CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:03 p.m. on
Monday, September 7, 2000, in the Council Chambers of the Euless Municipal Building by
Chairman Eric Owens. Other Board Members present were: Boyce Byers, Stacey Hollinger,
Bruce Ebert, Carl Miller and Glendora Waldrup. Board Members absent were: alternates Carroll
"Scotty" Scott and Mike Daniel.
Staff members present were: Director of Community Services Rick Herold, Horticulturist Jimmy
Beck and Administrative Secretary Linda Lux.
Visitors present were: Heather Black and family David, Colleen and Ashley and Kevin Smith with
EAA (Euless Athletic Association).
INVOCATION
The invocation was given by Boyce Byers.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the August 7,
2000 regular meeting. There being no changes Boyce Byers made the motion to approve the
minutes as presented and was seconded by Stacey Hollinger. The vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
Mr. Miller said both McCormick and Villages of Bear Creek parks looked good.
Mrs. Waldrup said J. A. Carr Park looked good and she inquired about the proposed bridge at
Kiddy Carr Park. Mr. Herold said the bridge had been installed across the creek at the park.
Mr. Hollinger said both Blessing Branch and Midway parks were in good shape.
Mrs. Byers stated the dead trees had been removed at Westpark and the fall baseball leagues had
started. At Wilshire Park it was very quiet and everything was neat and in order.

Mr. Ebert said South Euless Park looked good but needs watering, picnic tables need staining, the
bridge needs painting and the graffiti had also been removed. At Heritage park he mentioned the
poles on the porch of the Ruth Millican building still need painting, the park looked good, the new
log cabin really adds to the park and the roses had been recently groomed at the Fuller House.
Mr. Herold mentioned the graffiti on the playground equipment had been removed at Trailwood
Park and the parts for the clocks at the Athletic Complex have arrived from Germany.
Chairman Owens stated there had been no special events during the past month.
Mrs. Byers said the log cabin now has some furniture.
II. Volunteer of the Month
Chairman Owens presented Heather Black with a plaque and movie passes for being nominated as
Volunteer of the Month for September. Heather who at thirteen is the youngest volunteer to ever
be nominated, volunteered a total of 360 hours at Midway Recreation Center and also helped
during summer camp.
NEW BUSINESS
III. Business of the Tree Board
Tree Board Chairman Ebert stated water bags had been placed around the trees, which were
showing signs of moisture stress due to the drought conditions this summer.
Horticulturist Jimmy Beck said the drought has been very damaging on the trees this year and
anyone who is wanting to plant trees should wait until the fall when conditions are cooler. He said
water bags had been placed on trees along Highway 10. He further stated Jim Hunsuckle, who
drives the water truck, has been arriving at 4:00 a.m. to water medians and other locations which
are not irrigated and ending his shift at 11:00 a.m.
IV. Parks and Community Services Reports
Mr. Herold reported that Parks Superintendent Johnnie Green has returned to work from his knee
surgery but continues with therapy three times a week. Also, Suzanne Hendrickson's father is in

the hospital and flowers will be sent from the Park Board as well as from staff. Mr. Herold also
said City Council is finalizing the new proposed budget and City Council has approved a new
building to be built for the Parks Department which will be located at the Texas Star facility. The
Leisure Services staff at City Hall will be relocating to the vacant building on Royal Parkway by
Fleet Facilities probably next spring.
Mr. Herold said fall baseball begins on September 9th and all fields will be in use by the leagues.
Also, the swimming pools are now closed until next year. Suzanne Hendrickson will be doing new
status reports for the Parks and Community Services departments and the Park Board will start
receiving copies of these each month. Mr. Herold said he recently met with Tom Hoover and Brian
Klein regarding the Parks Master Plan. Since only a small number of surveys were returned from
the recent mailing of the Euless Today, we will again mail more surveys at random to citizens
regarding the proposed Parks Master Plan update.
Mr. Herold introduced Horticulturist Jimmy Beck who has been with the City for twenty-one years
to the Board and audience.
Mr. Beck said he has four employees in his staff and they take care of all the pruning and watering
of medians and areas which are not irrigated. Mr. Beck gave a presentation on "Xeriscape
Xperience" and also distributed information on the different types of xeriscape plants and trees. He
stated with the drought the country has been experiencing, more people should consider using
drought tolerant plants for their landscaping needs. These plants need very little water and are able
to withstand the hot weather we've had during the last couple of years.
V. Other New Business
Chairman Owens advised the Board that a work session is needed to discuss contract needs for all
the local athletic associations.
The consensus of the Board Members was to schedule a work session for Monday, October 16th at
6:00 p.m. in the large conference room in Building "A".
VI. Input from City Council Members and Visitors
Kevin Smith with EAA (Euless Athletic Association) said the new tee-ball field is very impressive
and will get lots of usage.

ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct,the meeting
was adjourned at 8:35 p.m.
