PARKS AND LEISURE SERVICES BOARD
December 6, 1999
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, December 6, 1999, in the Council Chambers of the Euless Municipal Building by
Chairman Eric Owens. Other Board Members present were: Glendora Waldrup, Carl Miller,
Stacey Hollinger, Boyce Byers and alternate Mike Daniel. Members absent were: Bruce Ebert.
Staff members present were: Director of Community Services Rick Herold, Parks Superintendent
Johnnie Green and Administrative Secretary Linda Lux.
Visitors present were: Council Member Leon Hogg, new alternate member Carroll "Scotty"
Scott and his wife.
INVOCATION
The invocation was given by Carl Miller.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the
November 1, 1999 regular meeting. There being no changes Mike Daniel made the motion to
approve the minutes as presented and was seconded by Glendora Waldrup. The vote was
unanimous.
OLD BUSINESS
I. Board Members' Reports
Mr. Daniel said Midway Park and Blessing Branch Park were both in good shape.
Mrs. Byers said when she visited McCormick Park she spoke to a passing jogger who said the
park is in good shape. At Villages of Bear Creek Park she said there were some guys playing
soccer and the park looked nice. Mr. Green said the parks maintenance staff has been watering
and sowing seed on the soccer fields in order to get them in shape for the upcoming soccer
season.

Mr. Hollinger said the Athletic Complex is in good shape and has not had much activity recently.
Mrs. Waldrup said she attended three Special Events during November. Those events were the
play"Harvey", the Christmas Tree Lighting and the Seniors Thanksgiving luncheon which took
place at North Main Barbeque with the food being donated by them as well.
Mrs. Waldrup said Bob Eden Park looked good. She also said at Trailwood Park there were lots
of people out walking with their dogs and many people out gathering pecans. She said there was
also some new mulch which had been delivered to the park.
Mr. Miller said at South Euless Park there had been some vandalism with graffitti being written
on stones, markers, on and under the bridge and also on the playground equipment. He also
inquired as to when the basketball goals would be installed and also said the lights are not coming
on. He said the trees and new sod looks good. Mr. Miller said Heritage Park looks nice.
Mr. Owens said Westpark looked good and no recent activity. At Wilshire Park he said the new
parking lot is nice and more accessible and everything looks good. He also said he loves the new
entrance sign at J. A. Can Park.
NEW BUSINESS
II. Parks Master Plan
Chairman Owens again gave a brief overview of the Parks Master Plan recommendations and said
he was proud of the emphasis being put on the irrigation and beautification improvements to all
the parks. He also said he appreciated all staffs help and input with the plan.
Mr. Miller made the recommendation to approve and recommend submitting the Parks Master
Plan to City Council and was seconded by Mr. Daniel. The vote was unanimous.
Chairman Owens advised the Board that he and staff will be attending the City Council meeting
on December 14th and said if any Board Members would like to attend the meeting to please do so
to show their support on the new Parks Master Plan.

III. Business of the Tree Board
Tree Board Vice Chairman Miller said the Parks Department plans to plant trees at each of the ten
Euless public schools and also at the 2000 Arbor Daze picnic area site. Also there will be a
millennium tree planting on New Years Eve at the Texas Star Conference Centre area. Mr. Green
said they plan to get a stone marker to mark the millennium tree planting at the Texas Star facility.
Mr. Herold also stated both Home Depot and Pave Stone will be working with the city again on
Arbor Daze 2000. Also Horticulturist Jimmy Beck is presently working on the applications for
Tree City USA (13th year) and the Growth Award (7th year)which will be sent in later this month.
IV. Leisure Services Report
Mrs. Wakeley was not in attendance due to her husbands recent illness.
V. Parks Report
Parks Superintendent Johnnie Green said the staff has been very busy with the holidays. The
department has decorated the new Christmas Tree for the upcoming tree lighting and put all the
Christmas banners up throughout the city hall complex. At Midway the new port-o-let enclosures
are being installed and they have also been reburbishing all the soccer fields.
VI. Community Services Report
Rick Herold, Director of Community Services, handed out the first edition of the"Euless Today"
which is a combination of the Mayor's Newsletter and "The Star" and stated this new magazine
will be distributed to all residents three times a year. He also reminded the Board Members and
audience of the upcoming New Year's Eve party at the Texas Star with entertainment by Trout
Fishing in America, with the kid's show at 2:00 p.m. and the Millennium Countdown Show at
9:00 p.m. Mr. Herold mentioned a millennium tree would be planted at midnight at the Texas
Star complex. The First Baptist Church is also scheduled to have a New Year's Eve function and
they expect to have 35,000 in attendance. At the recent Arbor Daze 2000 kick-off in November
they had Rodney J as the entertainment which will also be performing during Arbor Daze. He did
mention some of the upcoming acts but said they would be confirmed within the next week or
two.

Mr. Herold said all the sports associations would be invited to attend the January meeting in order
to see what their needs will be for the upcoming year.
Mr. Herold also mentioned that Pete Wakeley is doing great since his recent surgery. He also
reminded everyone of Breakfast with Santa and Baby Rudolph on Saturday, 11`h from 9:00 a.m.
until 11:00 a.m. and the Sixth Annual Christmas Parade at 6:30 p.m. and Vince Vance and The
Valiants at 5:00 p.m. Mr. Herold also reminded everyone of the Christmas Tree Recycling
progam on January 8th at Midway Park.
VII. Other New Business
Chairman Owens mentioned the Park Board would be meeting with all the athletic associations
(BESA, EGSA and EAA) at the January meeting. He introduced Carroll"Scotty" Scott as the
new alternate which will start in January and also mentioned there will be new park assignments in
January.
VIII. Input from City Council Members and Visitors
Council Member Hogg said he recently attended the NLC (National League of Cities) in Los
Angeles. He also mentioned the proposed water tower will be built in the area behind the Ruth
Millican building.
ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 8:22 p.m.
