PARKS AND LEISURE SERVICES BOARD
February 7, 2000
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:05 p.m. on
Monday, February 7, 2000, in the Council Chambers of the Euless Municipal Building by
Chairman Eric Owens. Other Board Members present were: Glendora Waldrup, Stacey
Hollinger, Boyce Byers, alternates Mike Daniel and Carroll"Scotty" Scott. Members absent
were: Carl Miller and Bruce Ebert
Staff members present were: Director of Community Services Rick Herold, Parks Superintendent
Johnnie Green and Administrative Secretary Linda Lux.
Visitors present were: Council Member Leon Hogg and Jan Turner.
INVOCATION
The invocation was given by Mike Daniel.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the January
10, 2000 regular meeting. There being no changes Boyce Byers made the motion to approve the
minutes as presented and was seconded by Glendora Waldrup. The vote was unanimous.
OLD BUSINESS
I. Board Members' Reports
Mr. Daniel said there had been no youth activities at the Athletic Complex this last month. He
also mentioned the Dr. Pepper Stars Center construction was really coming along and the facility
is looking good.
Mrs. Waldrup said Kiddy Can Park was clean, the mulch pile was almost gone and said this park
would be better served if a bridge connected the other park area. At J.A. Can Park everything
was green, rose beds looked nice and the overall park looked good. The xeriscape bed was in
good shape, the playground equipment looked good but the gazebo does need to be painted.

Mr. Hollinger said Midway Park was in good shape but he was not able to get by Blessing Branch
Park to give a report.
Mrs. Byers had no report for either Westpark or Wilshire parks due to being out of town.
Mr. Scott said at Trailwood Park he noticed some lights out around the playground area and
some trash in the creek area. He also mentioned there was lots of shubbery and/or underbrush
which needed to be cleaned out. At Bob Eden Park he said there was graffitti on the rear side of
the port-o-lets, the pavilion needed painting and the gates need to be adjusted.
Mr. Owens said the Special Events held during January were the Tree Recycling Event and the
tryouts for"Babes in Toyland".
Parks Superintendent Johnnie Green mentioned the basketball stands should be going in this
month at South Euless Park. He also stated the soccer fields at the Villages of Bear Creek Park
are in good shape for playing this month and the gazebo at McCormick Park is being repainted
and some of the slates have been replaced.
OLD BUSINESS
H. Volunteer of the Month
The Volunteer of the Month for February is Jan and Michael Turner. Jan Turner who works in
the Finance Department was introduced as the Volunteer of the Month for February by Chairman
Owens. Mrs. Turner and her husband Michael (who was out of town)have given much of their
time in helping with Arbor Daze, Christmas Parade of Lights, the annual Trash-Off Day and also
working in both the concession and ticket booths during the summer musicals each year.
Chairman Owens presented her with a gift certificate to the Raven's Grille.
NEW BUSINESS
M. Business of the Tree Board
Chairman Owens gave the report due to both the Tree Board Chairman and Vice Chairman being
absent. He said the 1 + 1 =2 program is now at 76,440 and there were 281.5 man hours during
the month of January. He mentioned some of the highlights during the past month were: the

planting of the Millennieum Tree at the Texas Star facility, the planting of a Millennium Tree at
each of the Euless schools and also the excellent attendance at the Christmas Tree Recycling
program.
IV. Parks Report
Parks Superintendent Johnnie Green said the basketball goals should be up at South Euless within
the nest few weeks. His staff has been working on the T-ball fields at the Parks at Texas Star.
The signs have now been put up at Heritage Park and signage is being installed around the parks.
The footing at Westpark Park is in and should be installed within the next rew weeks. At Wilshire
Park the dirt has been graded and the area is starting to look much better than previously.
V. Community Services Report
Rick Herold, Director of Community Services, mentioned to the Board that Pete Wakeley is
doing much better and Julia will be at the March Park Board meeting. He also gave some
tentative dates in March for Julia's city retirement party and community party. Mr. Herold also
advised the Board and audience that Jerry Massey from the Parks Department will be retiring the
end of March. The bid for mowing contract goes before City Council on Tuesday, February 8th
and if this is approved would relieve the parks staff and they would be able to attend to the
problem areas within the city. Mr. Herold said the Dallas Stars Center is really progressing and
they hope to have a skating event in their facility in April. He mentioned the Texas Star Golf
Course was named as one of the top twenty courses this week in Golf Week Magazine.
Mr. Herold said on Friday, February 4th City Council Members and staff went on a tour of the Dr.
Pepper Stars Center and said the facility is a beautiful complex and everyone was very impressed.
He asked the Park Board Members if they would also like to tour the facility and the date chosen
was Saturday, March l lth at 10:00 a.m. Mr. Herold said he would check to see if Centex would
allow the quick tour on March 11th. He also reminded the Park Board Members of the Arbor
Daze Gala (with a beach theme)which is scheduled for Thursday, April 27th at the Texas Star
facility and the Arbor Daze welcome reception on Friday, April 28th at 9:30 with Robert Stanton.
The Arbor Daze Auction will be at the Texas Star Conference Centre on Saturday, March 4th.

Mr. Herold also mentioned the Christmas Parade is scheduled for December 2nd but said the route
is still being discussed and the parade route is not definate at this time. He passed out a schematic
for the new proposed water tower which will be built behind the Ruth Millican building at
Heritage Park. Mr. Herold also suggested having a joint meeting with the Historical Preservation
Committee in the near future.
Mr. Herold said Saturday, March 25th is the opening day for both EAA(Euless Athletic
Association) and EGSA(Euless Girls Softball Association) as well as the H-E-B Showcase at L.
D. Bell High School. The H-E-B Showcase will start at 9:00 a.m. and end at 3:00 p.m. (the city
has three booths this year) and if any of the Park Board Members would like to volunteer to help
man a booth they can call Linda with the times. He also reminded the Park Board of the Parks
Appreciation Dinner at North Main BBQ on Thursday, February 17t at 6:30 p.m.
VI. Other New Business
Chairman Owens thanked all the Park Board Members who attended the City Council meeting
recently in support of the Parks Master Plan. He also reminded everyone of the tour of the Dr.
Pepper Stars Center for Saturday, March 11t and that the Board will make a presentation for
Julia Wakeley at the March 6th Park Board meeting.
VII. Input from City Council Members and Visitors
Council Member Hogg said City Council and staff was invited to tour the Dr. Pepper Stars Center
this past Friday, February 4' • The complex is really coming along and the facility will be a great
asset to the Parks at Texas Star. He said inside there are two rinks which are the Dallas Stars
colors with one being gold and the other green.
Council Member Hogg also mentioned the descendants to the Himes House have decided to give
the house to the city. Staff will inquire as to how much it would cost to move the house to
Heritage Park and restore it, and when all estimates have been received they will pass along the
information to City Council. He also congratulated Chairman Owens on the presentation he made
to City Council regarding the Parks Master Plan.

Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 8:35 p.m.
