HomeMy WebLinkAbout2000-04-03 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD April 3, 2000 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:01 p.m. on Monday, April 3, 2000, in the Council Chambers of the Euless Municipal Building by Vice- Chairman Glendora Waldrup. Other Board Members present were: Boyce Byers, Bruce Ebert, Carl Miller and alternates Mike Daniel and Carroll"Scotty" Scott. Members absent were: Chairman Eric Owens and Stacey Hollinger. Staff members present were: Director of Community Services Rick Herold, Parks Superintendent Johnnie Green and Administrative Secretary Linda Lux. Visitors present were: Council Member Leon Hogg, Melody and Johnny Heins and son Jay, Bryan Klein and Tom Hoover with Hoover/Klein Group, Inc.,and Elaine Markley and Ms. Crawford with the Mid-Cities Rustlers square dancers. INVOCATION The invocation was given by Carl Miller. APPROVAL OF MINUTES Vice-Chairman Waldrup asked if there were any additions or corrections to the minutes from the March 6, 2000 regular meeting. There being no changes Boyce Byers made the motion to approve the minutes as presented and was seconded by Mike Daniel. The vote was unanimous. OLD BUSINESS I. Board Members' Reports Mr. Miller said McCormick Park was well manicured and the gazebo looked nice. At Villages of Bear Creek Park he said there had been lots of usage and he also noticed some damage to the slide. He also stated the goal had been installed at South Euless Park and the lights were now working. Parks and Leisure Services Board Page 2 April 3, 2000 Mr. Daniel said softball leagues recently opened at the Texas Star Athletic Complex and there was lots of usage throughout the park. Mr. Scott said he noticed construction had been started on the port-o-let enclosures at Bob Eden Park and said he also found a switch box, which had been accidentally left open and unlocked. At Trailwood Park there was lots of trash in the creek from the recent storm. Mrs. Byers said she had lunch at Westpark on a recent Sunday and the park was very nice but she did notice some dead trees. Wilshire Park also looked very nice. Mr. Green mentioned Arborist Ralph Klein was going through the parks and would be tending to dead shrubs and trees. Mrs. Byers said she attended the musical`Babes in Toyland" and it was wonderful. Mr. Ebert said he had no report tonight due to being out of town. Mrs. Waldrup said she had no report tonight but said she appreciated the Parks Department helping residents with fallen tree limbs from the recent storm. II. Volunteers of the Month The Volunteers of the Month for April are Melody and Jimmy Heins. Vice-Chairman Waldrup presented Melody and Jimmy with a plaque and thanked them for all their hard work with the various musicals and also with the Arbor Daze Silent and Live Auction. They are both also involved with EAA(Euless Athletic Association). III. Continue discussion on request of the Mid-Cities Rustlers Square Dancers Rick Herold, Director of Community Services distributed a letter to the Park Board from staff supporting the policy to allow no dancing on the new gym floor. Mrs. Elaine Markley with the Mid-Cities Rustlers Square and Round Dance Club was again present requesting usage of the Midway Recreation Center gym for their monthly square dancing club. She again stated they have a membership of about 40/50 members with about half being from Euless. Mrs. Byers feels City Council should have the final say in the matter. Parks and Leisure Services Board Page 3 April 3,2000 Mr. Ebert felt this issue should be voted on and made the motion to accept staffs recommendation to restrict usage of the gym floor to sports activities and was seconded by Mr. Daniel. The vote was as follows: Ayes: Bruce Ebert, Mike Daniel, Boyce Byers, Glendora Waldrup and Carroll"Scotty" Scott Nays: Carl Miller NEW BUSINESS IV. Business of the Tree Board Tree Board Chairman Ebert said the 1 + 1 =2 program is now at 77,022 for the month of March. He said there were seven new trees purchased and planted along Highway 10 and at Westpark. Mr. Green said the trees along Highway 10 were replacement trees. He also mentioned his staff would be landscaping the front of the new Dr. Pepper Stars Center and all the landscaping would match the rest of the Parks at Texas Star facility. Mrs. Byers asked the status of the Tree Ordinance and Mr. Herold said the tree ordinance was returned to the Development Department for revisions and should be coming back before the Park Board at a later date. V. Parks and Community Services Reports a. Director of Community Services Rick Herold distributed a new organizational chart to the Park Board. He mentioned the new changes among the staff and said there were still a couple of openings and they hoped to have all positions filled sometime in the near future. b. Parks Superintendent Johnnie Green said the port-o-let enclosures had been installed at Midway and Westpark. New playground equipment had been installed at Wilshire Park. His staff would be doing the landscape for the new Dr. Pepper Stars Center, which is scheduled to open the end of April, and sod will also be laid on the new soccer field by the Stars Center. He also advised the Board that Jerry Massey had retired on March 31' and the Parks Department held a luncheon for him. Also fencing would be installed around the new T-ball field and it will also be sodded. Parks and Leisure Services Board Page 4 April 3, 2000 VI. Parks Master Plan Bryan Klein and Tom Hoover with Hoover/Klein Group, Inc., said they were hired to work with staff and the Park Board to update the existing 1995 Parks Master Plan. They distributed the proposed Parks Master Plan Update 2000 (part 1) to the Park Board which would discuss goals, the planning process, recreation standards and an inventory of the existing park facilities. He stated Parks Master Plans should be updated every five to six years. Mr. Klein suggested having a work session later in the month in order to discuss further needs of staff and the Park Board. The consensus was to schedule a work session on Monday, April 17`h at 5:30 in the large conference room in Building "A". VII. Other New Business Mr. Rick Plock was not in attendance regarding park related street lighting. VIII. Input from City Council Members and Visitors Council Member Leon Hogg said he attended the Hank Thompson concert last month and it was very good and everyone there seemed to really enjoy it. Vice-Chairman Waldrup passed around the sign-up list for the Board Members to work in the Arbor Daze Tree Booth. ADJOURNMENT Vice-Chairman Waldrup gave the benediction.
