HomeMy WebLinkAbout1999-10-04 6P-) IL COPY REGULAR MEETING PARKS AND LEISURE SERVICES BOARD October 4, 1999 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:05 p.m. on Monday, October 4, 1999, in the Council Chambers of the Euless Municipal Building by Chairman Eric Owens. Other Board Members present were: Boyce Byers, Glendora Waldrup, Carl Miller, Stacey Hollinger, Bruce Ebert and alternate Mike Daniel. Staff members present were: Director of Community Services Rick Herold, Parks Superintendent Johnnie Green, Leisure Services Manager Julia Wakeley and Administrative Secretary Linda Lux. There were no visitors present at the meeting. INVOCATION The invocation was given by Stacey Hollinger. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the September 13, 1999 regular meeting. Mr. Ebert stated in the Board Members' Reports"that the volleyball poles need painting" and also "both J.A. Carr and Kiddy Carr parks are showing a lack of maintenance" be added. There being no other additions and/or corrections Mr. Ebert made the motion to approve the minutes with the noted addition and was seconded by Mrs. Waldrup. The vote was unanimous. OLD BUSINESS I. Board Members' Reports Mr. Daniel said Both Midway and Blessing Branch parks looked good except for the construction in the Blessing Branch parkling lot. Parks and Leisure Services Board Page 2 October 4, 1999 Mr. Ebert said J.A. Can and Kiddy Can parks were both mowed and well trimmed. He also mentioned there has been heavy usage by the seniors at J. A. Can park. He also commended Rick Herold and Johnnie Green on the new landscaping at Sulphur Branch Park and how attractive this little park is becoming. Mr. Green said they will be doing more xeriscaping within sixty to ninety days. Mrs. Byers said McCormick park looks good and she noticed there has been lots of usage at Villages of Bear Creek park. Mr. Hollinger said there were many games at the Athletic Complex this past weekend and there was a problem with the parking situation. He has also noticed a problem with unauthorized groups using the pavilion which causes problems for individuals who have rented the facility for functions. There has also been vehicles parked by the pavilion area, trash thrown everywhere and loud music being played. Mrs. Waldrup said there were no special events this past month but she said staff will be distributing a calendar of yearly events in the near future. Mr. Miller said at South Euless park the grass has died and he also noticied a broken limb by the Old Iron Bridge and there are still no basketball goals. At Ruth Millican he noticed lots of eroision on the trail buth other than that everything looks nice. Mr. Owens stated his parks are Westpark and Wilshire. He said both parks look good but he is still concerned with the large unfinished area next to Wilshire Park. Chairman Owens asked Mrs. Waldrup if she would do the park report for Bob Eden and Trailwood parks since Mr. Jenkins has moved away as of the September meeting. Mr. Hollinger inquired if staff had surveyed other cities regarding smoking policies at athletic complexes. Mrs. Wakeley distributed a smoking survey which was conducted with surrounding cities. After much discussion regarding the smoking issue, Mr. Miller made a motion to post signs at the athletic fields which read"No Smoking In Stands". Mr. Ebert seconded the motion and the vote was 6-1 (Mrs. Byers). Parks and Leisure Services Board Page 3 October 4, 1999 NEW BUSINESS II. Parks Master Plan Chairman Owens gave a brief overview of the Parks Master Plan recommendations. Mr. Miller said he felt the beautification and irrigation issues should be our top priority as well as improving all our parks so that eventually they are all irrigated. He also suggested that each Board Member make a list of their top ten(10) priorities before the next meeting. Chairman Owens and all Board Members discussed having another Work Session at 5:00 p.m. prior to the regular November 14 meeting. III. Business of the Tree Board Tree Board Chairman Ebert turned the report over to Parks Superintendent Johnnie Green. Mr. Green advised the Board that Horticulturist Jimmy Beck and Urban Forester Ralph Klein attended a continuing eduation conference recently in Dallas. Staff has renovated Reflection Park with new xeriscape landscaping and planted some drought tolerant plants. This area is used by many joggers and walkers along Fuller-Wiser. The Parks Department is using drip bags which are placed around the trees in order to save stressed trees along the medians in the city. IV. Leisure Services Report Leisure Services Manager Julia Wakeley said the enrollment for fall classes was very good and mentioned Council Member Hogg will again be having a class. She also stated Board Member Stacey Hollinger will be teaching soccer and T-ball this fall. Mrs. Wakeley reminded everyone of the Tish Hinojosa concert on Friday, November 5th and the Austin Lounge Lizards on Friday, November 19th at the Texas Star. Anicia Brown is directing the play"Harvey"with performances November 12th—14th and 19th—21st at the Ruth Millican Center. The Christmas Tree Lighting is scheduled for November 30th and the Christmas Parade of Lights will be December 11th with Vince Vance and The Valiants performing at 4:45 p.m.. Mrs. Wakeley also mentioned there will be a new parade route this year which will begin east of Fuller-Wiser Road and Bear Creek Parkway and going west down Midway Drive to Trinity High School. She also passed out the new Christmas Parade of Lights application which is being mailed upon request. Parks and Leisure Services Board Page 4 October 4, 1999 V. Parks Report Parks Superintendent Johnnie Green had no report this evening. VI. Community Services Report Rick Herold, Director of Community Services, advised the Board Members that the city got the Dixie World Series bid for year 2000. The CPT (Collegiate Players Tour)tournament is also scheduled for the following week after the Dixie World Series. The Mayor has been scheduling meetings with the school district, churches and H-E-B Chamber of Commerce for Arbor Daze 2000. Mr. Herold met with KLUV today in order to line-up the entertainment for Arbor Daze, April 28`h—30th, 2000. Arbor Daze 2000 will be a state function with the Executive Director of the Texas Parks and Wildlife Service attending on the opening day. The H-E-B schools will be out for Friday, April 28th There will be a new art piece which will be unvailed at Arbor Daze 2000 and there will also be the Arbor Daze Gala scheduled for April 27th next year. Mr. Herold, Julia Wakeley and Johnnie Green will be attending the NRPA(National Recreation and Park Association) conference in Nashville from October 19t through October 24t. The Star brochure at the next publication will be called `Euless Today' and will be in conjunction with the Mayors Newsletter and will be published three times a year. A new e-mail has been established for the Texas Star golf course and conference centre called `Texas Star E-Mail Express'. VII. Other New Business Mrs. Byers stated she would like a copy of the new calendar of events which is now being prepared by staff VIII.
