HomeMy WebLinkAbout1998-01-05 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD January 5, 1998 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:05 p.m. on Monday, January 5, 1998, in the Council Chambers of the Euless Municipal Building by Chairman Richard McNeese. Other Board Members present were: Eric Owens, Jerry Robinson, Stacey Hollinger, Bruce Ebert and Glendora Waldrup. Director of Community Services Rick Herold and alternates Boyce Byers and Carl Miller were absent. Staff members present were: Parks and Leisure Services Manager Julia Wakeley, Parks Superintendent Johnnie Green and Administrative Secretary Linda Lux. Visitors present were: Mike Daniel with the Euless Athletic Association and Council Member Carl Tyson. INVOCATION The invocation was given by Jerry Robinson. APPROVAL OF MINUTES Chairman McNeese asked if there were any additions or corrections to the minutes from the December 1, 1997 regular meeting. There being no changes Eric Owens made the motion to approve the minutes as written and was seconded by Glendora Waldrup. The vote was unanimous. OLD BUSINESS I. Board Members' Reports Mr. Hollinger stated he had no report this evening. Mr. Robinson mentioned he took his grandchildren to the new Athletic Complex and they tried out all the playground equipment and had a great time. Mr. Owens stated Wilshire Park looked fine but he was unable to check on Westpark due to the street construction on Westpark Way. Mr. Ebert stated he had no report this evening. Parks and Leisure Services Board Page 2 January 5, 1998 Mrs. Waldrup stated J. A. Carr Park was very clean and looked good. She also said Kiddy Carr Park looked fine and all the debris in the creek had been cleaned up. Chairman McNeese stated he had no report this evening. NEW BUSINESS I. Community Services Report Rick Herold, Director of Community Services, was absent from the meeting. II. Parks Report Johnnie Green, Parks Superintendent, mentioned his department spent the first part of December putting decorations up for Christmas and removing them after the holidays. The Employees Christmas Luncheon was held on December 18th and everyone enjoyed it as usual. He also mentioned between 500 to 800 trees were chipped starting the day after Christmas. Jerry Shiflet who cut his knee a couple of months ago is back at work but another employee stepped in a hole and hurt his knee. Mr. Green advised the Board the Athletic Complex is coming along fine. There has been some vandalism with motorcycles tearing up the T-ball and soccer fields. He also stated the City has not received any word back yet on the grant application. All the lights at the Athletic Complex(Phase I) are to be replaced by General Electric due to the bulbs being bad. III. Leisure Services Report Julia Wakeley, Parks and Leisure Services Manager, reported that December was a very busy month for everyone. The Parade of Lights was held on December 6th with 75 to 80 entries and about 5,000 people in attendance. The Country Christmas Carol at the Ruth Millican Center was a great success. Also about 400 seniors attended the Seniors Christmas Ball which was held at The Midway Recreation Center with the Dave Alexander Band providing the entertainment. Also during the month was the Employees Christmas Luncheon and rounding out the month with Trout Fishing in America playing at the New Year's Eve Concert at Texas Star. Mrs. Wakeley also advised the Board a work session needed to be scheduled in order to review and update the current Tree Ordinance. Parks and Leisure Services Board Page 3 January 5, 1998 Chairman McNeese discussed with the Board some dates for a Saturday work session and they decided on Saturday, January 24th. He asked that all information be mailed to the members so they may review before coming to the work session. IV. Business of the Tree Board Chairman McNeese stated the 1 + 1 =2 program total was now 53,219 trees planted. Mr. Green advised the Board that 45 trees had been planted at the Athletic Complex and more will be planted at a later date with a goal of 300 trees being planted. V. Other New Business Mr. Robinson mentioned Alice and Marland Ernest were honored at a recent City Council meeting and suggested the Board might want to rescind the motion from the December meeting to recognize them for all their hours of work since this has already been done. Mr. Robinson made the motion to rescind the previous motion and was seconded by Mr. Owens. The vote was unanimous. Mr. Robinson suggested the Board might give the Ernest's a tree to plant. Chairman McNeese stated that it is time for the Election of Officers. Currently the officers are Richard McNeese- Chairman, Jerry Robinson- Vice-Chairman and Eric Owens - Secretary. Mr. Ebert made the motion to keep the same officers. Mr. Hollinger seconded the motion and the vote was unanimous. Chairman McNeese asked the Board to elect officers for the Tree Board. Currently he is the Chairman and Mr. Robinson is the Vice-Chairman. Chairman McNeese asked to be removed as Chairman of the Tree Board this year in order to give another Board Member the chance to be involved. The members voted by secret ballot and they elected Mr. Robinson as Chairman and Mr. Owens as Vice-Chairman. VI. Input from City Council Members and Visitors Mike Daniel with the Euless Athletic Association said he and the other associations are meeting with Rick Herold on January 8th regarding the spring opening of The Parks at Texas Star Athletic Complex. Parks and Leisure Services Board Page 4 January 5, 1998 Councilman Tyson commented on how busy the month of December was with the Parade of Lights, employee's Christmas Luncheon, seniors Christmas dance and numerous other activities. He also mentioned how nicely Morrisdale was decorated and thought maybe this could be done throughout the city. Mr. Ebert stated Morrisdale was voted in the top ten neighborhoods for seeing Christmas lights. ADJOURNMENT Chairman McNeese gave the benediction.
