PARKS AND LEISURE SERVICES BOARD
January 8, 2001
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, January 8, 2001, in the Council Chambers of the Euless Municipal Building by Chairman
Eric Owens. Other Board Members present were: Stacey Hollinger, Glendora Waldrup, Boyce
Byers, Bruce Ebert and alternates Carroll Scott and Mike Daniel. Board Member Carl Miller was
absent.
Staff members present were: Director of Community Services Rick Herold, Parks Superintendent
Johnnie Green, Superintendent of Recreation Suzanne Hendrickson and Administrative Secretary
Linda Lux.
Visitors present were: Roger Karnatz.
INVOCATION
Mike Daniel gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the
December 4, 2000 regular meeting. There being no changes Boyce Byers made the motion to
approve the minutes as presented and was seconded by Glendora Waldrup. The vote was
unanimous.
OLD BUSINESS
I. Board Member's Reports
Mr. Scott said there have been lots of people at both Bob Eden and Trailwood parks with lots of
soccer and tennis court usage. At Bob Eden Park he saw graffiti by the restroom area and also the
grill/fireplace area needs cleaning. At Trailwood Park he inquired about the status of the swings.
Mr. Green said they should be finished this week.
Mr. Ebert said he had no report for South Euless or Heritage parks.

Mrs. Byers said Westpark looked very clean and Wilshire Park also looked nice.
Mr. Hollinger said Midway Park is in good shape and not much usage recently. He said he has no
report for Blessing Branch Park
Mrs. Waldrup said the bridge looks good at Kiddy Carr Park and she noticed a small amount of
trash in the creek bed. At J. A. Carr Park the rose bed looked nice, gazebo was painted, the park
overall was in good shape and there was the new split rail fencing.
Mr. Daniel said there was not much activity during the month of December at the Athletic
Complex.
Chairman Owens said the Special Events during the month of December included: Christmas
Parade of Lights and the Tree Lighting, Heritage Park Christmas, Holiday IceFest 2000 at the Dr.
Pepper StarCenter, the New Year's Eve Concert. There was also a good attendance for the annual
Christmas Tree Recycling program as well as all the events during the busy month of December.
Mr. Herold mentioned the fact that Euless was the first city to start a recycling program.
II. Volunteer of the Month
Chairman Owens presented Roger Karnatz with a plaque for the January Volunteer of the Month.
He said Roger has been involved with Arbor Daze, the Dixie Major World Series, Christmas
Parade of Lights, music concerts and also helped with the Heritage Park Christmas Celebration.
NEW BUSINESS
III. Business of the Tree Board
Tree Board Chairman Ebert said eight pine trees were purchased for the city department wide
Christmas tree decorating contest, inventory was taken of the upcoming 4,000 Arbor Daze
giveaway trees, the Tree City USA Application was mailed in again this year.

Parks Superintendent Johnnie Green said he met with the Texas Department of Transportation
(TxDOT) regarding tree mitigation along Mid-Cities Boulevard. He said many trees would be
removed for the widening but TxDOT will replace with at least 500 trees after Mid-Cities is
completed.
Tree Board Chairman Ebert, as well as Mrs. Waldrup, inquired as to the status of the draft Tree
Ordinance. Mr. Herold said he would have a report back to the Board after further study.
IV. Parks Master Plan—Hoover/Klein Group
Mr. Herold said the surveys mailed to the University of North Texas for compilation have been lost
and the Post Office is tracing the box at the present time.
V. Parks and Community Services Reports
a. Rick Herold, Director of Parks and Community Services
Mr. Herold said there was still some land acquisition on one side of the proposed trails project at
North Main and Mid-Cities Boulevard and the trail may have to be moved about 200 yards. He
also said some improvements would be necessary at Bob Eden Park in order to bring the buildings
in compliance with codes.
Mr. Herold thanked staff and all the volunteers for their help with the many December special
events and said they were all very successful. He also mentioned there would be some changes
made at Softball World with one being a new entrance from Highway 10 and other cosmetic
changes. Mr. Herold said a new Assistant Food and Beverage Manager was hired at the Texas Star
facility and stated he would have the new Community Services Finance Manager Gary Yakesch at
the February meeting.
(1) Johnnie Green, Superintendent of Parks
Mr. Green said the Parks Department has lots of projects and work scheduled for the new year. He
said they would be installing new rail fences and new chips for all the playground areas. He said
new playgrounds and irrigation would be installed this year at South Euless, Simmons and Wilshire
parks as well as on Trojan Trail by the existing Police Department.
Mr. Green has also been meeting with the architect on the new parks department building which
will be built at the Texas Star facility.

(2) Other Parks and Community Services staff reports
Superintendent of Recreation Suzanne Hendrickson said the final contracts for the sports
association has been approved by the City Attorney and these would be distributed to the necessary
associations. She also mentioned the new bus for the seniors had been delivered to the city and the
necessary logo still needed to be installed on the bus.
VI. Election of Officers
Chairman Owens mentioned it was time to elect new officers.
Bruce Ebert made the motion to keep the existing officers for 2001 and was seconded by Boyce
Byers. The vote was unanimous.
VII. Other New Business
Mrs. Waldrup suggested forming a committee with at least one Board Member to help in the
selection of the Volunteer of the Month program. She also inquired as to the annual appreciation
dinner for the parks department and suggested we do the dinner during the month of February.
Chairman Owens suggested Friday, February 16th for the dinner and also said that maybe the dinner
could be held at the Dr. Pepper StarCenter and asked that staff check on this possibility.
Chairman Owens mentioned with staff being out of town for a conference the first part of February
that the meeting would be moved to February 12th. Chairman Owens also assigned the new parks
assignments for 2001.
VIII. Input from City Council Members and Visitors
There was no input from the audience.

ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct,the meeting
was adjourned at 8:13 p.m.
