department is aware of the trail conditions and the hanging tree limbs and they
will be working on the problem to correct them.

Chairman Owens gave the benediction. There being no further business to conduct,the meeting
was adjourned at 8:07 p.m.
