REGULAR MEETING
PARKS AND LEISURE SERVICES BOARD
November 1, 1999
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, November 1, 1999, in the Council Chambers of the Euless Municipal Building by
Chairman Eric Owens. Other Board Members present were: Glendora Waldrup, Carl Miller,
Stacey Hollinger and alternate Mike Daniel. Members absent were Boyce Byers and Bruce Ebert.
Staff members present were: Director of Community Services Rick Herold, Parks Superintendent
Johnnie Green, Leisure Services Manager Julia Wakeley and Administrative Secretary Linda Lux.
Visitors present were: Council Member Leon Hogg.
INVOCATION
The invocation was given by Glendora Waldrup.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the October
4, 1999 regular meeting. There being no changes Mr. Miller made the motion to approve the
minutes as presented and was seconded by Mrs. Waldrup. The vote was unanimous.
OLD BUSINESS
I. Board Members' Reports
Chairman Owens mentioned he received a very nice letter of resignation from Thomas Jenkins
saying he had moved from Euless. He also reminded the Board of the upcoming Boards and
Commission Dinner at the Texas Star Conference Centre on Monday, November 15th at 6:00 p.m.
Mr. Miller inquired to the status of the basketball poles at South Euless Park. He also stated he
took the kids from his school on a field day to Ruth Millican and stated eveything looked great.

Mrs. Waldrup said she went by Bob Eden Park and everything looked good. At Trailwood Park
she walked through the park and said everything was clean and green from the recent rains. Mrs.
Waldrup said the Special Events for October were the Fall Festival Costume Party, teen dances
and some senior activities held.
Mr. Hollinger said everything at the Athletic Complex looks good and in great shape.
Mr. Daniel said Midway Park is in good shape and the area looks green. He also stated at
Blessing Branch the parking lot is deterioated and is now under construction and the playground
equipment is still at the park.
Mr. Owens said at Westpark there were some pallets left from the recent construction along
Westpark Way. He said trees had been planted all along Westpark Way which really adds to the
area along this street. Mr. Owens said Westpark has not been used recently with all the
construction but the park does look good except for some of the fencing and inquired as to if the
portable restrooms would be enclosed? At Wilshire Park he noticed the new picnic tables as well
as the new brick enclosure for the portable restrooms. Mr. Green advised the Board that the
portable restrooms at Westpark would also be enclosed with brick.
NEW BUSINESS
II. Parks Master Plan
Chairman Owens again gave a brief overview of the Parks Master Plan recommendations.
The consensus of the Board is to put all irrigation and sports practice fields needs at top priority
during the first year with beautification improvements the second year and parks signage
improvements during the third year of the `Building Blocks for the Future'. The New Capital
Improvement Recommendations are as follows: (1) Parks at Texas Star build-out; (2) System-
Wide parks amenity improvements; (3) Family Pool at Midway Park; (4)Midway Recreation
Center addition and (5) Senior Citizen expansion.

III. Business of the Tree Board
Tree Board Vice Chairman Miller inquired about the metal enclosures around the trees. Parks
Superintendent Johnnie Green said the Parks Department has been installing the metal tree guards
in order to protect the trees from mowers, weed eaters and vandalism at the Athletic Complex.
He said tree guards would eventually be placed around every tree at the facility.
Director of Community Services Rick Herold also mentioned there will be a millennium tree
planted at midnight at the golf course on New Years Eve. Mr. Herold said the goal of 100,000
trees should be reached by Arbor Daze 2000. He has been meeting with the HEB School District
regarding Arbor Daze and the school kids will be taught an Arbor Daze song and skit, since
school will be out on Friday, April 28, 2000.
IV. Leisure Services Report
Leisure Services Manager Julia Wakeley said The Rec has new teen dances for the kids and
Kathye McCall has been working very hard on the teen programs. She said The Family Fall
Costume Party was held in October and the Tish Hinojosa Concert is scheduled for November 5th
at the Texas Star Conference Centre. Anicia Brown is directing the play"Harvey" with
performances on November 12th, 13th, 14th, 19th, 20th and 21st at the Ruth Millican Center. The
Christmas Tree Lighting is scheduled for Tuesday, November 30th at 6:30 p.m. The Christmas
Parade of Lights will be on Saturday, December 11th. Mrs. Wakeley mentioned staff(Rick,
Johnnie and she) had attended the NRPA conference the end of October in Nashville and there
were 9300 attendees at the conference.
Dinner will be served to the Parks and Leisure Services Board on December 6th at 6:00 p.m.
before their regular scheduled meeting.
V. Parks Report
Parks Superintendent Johnnie Green said the water truck pumped 51,000 gallons of water during
the month of October. The staff has been adding color to the flower beds in the parks and along
the medians. The Parks Department has also: (1) put rye grass in at J.A. Carr Park; (2) planted
new color plants at Sulhpur Branch; (3) done work at Reflection Park; (4)worked on the ball
fields at Midway; and (5) have the signage ready to install in the backstop areas for the ball fields.

VI. Community Services Report
Rick Herold, Director of Community Services, reminded the Board of the Tish concert on Friday,
November 5th and said if any of the Board Members need tickets to please contact his office. He
said the Christmas Tree Lighting is scheduled for November 30t. Mr. Herold also mentioned the
possibility of a new water tower being built on the northeast side of the Ruth Millican building.
VII. Other New Business
Chairman Owens mentioned the Park Board would be meeting with all the athletic associations at
the January meeting.
Mrs. Waldrup stated the Park Board would like to have an appreciation dinner after the holidays
(either January or February) for the Parks and Leisure Services employees. Mr. Miller seconded
the motion and the vote was unanimous.
VIII. Input from City Council Members and Visitors
Council Member Hogg advised the Board and audience that the Heritage Park item would be on
the City Council agenda on November 23rd. A new Service King will be built along the frontage
road of Airport Freeway by the Billiards&Barstools building. Mr. Hogg said a new bronze art
piece would be presented at Arbor Daze 2000 which will show a family planting a tree and the
artwork will be placed in front of the city hall complex.
ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 8:05 p.m.
