REGULAR MEETING
PARKS AND LEISURE SERVICES BOARD
December 1, 1997
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:05 p.m. on
Monday, December 1, 1997, in the Council Chambers of the Euless Municipal Building by
Chairman Richard McNeese. Other Board Members present were: Eric Owens, Jerry Robinson,
Stacey Hollinger, Bruce Ebert, Glendora Waldrup, alternates Boyce Byers and Carl Miller. Staff
members present were: Community Services Director Rick Herold, Parks and Leisure Services
Manager Julia Wakeley, Parks Superintendent Johnnie Green, City Planner Carol Griffith and
Administrative Secretary Linda Lux.
There were no visitors present at the meeting.
INVOCATION
The invocation was given by Eric Owens.
APPROVAL OF MINUTES
Chairman McNeese asked if there were any additions or corrections to the minutes from the
November 3, 1997 regular meeting. There being no changes Glendora Waldrup made the motion
to approve the minutes as written and was seconded by Jerry Robinson. The vote was
unanimous.
OLD BUSINESS
I. Board Members Reports
Mrs. Byers stated she had no report this evening.
Mr. Miller stated the gazebo needs to be repaired at McCormick Park. The Villages at Bear
Creek Park looks good but has noticed an orange fence along part of the trail. Mr. Herold
advised Mr. Miller the bank along the trail had eroded and that is the reason for the orange
fencing.
Mr. Hollinger stated he had no report this evening.

Mr. Robinson stated the"Sneak-A-Peek"was a success and wished more people had attended.
He mentioned the new athletic complex will be a great asset to the City.
Mr. Owens stated he had no report this evening.
Mr. Ebert stated both Midway and Blessing Branch Parks looked nice.
Mrs. Waldrup stated J. A. Can Park looked nice, the trees are very beautiful. She also mentioned
the water fountain was not working. Mr. Green advised the Board all the water fountains are
turned off during the winter months.
Chairman McNeese mentioned the Seniors luncheon was held on November 19th. The
"Sneak-A-Peek" held on Saturday November 8th was much larger and nicer than expected. He
appreciated the staff for all their creativity and work which had been done.
NEW BUSINESS
I. Parks Report
Rick Herold, Director of Community Services, mentioned the Texas Parks and Wildlife
Department had made a site visit to the Parks at Texas Star Athletic Complex on November 13th.
He said the City should hear in early January on whether grant money will be available for Phase
II of the athletic complex. The Recreation Department has had lots of new programs and the
percentage of classes being made have increased each session. The Parks Department has some
part time employees which Mr. Green is trying to get full time since they have turned out to be
very dedicated and hard working employees and they will be an asset to the Parks Department.
Mr. Herold also mentioned the need to look again at the Parks Master Plan and hopes this can be
done during the month of January. He mentioned the need to maybe acquire an aquatics program,
continue with Phase II and III of the Parks at Texas Star Athletic Complex as well as more
recreational space since the present programs are running at full capacity.
Mr. Herold advised the Board that all the lights have been recalled and will all be replaced at the
Parks at Texas Star Athletic Complex. He further mentioned the swing set at Midway Park had a
small amount of lead in the paint and has been removed. The Texas Star Golf Course reopened to
the public on November 20th and the driving range and batting cages open on November 28th.

Johnnie Green, Parks Superintendent, mentioned the grass in the creek had been cleared out of
Blessing Branch. The T-ball fence was being installed today and trees will be planted now and all
during the winter months.
Mr. Robinson said some of their friends took the grandchildren out to the new playground at the
Parks at Texas Star Athletic Complex and were very impressed with the facility.
II. Leisure Services Report
Julia Wakeley, Parks and Leisure Services Manager, stated the seniors Thanksgiving luncheon
provided by North Main Street BBQ was a great success with 75 seniors attending. The seniors
Christmas luncheon is scheduled for December 10th also being provided by North Main Street
BBQ. The seniors Christmas Ball is scheduled for December 13th at"The Rec"with Dave
Alexander's band performing. The Austin Lounge Lizards played at Ruth Millican on November
22nd and it was a packed house with many people being turned away. The Employee Christmas
luncheon is scheduled for December 18th at"The Rec". The Parade of Lights is scheduled for
Saturday December 6th with a float for the Park Board and their families to ride. The Country
Christmas Carol is scheduled at Ruth Millican from December 9th through 14th so make your
reservations soon. Mrs. Wakeley also mentioned Trout Fishing in America is scheduled to
perform on New Year's Eve with a 2:00 p.m. showing for the children and 10:00 p.m.
performance for adults.
III. Business of the Tree Board
Chairman McNeese stated the 1 + 1 =2 program total was now 53,146 trees planted. He also
stated it is time to reapply for the"Tree City U.S.A"which is due by December 31st.
IV. Other New Business
Carol Griffith, City Planner, mentioned she had a meeting with directors Rick Herold and Bo Bass
regarding updating the present Tree Ordinance. She has obtained their comments and will get
with the Code Enforcement Department for their review and additional comments. She stated the
Board may want to possibly have a work session in January to review the new updated tree
information gathered.

Mr. Robinson advised the Board that Marland and Alice Ernest have recently moved to Lake
Granbury. He said Alice served on the Beautification Board and Marland served on the Parks and
Leisure Services Board and felt their hard work and services to the city should be recognized.
Jerry Robinson made a motion to recognize Marland and Alice Ernest for all their hours of work
with the City of Euless and was seconded by Eric Owens. The vote was unanimous.
V. Input from City Council Members and Visitors
Rick Herold, Director of Community Services, reminded everyone of the Parade of Lights and for
the Board to be prepared to have lots of fun and do lots of waving. He also reminded everyone
that City Hall closes at noon on Wednesday 24th and is also closed on Friday December 26th.
ADJOURNMENT
Chairman McNeese gave the benediction. There being no further business to conduct, the
meeting was adjourned at 8:15 p.m.
