REGULAR MEETING
PARKS AND LEISURE SERVICES BOARD
August 7,2000
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, August 7, 2000, in the Council Chambers of the Euless Municipal Building by Chairman
Eric Owens. Other Board Members present were: Boyce Byers, Stacey Hollinger, alternates
Carroll "Scotty" Scott and Mike Daniel. Board Members absent were: Bruce Ebert, Carl Miller
and Glendora Waldrup.
Staff members present were: Director of Community Services Rick Herold, Superintendent of
Recreation Suzanne Hendrickson, Administrative Secretary Linda Lux and Park Maintenance
Secretary Dolores Tijerina.
Visitors present were: Council Member Leon Hogg, Kevin Smith, Jaye Martin, Jim Promey, Fred
Violette and Leslie Bradley with EAA (Euless Athletic Association); Doyle and Audrey Brown,
and Ed Lewis with the proposed ECBA (Euless Classic Baseball Association); and John Marston,
President of BCBA(Bear Creek Baseball Association).
INVOCATION
The invocation was given by Stacey Hollinger.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the June 5,
2000 regular meeting. There being no changes Boyce Byers made the motion to approve the
minutes as presented and was seconded by Mike Daniel. The vote was unanimous.
OLD BUSINESS
I. Board Member's Reports
Mr. Daniel said the Athletic Complex had plenty of activity during the Dixie World Series. He also
stated the complex looked great, with the exception of the clocks not working and he noticed all the
new development has been completed.
Mr. Herold stated the motors to repair the clocks have been ordered but would take a while to
receive since they are coming from Germany.

Mr. Hollinger said he had no report for Blessing Branch Park but had driven through Midway Park
and it seemed to be in good shape.
Mrs. Byers stated there are some dead trees in Westpark that she is sure would be taken care of
after finishing up with the Dixie World Series aftermath. Mrs. Byers also stated that on her check
of Wilshire Park all she could see were "feet and heads in the pool" and that the park looked nice
and neat.
Mr. Herold stated that he would see that Jimmy Beck, Parks Horticulture Foreman, received the
report on the dead trees.
Mr. Carroll Scott reported that due to a broken toe restricting his mobility and a death in the family,
he has not made his inspections of Bob Eden Park and Trailwood Park.
Mrs. Byers stated she had received a report of graffiti in Trailwood Park.
Mr. Herold said our policy is to report it to the Police Department, who will then take pictures of
the graffiti for identification and after this is done the graffiti can be removed. He also stated that
the bridge installation at Kiddy Carr Park is scheduled for Friday, August 18, 2000.
Chairman Owens reported that all the games he watched during the Dixie World Series were close
and well played. He also stated that he was not able to attend "West Side Story" but had received
good reports from those who had attended.
Mr. Herold said Suzanne Hendrickson reported the cost of the production was $14,000 and it
totally paid for itself.
Mrs. Byers reported that Heritage Park is really coming along and that the cabin is really shaping
up.
II. Volunteer of the Month
Mr. Herold presented the Park Board Members with a key holder on behalf of the Parks and
Community Services staff as the Volunteers of the Month for all their hard working during the
Dixie World Series.

NEW BUSINESS
III. Business of the Tree Board
Chairman Owens gave the report due to Tree Board Chairman Ebert being absent. Chairman
Owens stated the following trees were planted: three (3) at the Dr. Pepper Stars Centre, ten (10) at
Villages of Bear Creek Park, two (2) at the Texas Star Golf Course and three (3) on Holly Drive.
He also read a letter from the Wilshire Neighborhood Association to Horticulturist Jimmy Beck
thanking him on his Xeriscape landscaping presentation. Mr. Owens stated that Mr. Beck truly is
an expert in his field and would gladly advise anyone on landscaping if asked.
Mr. Herold said the McCormick Farms Association had asked Jimmy Beck for his assistance in
landscaping the two medians along Holly Drive and Mack Drive going into that subdivision. He
also stated that many of the association had taken the trouble to thank Jimmy and his staff on the
wonderful job that was done.
IV. Parks and Community Services Reports
Mr. Herold reported that Parks Superintendent Johnnie Green will still be out recovering from knee
surgery another month or longer. He mentioned the Dallas 2012 Olympics tentatively awarded
women's softball to the City of Euless. He further stated the Dallas 2012 packets and submission
to the United States Olympic Committee would be sent in December, 2000, for the finalists and the
actual contracts with all the cities, universities and organizations that are venues will also be at that
time. Mr. Herold stated in December, 2002 the United States Olympic Committee governing
bodies will visit all the applicants in the following cities: Dallas, Houston, Los Angeles, San
Francisco, Cincinnati and Washington.
Mr. Herold stated the news from Boaz, Alabama, which was received today from Ray McDonald is
that the City of Euless was not selected as the Dixie World Series sight in 2001. The City of Euless
will host the Dixie World Series in 2002 for the thirteen and fourteen year old players. He also
stated the Texas Star Golf Course was listed in the August 6th Star Telegram's Sunday edition with
two of the top eighteen holes in Tarrant County.

V. Other New Business
Chairman Owens introduced John Marston, president of the Bear Creek Baseball Association
(BCBA). Mr. Marston presented his petition to bring classic baseball to the City of Euless and to
coordinate field usage with the Euless Athletic Association.
Kevin Smith, Euless Athletic Association (EAA) Commissioner, stated that he and Mr. Marston
had spoken just before tonights meeting began in reference to classic baseball and in coordinating
field usage. He also said that if Mr. Marston had presented his petition to the Euless Athletic
Association as he has to the Park Board then this meeting might not have been necessary.
After hearing from John Marston and Kevin Smith, Board Members decided it was not in their
jurisdiction to allow or not allow the formation of a new baseball association. They stated that
decision would have to be left up to both the baseball associations. The Parks and Leisure Services
departments would be involved in the use and scheduling of the baseball fields by the necessary
associations.
Mrs. Byers inquired if there were enough fields to accommodate everyone.
Mr. Herold stated that we probably could obtain fields for everyone involved. He also stated staff
was working on contracts for all the associations in order for everyone to know what is expected
from the city as well as from the associations.
Boyce Byers made the motion to form a sub-committee to assist the Euless Athletic Association
(EAA) and the Bear Creek Baseball Association (BCBA) with their negotiations. The sub-
committee would consist of Board Members Mike Daniel, Stacey Hollinger and Eric Owens. The
motion was seconded by Carroll "Scotty" Scott and the vote was unanimous.
VI. Input from City Council Members and Visitors
Mr. Hollinger requested that a fence be placed around the new field being built at the Parks of
Texas Star. Mr. Herold stated this is in the process of being completed.

ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct,the meeting
was adjourned at 8:40 p.m.
