REGULAR MEETING
PARKS AND LEISURE SERVICES BOARD
April 5, 1999
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. on
Monday, April 5, 1999, in the Council Chambers of the Euless Municipal Building by Chairman
Eric Owens. Other Board Members present were: Glendora Waldrup, Boyce Byers, Stacey
Hollinger(arrived late 8:00 p.m.) and Mike Daniel. Members absent were Bruce Ebert, Carl
Miller and alternate Thomas Jenkins.
Staff members present were: Director of Community Services Rick Herold, Parks Superintendent
Johnnie Green and Administrative Secretary Linda Lux.
Visitors present were: Council Member Charlie Miller.
INVOCATION
The invocation was given by Glendora Waldrup.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the March
1, 1999 regular meeting. Boyce Byers made the motion to approve the minutes and was
seconded by Glendora Waldrup. The vote was unanimous.
OLD BUSINESS
I. Board Members' Reports
Mr. Daniel said his two parks are Midway and Blessing Branch. He stated Midway Park looks
great and the fields look good. Blessing Branch Park also looked good and said he noticed the
playground equipment is still there.
Johnnie Green, Parks Superintendent, said with all the activity and upcoming Arbor Daze they
have not been able to remove the existing playground equipment but would in the near future.

Mrs. Byers said her parks are McCormick and Villages of Bear Creek. She stated the irrigation
box had been repaired at McCormick Park and the park looked great but she noticed a dead bush
over by the gate. Villages of Bear Creek Park was very busy with lots of walkers, ball players and
many children on the playground equipment.
Mrs. Waldrup stated she has the Special Events. She stated during March the seniors had taken a
trip to Granbury on March 14th,the Arbor Daze Live and Silent Auction on March 6th, Easter
Egg Hunt on March 26th and Breakfast with the Easter Bunny on March 27th, Strong Man Event
at The Parks at Texas Star on March 20th and the Stars Dr. Pepper press conference on March
22nd for the future Stars ice hockey rinks.
Mr. Owens stated his parks are Westpark and Wilshire Park. He mentioned Westpark had lots of
activity with the girls softball teams practicing on three of the fields. He further stated he hopes
the city will focus its attention on this park in the near future.
NEW BUSINESS
II. Business of the Tree Board
Director of Community Services Rick Herold stated Mr. Ebert was out ill tonight. He passed out
the signup sheet for the Arbor Daze Tree Giveaway booth and asked the members if they would
fill in the times they would be working the tree booth and return the forms to the secretary. Mr.
Herold also stated volunteers and the boy scouts would be able to help in the booth if they were
needed. He also stated Landmark Bank was sponsoring the Tree Giveaway and the trees were
being provided by Home Depot and the citizens would again watch a film before getting their free
trees.
Mr. Herold advised the Board that Mr. Ebert had said the Morrisdale Homeowners Association
would do the seasonal coloring for the Sulphur Branch Park. He stated that xeriscaping would be
preferable instead of the seasonal color but this would be discussed later when Mr. Ebert was in
attendance.
Mr. Owens stated the Parks Department had planted six live oaks at Sulphur Branch Park and
also six Crape Myrtles were planted.

III. Leisure Services Report
Julia Wakeley, Leisure Services Manager, was not in attendance tonight.
IV. Parks Report
Johnnie Green, Parks Superintendent, stated the weeds have starting growing and the parks crews
are working to try and keep them under control. He also stated the parks crews have been
working at the new Arbor Daze site to clean it up and get it ready for an early setup this year.
V. Community Services Report
Rick Herold, Director of Community Services, mentioned that Julia Wakeley had been in a minor
car wreck today and she would not be in attendance tonight. He also mentioned the internal lights
were out tonight at the Parks at Texas Star due to minor problems and the architects will be
looking at the problem tomorrow.
Mr. Herold also passed out the Master Parks and Recreational Plan schedule for the remainder of
this year for discussion at future meetings. He further stated the city will start working on
Wilshire Park by getting the playground, picnic areas, pool and parking lot ready for the summer
months.
He informed the Board Members the City Council will be looking at landscape and irrigation bids
for Westpark. The Parks Department will review the contract for mowing at the city hall
complexes and also all medians. Mr. Herold informed everyone that Tim O'Connell, Youth
Development Coordinator, will be leaving at the end of April to return to Chicago in order to
finish his masters degree program. The Texas Trash-Off is scheduled for Saturday, April 10th with
clean-up along Highway 10, South Pipeline Road and the new Arbor Daze site.
Mr. Herold advised the Board Members their parking passes and t-shirts would be delivered to
them before Arbor Daze. He showed them the layout of the new site and where the tree
giveaway booth would be. He also stated the city had received a letter from the White House
stating Arbor Daze 2000 would be the year of the millinnium.

VI. Other New Business
Chairman Owens stated there was no new business.
VII. Input from City Council Members and Visitors
Councilman Miller said he attended the Strong Man Event at the Parks at Texas Star as well as
the Dallas Stars/Dr. Pepper press conference. He also mentioned in the Villages at Bear Creek
Park that maybe the jogging trail could possibly in the near future be extended for a longer
distance for those that jog all the time. Mr. Green stated presently the trail is two miles.
Councilman Miller stated that the Midway Recreation Center building will need to be painted in
the near future. He updated the Board Members on the status of Wilshire Park and stated the
park construction would resume after some things were resolved.
Chairman Owens discussed his concern regarding parking fees for Arbor Daze '99. Mr. Herold
related that the fees were set at $3.00 to cover additional costs.
ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 8:35 p.m.
