HomeMy WebLinkAbout1999-01-04 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD January 4, 1999 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:03 p.m. on Monday, January 4, 1999, in the Council Chambers of the Euless Municipal Building by Chairman Eric Owens. Other Board Members present were: Bruce Ebert, Glendora Waldrup, Carl Miller and alternate Mike Daniel. Members absent were Stacey Hollinger, Boyce Byers and alternate Thomas Jenkins. Staff members present were: Parks Superintendent Johnnie Green, Leisure Services Manager Julia Wakeley and Administrative Secretary Linda Lux. Visitors present were: Council Member Leon Hogg and Jan Hogg, Richard and Ginger Moore, Brandi Breaud, Brittany Breaud, Ashley Kennedy, Steve McDaniel, David and Kathleen Sinzinger, Jenny Foley, Penny Mentlik and Patti Ybarra. INVOCATION The invocation was given by Bruce Ebert. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the December 7, 1998 regular meeting. Mr. Ebert asked that the following statement be added on Page 3, Paragraph 3 of Parks Report: "Mr. Ebert pointed out there is a drainage/driveway on the property and vehicles can be parked in that area for any maintenance purposes". Carl Miller made the motion to approve the minutes with the addition stated above and was seconded by Glendora Waldrup. The vote was unanimous. OLD BUSINESS I. Board Members' Reports Mr. Miller said both J.A. Carr Park and Kiddy Carr Park looked good. He stated J. A. Carr Park has had a high volume of usage this last month. Mrs. Waldrup stated she had no report for either Westpark or Wilshire Park due to the construction.. Parks and Leisure Services Board Page 2 January 4, 1999 Mr. Ebert stated he was not aware of the December special events and would yield his report to Mrs. Julia Wakeley for the functions held during the holidays. Mr. Owens stated Villages of Bear Creek Park and McCormick Park both looked good. He did mention his concerns with the eroded fencing in McCormick Park. Mr. Green advised the Board that he and Public Works were working to remedy the situation. (NOTE: Mr. Green stated the fence has been removed as of January 6, 1999). NEW BUSINESS I. Community Services Report Rick Herold, Director of Community Services, was out of town. II. Parks Report Johnnie Green, Parks Superintendent, stated the Parks Department has been very busy this season due to the Christmas holidays. His staff has replanted trees which were lost during this past summer due to the high temperatures and drought conditions. He plans to meet with the electrician this week regarding South Euless Park and is also obtaining fence estimates for the tennis courts and playground areas in order to meet the current ADA standards. He is also still obtaining prices for the South Euless playground equipment. Mr. Green also reminded everyone of the Recycling Program which is scheduled for Saturday, January 9th from 9:00 a.m. until 3:00 p.m. He said there would be snacks, demonstrations, one (1) free tree given per family, mulching of Christmas trees and free mulch given away. Mr. Ebert inquired as to the Sulphur Branch Park project. Mr. Green stated he had not received the design study but he would have it for the February meeting. He also mentioned he would have an update on the surrounding Westpark and Wilshire Park construction projects. M. Leisure Services Report Julia Wakeley, Parks and Leisure Services Manager, said the Christmas Tree Lighting was very successful. The attendance at the Parade of Lights was very good but the number of entries was less than last year. Overall this was the best decorated Parade of Lights since its inception. She Parks and Leisure Services Board Page 3 January 4, 1999 also mentioned the Employees Christmas Luncheon was again a huge success with full and part time employees now totaling 475. Mrs. Wakeley advised the Board and audience the New Year's Eve function with Trout Fishing in America had the largest attendance ever. IV. Business of the Tree Board Bruce Ebert, Chairman of the Tree Board, stated the total of trees planted in the 1 + 1 =2 program now totaled 63,578. Mr. Ebert asked Mr. Green where the new pine trees were planted what were recently purchased. Mr. Green advised the Board these trees were planted along Highway 10 and Texas Star to replace the trees which were lost due to the extremely hot summer. Mr. Green also mentioned the recent Arbor Daze luncheon with the sponsors and said they were shown the new Arbor Daze site along Bear Creek Boulevard, Midway Drive and Fuller Wiser. V. Other New Business Julia Wakeley, Parks and Leisure Services Manager, presented Richard and Ginger Moore with a gift for all their help and coordination with the Parade of Lights. Chairman Eric Owens also presented the Moore's with a Certificate of Appreciation for all their hard work and dedication with the Christmas Parade of Lights. Ginger Moore thanked the Board, City Council and staff for all their help and input with making the parade a great success. She further stated this event would not be possible without the help of all the volunteers which they rely on each year. Most of the volunteers live outside the city but they come back each year to help with the parade as well as Arbor Daze because they enjoy working with the Moore's and the city. She also thanked the Teen Court volunteers for their help during the parade. Mrs. Moore said there were not as many units in the parade this year but it ended up being the best parade ever. Richard Moore also thanked the City Council, staff and Board for all their support and he passed out Certificates of Appreciation to all the volunteers who helped them with the parade. Chairman Owens thanked the Moore's and volunteers for all their help and support with the parade. Chairman Owens passed out the new 1999 Park Assignments for the Board and also mentioned he would like a tour of all the park facilities for the benefit of the new Board Members. Mr. Parks and Leisure Services Board Page 4 January 4, 1999 Green suggested a tour of the facilities in late March or early April and would also like to show the Board the new Arbor Daze site. Chairman Owens also mentioned the Himes house which presently sits behind Euless Junior High and stated the Himes family is wanting to give the house to the City to add to our historic additions. Council Member Hogg said maybe the house could be moved to the area where the Fuller House presently sits. Mrs. Wakeley stated Mr. Billy Byers (Historical Preservation Committee)would check with Deputy City Manager Hennig to see about getting estimates on possibly moving the house per the Historical Preservation Committee. The Committee has suggested buying the land and maybe leaving the site as is with a park area surrounding the present site. Chairman Owens stated he would like the Board to be involved and kept apprised as to the decisions of the Himes project. Mr. Miller inquired as to the proposed status of the Tree Ordinance. Chairman Owens said the proposed Tree Ordinance is still being reviewed by city staff. VI. Input from City Council Members and Visitors Councilman Hogg stated 1998 was a great year and 1999 should be a better one. ADJOURNMENT Chairman Owens gave the benediction.
