HomeMy WebLinkAbout1998-02-02 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD February 2, 1998 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:01 p.m. on Monday, February 2, 1998, in the Council Chambers of the Euless Municipal Building by Chairman Richard McNeese. Other Board Members present were: Eric Owens, Glendora Waldrup and alternate Boyce Byers. Members absent were Bruce Ebert, Jerry Robinson, Stacey Hollinger and alternate Carl Miller. Staff members present were: Community Services Director Rick Herold, Parks and Leisure Services Manager Julia Wakeley, Parks Superintendent Johnnie Green and Administrative Secretary Linda Lux. Visitors present were: Mike Daniel with the Euless Athletic Association. INVOCATION The invocation was given by Boyce Byers. APPROVAL OF MINUTES Chairman McNeese asked if there were any additions or corrections to the minutes from the January 5, 1998 regular meeting. There being no changes Glendora Waldrup made the motion to approve the minutes as written and was seconded by Boyce Byers. The vote was unanimous. OLD BUSINESS I. Board Members' Reports Mrs. Waldrup reported that J. A. Carr Park was nice and clean and there were many people out walking. A bed of iris are about ready to bloom and she also mentioned the rose bed needed pruning. She stated Kiddy Carr Park had lots of children playing at the south end of the park (probably from the apartments) and more mulch had been added to the existing compost pile. Mrs. Byers stated the pot hole in the parking area at Bob Eden Park had been repaired by Public Works. At Trailwood Park she noticed a tree is leaning towards a home on Trailwood Drive and asked if the Parks Department might check on this for her. Parks and Leisure Services Board Page 2 February 2, 1998 Mr. Owens stated Wilshire Park looked good. He mentioned there was lots of activity at Westpark(soccer practice on ball field#1) and stated the new entrance to the park will be nice after Westpark Way has been widened and the construction completed. Mr. McNeese stated he had no report this evening but requested a list of any upcoming events be given to the Board Members. NEW BUSINESS I. Community Services Report Rick Herold, Director of Community Services, advised the Board that he and Julia Wakeley had recently met with the University of North Texas and suggested the need to update the Parks Master Plan, short and long term goals, '/2 cent projects and any other major projects which the Board would deem necessary. Mr. Herold also mentioned there has been an increase in users at the Villages of Bear Creek Park, especially with the increase of apartments being built throughout the area. He said they will be surveying the citizens in order to obtain future needs of the City. He further stated the City will possibly try entering into local agreements with other cities and/or the school district in order to help with future grant funding. The scoreboards for the Parks at Texas Star Athletic Complex are being paid for by the Fort Worth Star-Telegram Northeast. March 28th will be the grand opening of the Parks at Texas Star Athletic Complex with the EAA(Euless Athletic Association) and the EGSA(Euless Girls Softball Association) being present. Everything at the Athletic Complex is looking good now that some of the trees have been planted. The Fort Worth Star-Telegram Northeast has said they would like to sponsor the Grand Opening with T-shirts for all the kids. A job fair has been scheduled for February 24th and 25th at the Conference Centre in order to hire more people for the Conference Centre, Raven's Grille, Parks Department and new Athletic Complex. Mr. Herold also stated a meeting needs to be scheduled to meet with the three sports associations. The Board Members decided to meet with the associations on Monday, February 23rd at 6:30 p.m. in the Municipal Building. H. Leisure Services Report Julia Wakeley, Parks and Leisure Services Manager, stated Lu Mitchell will be performing at the Ruth Millican Center on Saturday, February 21st. The job fair will be conducted on Tuesday and Parks and Leisure Services Board Page 3 February 2, 1998 Wednesday, February 24th and 25th from 10:00 a.m. to 7:00 p.m. both days at the Texas Star Conference Centre. They will be taking applications for wait staff, parks maintenance, swimming pools, greens keepers and golf course employees. The Arbor Daze Silent Auction is scheduled for Saturday, March 14th at the Midway Recreation Center. The Ultra Golf Classic Tournament (4-person scramble)has been scheduled for Friday, March 20th, with the cost being $99.00 per person (this will include lunch, carts& etc.). The Grand Opening of the new Athletic Complex will be on Saturday, March 28th with the athletic associations being present. Saturday, April 4th is Texas Trash-Off Day. The Arbor Daze Gala is Thursday, April 23rd and Arbor Daze is April 24th- April 26th. HI. Parks Report Parks Superintendent Johnnie Green, stated the Parks Department has been busy planting trees at the Athletic Complex. He said some trees were also planted by hand along South Pipeline Road and they will be planting more in the near future. They have also finished the winter fertilizing and the grass is looking very good. He mentioned there have been no real problems with drainage at the new Athletic Complex especially since the ball fields were built with a sloping design to carry any water away from the fields. IV. Business of the Tree Board Eric Owens, Vice-Chairman of the Tree Board stated that to date 53,245 trees have been planted. A minimum of 330 shade and ornamental trees will be planted at the new Athletic Complex. The parks crew chipped 2,400 Christmas trees and most of the mulch has been put under the newly planted trees at the Athletic Complex with the remaining mulch under the trees along the median on Highway 10. V. Other New Business Eric Owens commended City Planner, Carol Griffith, on her presentation and hard work at the January work session regarding the Tree Ordinance. Input from City Council Members and Visitors Mike Daniel with EAA(Euless Athletic Association) said the Pony Regional Tournament will be hosted at The Parks at Texas Star Athletic Complex this spring. ADJOURNMENT Chairman McNeese gave the benediction. There being no further business to conduct, the meeting was adjourned at 7:55 p.m. irman nest.
