HomeMy WebLinkAbout1997-11-03 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD November 3, 1997 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. on Monday, November 3, 1997, in the Council Chambers of the Euless Municipal Building by Chairman Richard McNeese. Other Board Members present were: Eric Owens, Jerry Robinson, Stacey Hollinger, Bruce Ebert, Glendora Waldrup and alternate Boyce Byers. Alternate Carl Miller was absent. Staff members present were: Community Services Director Rick Herold, Parks and Leisure Services Manager Julia Wakeley, Parks Superintendent Johnnie Green, City Planner Carol Griffith and Administrative Secretary Linda Lux. Visitors present were: Council Member Leon Hogg. INVOCATION The invocation was given by Boyce Byers. APPROVAL OF MINUTES Chairman McNeese asked if there were any additions or corrections to the minutes from the October 6, 1997 regular meeting. There being no changes Glendora Waldrup made the motion to approve the minutes as written and was seconded by Stacey Hollinger. The vote was unanimous. OLD BUSINESS I. Board Members Reports Mrs. Waldrup stated J. A. Carr Park and Kiddy Can Park both looked good. Mr. Ebert stated Midway Park looked good and stated the bridge crossing the creek needs to be painted. At Blessing Branch he mentioned there was dead vegetation in the creek which needed to be removed. Mr. Ebert also mentioned the triangular park along Morrisdale had been mowed but had not been landscaped yet. Mr. Owens stated he had no report this evening. Mr. Robinson said much progress had been made on the Athletic Complex and it was really looking good and was excited about Saturdays preview of the complex. He also toured the golf Parks and Leisure Services Board Page 2 November 3, 1997 course and said it looked great. He also noticed in Villages of Bear Creek a seat swing had been broken and needed to be repaired. Mr. Hollinger mentioned both South Euless and Ruth Millican parks looked nice. Mrs. Byers stated both Bob Eden and Trailwood parks looked great and has had much usage this last month. Chairman McNeese stated he had no report this evening. NEW BUSINESS I. Parks Report Johnnie Green, Parks Superintendent, stated they had concentrated most of their effort and time on getting the Athletic Complex ready for the preview on November 8th. He has also been involved with the bids for the entrance signs, electrical work and stonework for the athletic complex. He also mentioned one of his employees, Jerry Shiflet, had been involved in an accident on the job and had some ligaments in his leg cut and would be out for a few months. Mr. Green further mentioned the trees would be planted at the entrance to the athletic complex after the first frost. II. Leisure Services Report Julia Wakeley, Parks and Leisure Services Manager, stated the seniors had been busy recently with trips to Canton and the Arbuckle mountains, bridge tournaments and the upcoming bake sale. They are also busy getting ready for the Thanksgiving luncheon at North Main Street BBQ, the Christmas Ball and their Christmas luncheon. Mrs. Wakeley stated the Halloween Howl was a success with 100 children and parents in attendance. The preschool children came to City Hall and went trick-or-treating in costumes to all the departments. The Country Christmas Carol is scheduled at Ruth Millican from December 9th through 14th. She also reminded the Board of the upcoming"Sneak-A-Peak"for the athletic complex on Saturday,November 8th. Mrs. Wakeley mentioned she, Rick Herold and Johnnie Green had attended the NRPA conference in Salt Lake City October 29th through November 2nd. Parks and Leisure Services Board Page 3 November 3, 1997 III. Business of the Tree Board Chairman McNeese stated the 1 + 1 = 2 program total was now 53,112 trees planted. IV. Other New Business Carol Griffith, City Planner, passed out information which she had compiled for updating the present Tree Ordinance. The purpose of the new proposed ordinance will establish regulations governing the conservation of trees by : (1) ensuring that the local stock of native trees and vegetation is retained and replenished, and prohibiting indiscriminate site clearing; (2)promoting site planning which furthers the preservation of mature trees and natural areas; (3) providing for the protection of trees during construction; and (4) providing for the replacement or replanting of protected trees which are permitted to be removed. Ms. Griffith asked the Board and staff to please review the information for input, call her and she will compile all comments into another proposal for the December meeting. V. Input from City Council Members and Visitors Councilman Hogg mentioned everyone is doing a great job and keep up the good work. The Planning Department is updating the zoning within the City. The golf course opens to the public on November 20th. Councilman Hogg reminded everyone of the"Sneak-A-Peek"for the athletic complex on Saturday, November 8th. The projected grand opening will be sometime in the spring. Rick Herold, Director of Community Services, said he is excited about the"Sneak-A-Peek"and all the fun being planned for the day. The Legendary Ladies of Baseball will be there to sign autographs and comment on what it was like during the times when they played professional baseball. Some of the special guests will include Pro Players Jim Tyrone, Steve Buchelle, Steve Busby and also Pete O'Brien. There will be free usage of the batting cages and driving range. The concession stand will be open serving hot dogs, peanuts, popcorn, cracker jacks and cold drinks.
