PARKS AND LEISURE SERVICES BOARD
December 4, 2000
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:05 p.m. on
Monday, December 4, 2000, in the Council Chambers of the Euless Municipal Building by
Chairman Eric Owens. Other Board Members present were: Stacey Hollinger, Glendora Waldrup,
Boyce Byers, Bruce Ebert and alternate Carroll Scott. Board Members absent were: Carl Miller
and alternate Mike Daniel
Staff members present were: Director of Community Services Rick Herold, Parks Superintendent
Johnnie Green, Superintendent of Recreation Suzanne Hendrickson and Administrative Secretary
Linda Lux.
Visitors present were: Bill Byers, Mrs. Carroll Scott, Alex Horton, Thomas and Tracey Hall
(regarding Trails), John Bushong, Randy Goodrum and Randy Newton (regarding skate/bike park),
Terry Kesterson with EGSA and Doug McGrady with BESA.
INVOCATION
Stacey Hollinger gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the
November 6, 2000 regular meeting. Boyce Byers made the motion to approve the minutes with the
correction made to the spelling of Gary Terry's name on page 1 in the visitors section and was
seconded by Carroll"Scotty" Scott. The vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
Mr. Ebert said at South Euless Park the bridge had been painted. At Heritage Park he said the park
looked good except for the bird droppings which were still on the front porch area. He said the area
around the new water tower is a mess from all the construction.
Mrs. Byers said Westpark looks great with the new fencing and new painted bleachers. At Wilshire
Park the street looks good but the big hole is still unfinished.

Mr. Hollinger said Midway Park is in good shape and he had no report for Blessing Branch Park
Mrs. Waldrup said she had no report for J. A. Carr or Kiddy Carr parks.
Mr. Scott said he had no reports for Bob Eden or Trailwood parks. Mrs. Waldrup said everything
looks well at Trailwood Park.
Chairman Owens said there was a good attendance of people at the recent Stars practice. He did
say there were lots of kids who attended during the week day event. At the Christmas Parade and
Tree lighting there was also a good attendance even though it was very cold. There were also a
large number of great looking floats in the parade this year.
II. Volunteer of the Month
Chairman Owens presented Barbara Hurley with a plaque for the December Volunteer of the
Month. He said Barbara has worked closely with Program Recreation Specialist Heidi Hulin and
the preschool program for the last three years as well as other volunteer assignments. Mrs. Hurley
thanked the Board for the plaque and said that Heidi has been a delight to work with.
NEW BUSINESS
III. Business of the Tree Board
Tree Board Chairman Ebert said Arborist Ralph Klein has been pruning all the trees around the city
hall complex, at Bob Eden and McCormick parks, as well as trees along the medians of Highway
10.
Parks Superintendent Johnnie Green also said a dangerous dead tree was removed from the golf
course and they helped two citizens remove some dangerous trees.
IV. Citizens Support Group Discussion
a. Skateboard Youth
John Bushong, Randy Goodrum and Randy Newton were present and had about 60 signed petitions
requesting a skateboard park facility.

b. Trails—Alex Horton
Mr. Alex Horton, 806 Middlecreek Drive, Euless was present with a support group and they would
like to work with the Board and staff on the proposed Trails System. He said he and others are avid
bicyclists who are hoping to see the trails program expanded. He introduced Tom and Tracey Hall,
Cathy Grave and Barney Smitz who are willing to help with promoting the trail project for families
in the community.
Mr. Ebert said he appreciated Mr. Horton and his group for being present and supporting the trails
system program.
Mr. Herold said the proposed trail would be twelve feet wide with a two-foot concrete shoulder
along the sides and also said the trails system is part of the Ice-T program.
Chairman Owens said the Board always wants citizen input for a better city and thanked Mr.
Horton and his supporters for being at the meeting.
V. Athletic Associations
a. EGSA(Euless girls Softball Association)
Mr. Terry Kesterson, Vice-Commissioner of EGSA, 532 Blair Meadow Drive, Grapevine, was
present with some of the officers. He handed out information to the Board regarding the new
officers, budget information and registration fees for the different age groups. He was given a draft
copy of the new Facility Usage Agreement for EGSA for the next year and was asked to make any
changes to the draft and return to Suzanne Hendrickson as soon as possible.
Mr. Ebert inquired as to background checks for coaches. Mr. Kesterson said many of their coaches
are parents who volunteer their time but he said everyone (even parents) gets a background check.
b. BESA (Bedford Euless Soccer Association)
Mr. Doug McGrady, 2960 Woodbridge Lane, Bedford, was present for BESA. He handed out
information to the Board regarding the new officers, budget information and registration fees for
the different age groups. Mr. McGrady was also given a draft copy of the new Facility Usage
Agreement for BESA for the next year and was asked to make any changes to the draft and return
to Suzanne Hendrickson as soon as possible.

Mr. Ebert inquired as to background checks for coaches. Mr. McGrady said a background check is
done on all coaches, assistant coaches and anyone else who would be associated with the kids.
VI. Discussion of Sports Association Agreements
Mr. Herold informed the Board of the Field Use Agreement draft and stated that he and Mr. Ebert
had met recently to address legal concerns of the original draft. He said all the Board Members had
been given a copy of the revised draft to address any concerns, which they might have.
VII. Parks and Community Services Reports
a. Rick Herold, Director of Parks and Community Services
Mr. Herold said the Parade of Lights was again a success and there were many beautiful floats this
year in the parade. The Christmas Tree Lighting had a very good attendance and there was
performing groups, holiday music and concessions as well as Santa and Mrs. Claus.
Mr. Herold reminded everyone of the upcoming December activities. The Heritage Park Christmas
Celebration scheduled for Saturday, December 9th from 4:00 p.m. to 7:00 p.m. IceFest 2000
scheduled for Saturday, December 16th from noon to 5:00 p.m. at the Dr. Pepper Star Center. Also
the Trout Fishing in America New Year's Eve Party at the Texas Star Conference Centre with the
kids show at 2:00 p.m. and the adults show at 8:00 p.m.
Mr. Herold also mentioned that the Director of Administration Tom Cox was leaving to go to the
City of Grand Prairie as the Deputy City Manager.
VIII. Other New Business
Chairman Owens stated the election of officers would be held in January and reminded the Board
Members to take their poinsettia's home with them tonight.
IX. Input from City Council Members and Visitors
There was no input from the audience.

ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct,the meeting
was adjourned at 9:15 p.m.
