HomeMy WebLinkAbout1998-11-02 11%1LE COPY REGULAR MEETING PARKS AND LEISURE SERVICES BOARD November 2, 1998 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on Monday, November 2, 1998, in the Council Chambers of the Euless Municipal Building by Chairman Richard McNeese. Other Board Members present were: Bruce Ebert, Eric Owens, Stacey Hollinger, Glendora Waldrup and alternates Carl Miller and Boyce Byers. There were no members absent. Staff members present were: Director of Community Services Rick Herold, Parks Superintendent Johnnie Green, City Planner Carol Griffith, Leisure Services Manager Julia Wakeley and Administrative Secretary Linda Lux. Visitors present were: Council Member Leon Hogg and Mike Daniel. INVOCATION The invocation was given by Carl Miller. APPROVAL OF MINUTES Chairman McNeese asked if there were any additions or corrections to the minutes from the October 5, 1998 regular meeting. There being no changes Eric Owens made the motion to approve the minutes as written and was seconded by Glendora Waldrup. The vote was unanimous. OLD BUSINESS I. Board Members' Reports Mrs. Byers stated she had no report this evening. Mr. Hollinger stated the Athletic Complex looks outstanding as always. Mr. Miller stated both J.A. Carr Park and Kiddy Carr Park looked great. Mr. Miller mentioned the water fountain at J. A. Can Park was not working and asked if someone could please check on this. Parks and Leisure Services Board Page 2 November 2, 1998 Mr. Owens stated Villages of Bear Creek Park has had lots of activity and the park looks good. He mentioned some of the fencing had fallen in the ditch at McCormick Park and asked that someone please check on this. Parks Superintendent Johnnie Green said the fence had fallen due to erosion but he would contact Public Works and see what could be done to remedy the situation. Mrs. Waldrup stated Westpark still has limited activity due to the road construction and Wilshire Park presently has limited activity due to the building construction. Mr. Ebert stated he was not aware of any special events this past month. Chairman McNeese stated he had no report this evening. NEW BUSINESS I. Community Services Report Rick Herold, Director of Community Services, stated one of his goals for the upcoming year is to try and increase the Park and Leisure Services Boards involvement. He mentioned that Johnnie Green and the Parks Department staff have been working very hard recently and the parks are looking good. Mr. Herold reviewed the recommended Parks and Leisure Services Projects 98/99 (Half-Cent Sales Tax projects). The projects included: (1) marquee signs and installation; (2) basketball goal installation; (3)playground surface improvements; (4) bench upgrades; (5)table upgrades; (6) trash receptacles; (7) portable rest room enclosures; (8)upgrades as needed throughout system; (9) disc golf course; (10) new playgrounds; (11) South Euless trail; (12) Adopt-A-Spot signs and marketing; (13) marketing assistance/beautification; (14)Midway Recreation Center game area flooring; (15) special event tables, and (16) project contingency. Eric Owens made the motion to recommend approval of the Half-Cent Sales Tax projects and was seconded by Stacey Hollinger. The vote was unanimous. Glendora Waldrup made the motion to recommend that an outdoor basketball facility be added at South Euless Park and was seconded by Carl Miller. The vote was unanimous. Mr. Herold also mentioned the new recreation fees would be discussed at the next City Council pre-session meeting on November 24th. Parks and Leisure Services Board Page 3 November 2, 1998 II. Parks Report Johnnie Green, Parks Superintendent, stated the Parks Department staff have been getting all the parks ready for winter. Arborist Ralph Klein has been very busy pruning trees throughout the city parks. He mentioned the playground at Wilshire Park was deemed unsafe and has been removed but would be upgraded at a later date. Mr. Green advised the Board that a new statue has been erected at The Parks at Texas Star and they should stop and see it the next time they are at the Athletic Complex. III. Leisure Services Report Julia Wakeley, Parks and Leisure Services Manager, stated the October special events consisted of the Halloween Howl and Friday Nite at the Rec. She also reminded the Board of the scheduled Work Session on Saturday, November 21st from 8:00 a.m. until 12:00. Professors from the University of North Texas would also be attending the Work Session. Mrs. Wakeley also reminded the Board of the upcoming events: (1)December 8th - Christmas Tree lighting; (2) December 12th- Christmas Parade of Lights; (3) Senior Citizens luncheon; (4) Seniors dances once a month and (5) computer classes for the seniors. IV. Business of the Tree Board Eric Owens, Vice Chairman of the Tree Board, introduced City Planner Carol Griffith and said she will be updating the Board on the revisions to the proposed Tree Ordinance. Ms. Griffith went through each section of the old ordinance and explained the new draft revisions which would be included into the new proposed Tree Ordinance. After much discussion of the proposed new draft, the consensus was to work on the draft some more before making any recommendations to City Council. Bruce Ebert made the motion to table the modifications to the proposed Tree Ordinance so the Board could review the information a little longer. The motion was seconded by Carl Miller and the vote was unanimous. Vice Chairman Owens thanked Ms. Griffith for all her work on the Tree Ordinance. Other New Business Mr. Herold presented the Board with the Parks and Leisure Services Mission Statement which was created during the staff retreat in October. Carl Miller made the motion to approve the Mission Statement as presented and was seconded by Eric Owens. The vote was unanimous. Chairman McNeese thanked Carol Griffith for all her work with the Tree Ordinance. VI. Input from City Council Members and Visitors Councilman Hogg stated some of the Council went to TML (Texas Municipal League) in San Antonio and they saw pictures of the flooding in south Texas. He also heard many good comments about Euless. Chairman McNeese stated December would be his last month on the Board after thirteen years and he will be going to the Planning and Zoning Commission starting in January 1999. ADJOURNMENT Chairman McNeese gave the benediction. There being no further business to conduct, the meeting was adjourned at 9:25 p.m. C • •• airman Aest
