HomeMy WebLinkAbout1999-03-01 FAZE Copy REGULAR MEETING PARKS AND LEISURE SERVICES BOARD March 1, 1999 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:05 p.m. on Monday, March 1, 1999, in the Council Chambers of the Euless Municipal Building by Chairman Eric Owens. Other Board Members present were: Bruce Ebert, Glendora Waldrup, Carl Miller, Boyce Byers, Stacey Hollinger and alternate Thomas Jenkins. Members absent were alternate Mike Daniel. Staff members present were: Director of Community Services Rick Herold, Parks Superintendent Johnnie Green, Community Services Financial Manager Coy Gray, City Planner Carol Griffith, Technician Johnny Rodriguez and Administrative Secretary Linda Lux. Visitors present were: Council Member Leon Hogg. INVOCATION The invocation was given by Stacey Hollinger. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the February 1, 1999 regular meeting. Boyce Byers asked that Council Member Hogg's statement "the land was purchased by the city in order to park equipment while working on Sulphur Branch" be added to Page 4, Item IV. Glendora Waldrup made the motion to approve the minutes with the noted amendment being added to Page 4 and was seconded by Stacey Hollinger. The vote was unanimous. OLD BUSINESS I. Board Members' Reports Mr. Miller said his parks are Ruth Millican and South Euless. At South Euless there have been many improvements which include a new fence, ADA(American with Disabilities Act) access and a retaining wall. He said Ruth Millican looks good and the Fuller House looks very nice. Mr. Miller also stated he had recently been to the Parks at Texas Star and the new soccer fields were Parks and Leisure Services Board Page 2 March 1, 1999 awesome. He did also notice the rest rooms were closed but this was probably due to the park not being open yet for the spring playing season. Mr. Ebert stated his two parks are J. A. Carr and Kiddy Can parks. He stated J. A. Carr (Simmons) is an attractive parks which is neat but is in need of some repairs. The gazebo has some wood which has rotted and there are some inoperable lights. Mr. Ebert stated Kiddy Can park had been recently mowed but he did notice lots of trash in the creek bed and some tree limbs had fallen and should be removed. Mr. Green stated Facility Maintenance had already been contacted as to the inoperable lights at Simmons. Mrs. Byers said her two parks are McCormick and Villages of Bear Creek. She mentioned the irrigation box was broken at McCormick Park and there had recently been lots of activity at the Villages of Bear Creek. Mrs. Waldrup stated she has Special Events. She stated the February seniors dance had a total of 113 people in attendance. The seniors had taken a trip to Hillsboro, gone to the DeLaney's vineyard in Grapevine, had a bake sale and a quilt raffle. Mr. Jenkins said is parks are Bob Eden and Trailwood. He stated Bob Eden park looked good and he had not been able to go by Trailwood Park. Mr. Owens stated his parks are Westpark and Wilshire Park. He said he went by Westpark and the new entrance has a lot of potential. He said Wilshire Park was still barren and the area around the park had been cleared and was rather barren. NEW BUSINESS II. Continue discussion of preliminary studies to South Euless Park Director of Community Services Rick Herold stated Julia Wakeley had met with some of the school officials but he did not know the status of her meeting since she had been out ill. Chairman Owens stated at the February meeting the Board was looking at Option A which would tie in the trail with the school property. Mr. Miller mentioned that with Option A the trail would not be divided by the soccer field (as shown in Option B) and that both the school and park areas would be ADA accessible. Parks and Leisure Services Board Page 3 March 1, 1999 Mr. Herold also stated the trail would tie into the surrounding neighborhoods. Mr. Herold advised the Board that Mr. Green would make the design changes and get the corrected pricing on the options. He also stated Mrs. Wakeley would have the status of the meeting with the school district at the next meeting. III. Continue discussion of preliminary study to the proposed Sulphur Branch Park Chairman Owens opened the floor up for continuation of the proposed Sulphur Branch Park study. Bruce Ebert stated this park would be a visual park and not a used park for activity due to the area being so small and no parking facilities. He said the Parks Department already mowes the property and they could continue to maintain the park by putting out traffic cones when they are working since S. Pipeline Road is a heavy traveled road. Glendora Waldrup stated she still has a concern with vehicles getting into the area for maintenance and the problems this would cause. Mr. Herold said the biggest concern would be the water truck gaining access into the area since there are no irrigation facilities on the property. Chairman Owens inquired if the Homeowners Association would be willing to take care of the seasonal beds. Mr. Ebert said he felt sure they would but he would talk to the Morrisdale Homeowners Association and see if the Association would agree, but he felt since this area was owned by the city that they should maintain it since they do maintain all the other city wide parks. Mr. Green mentioned that the Villages of Bear Creek Homeowners Association maintains all the medians along Fuller Wiser Road. Mr. Ebert made a motion that staff get with the necessary departments and work on a solution for the property and was seconded by Glendora Waldrup. The vote was unanimous. Boyce Byers made a motion that when budget time comes and any cuts are needed that all parks where children will benefit would remain and any others possibly be cut. Stacey Hollinger seconded the motion and the vote was as follows: Parks and Leisure Services Board Page 4 March 1, 1999 Ayes: Boyce Byers, Stacey Hollinger, Carl Miller and Eric Owens Nayes: Glendora Waldrup and Bruce Ebert IV. Discussion of Master Plan Survey Mr. Herold stated the surveys had been mailed out randomly to the community as well as being placed at the Simmons Center and The Rec Center. He said he hopes to have the results of the survey at the next meeting. V. Business of the Tree Board Bruce Ebert, Chairman of the Tree Board, asked Parks Superintendent Johnnie Green to give the report. Mr. Green said 16 trees had been planted at The Parks at Texas Star and 12 trees had also been planted at the rear of the Arbor Glen subdivision along Blessing Branch Creek. The Parks Department had also purchased a historic tree sapling from the Treaty Oak in Austin. a. Motion to recommend approval of Tree Ordinance City Planner Carol Griffith reviewed the proposed Tree Ordinance with the Board. She notated the changes which had been made since their last review and asked the Board if they had any quesitons concernig the proposed draft. After some discussion and changes among the Board Members, Bruce Ebert made a motion to recommend approval of the Tree Ordinance with the noted corrections and changes to the Planning and Zoning Commision. Eric Owens added to the motion"that the ordinance be recommended to the Planning and Zoning Commission and be referred as a joint recommendation to the City Council". Eric Owens seconded the motion and the vote was unanimous. Mr. Herold thanked Carol Griffith for all her hard work and long hours on the ordinance. He also thanked Bruce Ebert for his help and time spent with the ordinance. VI. Leisure Services Report Julia Wakeley, Parks and Leisure Services Manager, was not in attendance due to being sick. Parks and Leisure Services Board Page 5 March 1, 1999 VII Parks Report Johnnie Green,Parks Superintendent, stated B.E.S.A. (Bedford-Euless Soccer Association) started soccer this last week. Ralph Klein, Arborist, will be entered in a tree climbing event and he will represent the city in the event. Mr. Klein seems to be an expert at tree climbing and has won many competions in the past. He said Mr. Klein plans to have a large demonstration of this event at Arbor Daze 2000. VIII. Community Services Report Rick Herold, Director of Community Services, stated The Star brochure will be getting a new look with the help of the Star-Telegram and the brochure in the future will be cut back to only three issues a year. The Star will be a special edition in the Star-Telegram and any newspaper subscribers will receive the brochure through their delivery service. Mr. Herold introduced Parks Technician Johnny Rodriguez, who makes all the banners within the City of Euless and also introduced Community Services Financial Manager Coy Gray. He also mentioned the new athletic coordinator Suzanne Hendrickson will start on Monday, March 8th. Ms. Hendrickson previously worked for the City of Carrollton, is a Univeristy of North Texas graduate. Mr. Herold also mentioned the surrounding cities together will be hosting the state Games of 2001 which will include bowling, golf, basketball, ping-pong, baseball and other sports. He said the city does hope to participate in the program. A video presented by the Texas Parks and Wildlife titled"Texas Outdoors—A Vision for the Future"was shown to the Board Members showing how local and state entities are working together in order to try and keep the cost of user fees down in order that more people can take advantage of the area parks and forests. Mr. Herold reminded everyone of the Arbor Daze Silent and Live Auction on Saturday, March 6`h, at the Texas Star Conference Centre from 7:00 p.m. till 10:00 p.m. He also stated the Parks at Texas Star opens for spring on Saturday, March 66` . Mr. Herold mentioned KLUV kicked off Arbor Daze today March 1t, live with Rick on the radio. He stated the sponsors for Arbor Daze 1999 and 2000 are Grubbs Infiniti,Landmark Bank, Home Depot and H-E-B Hospital. Parks and Leisure Services Board Page 6 March 1, 1999 IX. Other New Business Chairman Owens reminded the Board of the parks and facilities tour on Saturday, March 13th, and said they would meet at 9:00 a.m. at Ruth Millican and tour all the complexes in a van. He also asked the Board to contact him or Rick's office if they were not taking the tour. Mr. Herold said lunch would be served at the Simmons Center at noon. X. Input from City Council Members and Visitors Councilman Hogg mentioned the recent remodel of the Ruth Millican center and said the Board would be very pleased with the results. He also said new audio video equipment had been installed in the Council Chambers. ADJOURNMENT Chairman Owens gave the benediction.
