PARKS AND LEISURE SERVICES BOARD
November 6, 2000
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, November 6, 2000, in the Council Chambers of the Euless Municipal Building by
Chairman Eric Owens. Other Board Members present were: Stacey Hollinger, Carl Miller,
Glendora Waldrup, Boyce Byers, Bruce Ebert and alternates Mike Daniel and Carroll Scott. No
Board Members were absent.
Staff members present were: Director of Community Services Rick Herold, Parks Superintendent
Johnnie Green, Superintendent of Recreation Suzanne Hendrickson and Administrative Secretary
Linda Lux.
Visitors present were: Gary Terry with Southwestern Bell, Kevin Smith, Leslie Bradley and Becky
Hawkins with EAA (Euless Athletic Association) and John Bushong, Randy Goodrum and Randi
Newton(regarding skate/bike park).
INVOCATION
Stacey Hollinger gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the October
2, 2000 regular meeting. There being no changes Stacey Hollinger made the motion to approve the
minutes as presented and was seconded by Boyce Byers. The vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
Mr. Miller said he had no report this evening.
Mrs. Waldrup said J. A. Carr Park is green and everything looked good but the split rail fencing
needs repair. Mr. Herold said the wooden fence would be replaced within the next couple of
months. At Kiddy Carr Park she said the bridge had been completed and there had been no activity
in the park. She noticed the apartments had installed a volleyball net and she felt there should be
some equipment that could be utilized by the children at the apartments.

Mr. Hollinger said Midway Park has had lots of activity and at Blessing Branch Park he noticed
debris in the creek bed from the recent rains.
Mrs. Byers said Westpark had some washed out areas from the recent rains and at Wilshire Park
part of the road had been washed out. She also inquired as to the lighting situation at the Parks at
Texas Star. Mr. Herold said the lighting should be completed within the next six to eight weeks.
Mr. Ebert said South Euless Park looked good and had been recently mowed. He also said the
basketball court looked good but the bridge still needs painting. At Heritage Park the parking lot
will need repairing due to the construction of the new water tower and the front porch area of the
Ruth Millican building needs to be cleaned due to the birds gathering outside above the porch.
Mr. Daniel said there had been lots of activity out at the Athletic Complex due to fall baseball.
Mr. Scott said at Trailwood Park the new playground equipment was in the process of being
installed, some trash in the creek due to the recent rains and lots of dead limbs throughout the park.
At Bob Eden Park he noticed some dead limbs between the light poles (#10 and #11), graffiti in the
portable restroom and lots of dead limbs between both parks.
Chairman Owens said there were about 350 people at the Trails of Treats Halloween event. Some
of the events scheduled for November are the Seniors Luncheon on Wednesday, November 15th
and the Dallas Stars practice game on Monday,November 27th at 11:00 a.m.
II. Volunteer of the Month
Chairman Owens presented Gary Terry (with Southwestern Bell) a plaque for the Volunteer of the
Month for October and thanked him for all his work with the City. Mr. Terry said he has worked
with the City for the last fourteen years and feels that businesses should always give back to the
communities.
Chairman Owens also presented Boyce Byers with a plaque for the Volunteer of the Month for
October. She has been involved with the Library Foundation, Fuller House, Himes Log Cabin
project, 1999 and 2000 Dixie World Series and the 1998 through 2000 Collegiate Players Tour
(CPT)tournaments.

NEW BUSINESS
III. Business of the Tree Board
Tree Board Chairman Ebert asked Mr. Green to give the Tree Report. Mr. Green said replacement
trees had been planted at Softball World as well as along Highway 10. Many trees will also be
planted around the swimming pool at Wilshire Park and also around the pond when it is completed.
IV. Parks Master Plan—Hoover/Klein Group
Brian Klein and Tom Hoover with Hoover/Klein Group were not present at the meeting.
Suzanne Hendrickson advised the Board the returned surveys (which were mailed out in October)
would be scored by the University of North Texas as soon as more surveys were received.
V. Athletic Associations
a. EGSA(Euless girls Softball Association) —7:30 p.m. to 8:00 p.m.
They were not present for the meeting.
b. EAA(Euless Athletic Association)—8:00 p.m. to 8:30 p.m.
Kevin Smith with EAA was present with some of the officers. He handed out information to the
Board regarding the new officers, budget information and registration fees for the different age
groups. Kevin was given a draft copy of the new Facility Usage Agreement for EAA for the next
year. They were asked to make any changes to the draft and return to Suzanne Hendrickson by
November 17th.
c. BESA(Bedford Euless Soccer Association)—8:30 p.m. to 9:00 p.m.
They were not present for the meeting.
d. Other team/organizations—9:00 p.m. to 9:30 p.m.
No other organization was present for the meeting.

VI. Parks and Community Services Reports
a. Rick Herold, Director of Parks and Community Services
Mr. Herold reminded the Board of the Christmas Parade scheduled for Saturday, December 2nd at
6:30 p.m. The parade will start at Fuller Wiser and Midway and head west down Midway ending at
Trinity High School. There will be a Tree Lighting ceremony at the City Hall complex with the
Trinity Drum Corp and the H-E-B Honor Choir. Mike Snyder of Channel 5 will be the Grand
Marshall and State Representative Todd Smith will be the Marshall of the Parade.
Mr. Herold reviewed the plans of the proposed Trails of Euless from the Department of
Transportation scheduled for the next Economic Development Corporation meeting. The 12' wide
trail would connect Bob Eden Park to McCormick Park. He also said Terry Sandlin with Sandlin
Homes will be building some new homes and would give 25 acres of land with two ponds on it to
the City to help connect the trail farther to the east.
Mr. Herold also said ads are being run in all the Dallas Stars programs during the season and also
reminded the Board of the Dallas Stars open practice scheduled at the Dr. Pepper Star Center for
Monday, November 27th at 11:30 a.m.
VII. Other New Business
There was no new business to discuss.
VIII. Input from City Council Members and Visitors
Students John Bushong, Randy Good and Randi Newton spoke to the Board regarding an outdoor
skateboard park which they said would keep kids off the streets and give them something to do
with their time. They all do skateboarding and have to travel to the Dallas area to use an outdoor
facility. John said safety equipment must be worn before anyone is allowed to skateboard. The
guys said they would even help to get names for a petition in order to help get a facility built here.
Mr. Herold said Grand Prairie has recently announced that a skateboard park would be built at the
Lone Star Park facility.
Chairman Owens mentioned that a skateboard park has previously been discussed during the Parks
Master Plan Work Sessions. Chairman Owens thanked the students for their presentation and
encouraged them to attend the meetings.

ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct,the meeting
was adjourned at 8:50 p.m.
