REGULAR MEETING
PARKS AND LEISURE SERVICES BOARD
October 6, 1997
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:04 p.m. on
Monday, October 6, 1997, in the Council Chambers of the Euless Municipal Building by
Chairman Richard McNeese. Other Board Members present were: Eric Owens, Jerry Robinson,
Stacey Hollinger, Bruce Ebert, Glendora Waidrup, alternates Carl Miller and Boyce Byers. Staff
members present were: Community Services Director Rick Herold, Parks Superintendent Johnnie
Green, City Planner Carol Griffith and Administrative Secretary Linda Lux.
Visitors present were: Council Member Leon Hogg.
INVOCATION
The invocation was given by Jerry Robinson.
APPROVAL OF MINUTES
Chairman McNeese asked if there were any additions or corrections to the minutes from the
September 8, 1997 regular meeting. There being no changes Jerry Robinson made the motion to
approve the minutes as written and was seconded by Eric Owens. The vote was unanimous.
OLD BUSINESS
I. Board Members Reports
Mrs. Waldrop stated J. A. Can Park was in good shape with roses blooming, the xeriscape garden
also looked good and there was some trash overflowing from the trash cans.
Mr. Miller stated he had no report this evening.
Mr. Owens stated he visited both Westpark and Wilshire Park earlier in the month and they
looked good.
Mr. Robinson said much progress had been made on the Athletic Complex and it looks very good.
Mr. Hollinger stated he had no report this evening.

Mr. Ebert stated Midway Park has had lots of usage, was mowed and everything looked nice and
neat. He noticed the foot bridge crossing the creek could use some paint. At Blessing Branch he
mentioned the park had been mowed but there were still weeds in the creek which needed to be
chopped down. He suggested that maybe the city could use teens from court who needed to
work off their traffic violation fines. Mr. Ebert also mentioned he had lunch at the Raven's Grille
today and there was a banner draped over the large rock at the entrance to Texas Star Parkway
and Highway 10.
Rick Herold advised the Board that Saga had rented the conference center for the week and they
had draped the banner over the rock for advertisement purposes.
Mrs. Byers stated she had no report this evening.
Chairman McNeese stated he would let Mr. Herold inform the Board of any special events taking
place.
NEW BUSINESS
I. Parks Report
Johnnie Green, Parks Superintendent, stated he had some drawings/plans for the triangular piece
of land by Morrisdale Addition on West Pipeline Road. He passed the drawings around so the
Board could see what landscaping was proposed. He further mentioned the Parks Department
had been involved in many projects this past month. Also, the water usage this last month had
been higher than usual due to the lack of rain; they have had many problems with insects and web
worms recently; and the grounds maintenance hours are down from last year due to the large
number of ozone days this summer.
Mr. Green also advised the Board the Parks Department has three openings at the present time
and they are trying to get these positions filled as soon as possible. One of the positions open is
an Urban Forester which would be a great asset to the department but the department would
consider hiring an Arborist as an alternative position.
Mr. Miller inquired if the signs for the parks had been made and when were they going to be
installed? Mr. Green said they are ready now and he will get with Public Works for installation.

II. Leisure Services Report
Rick Herold, Director of Community Services, stated he had received many good comments
regarding the renovation of the Midway Recreation Center. Also many new members have joined
the Rec. Center since the remodeling was done. Mr. Herold advised the Board he will be officing
at the Texas Star clubhouse for the next month in order to help oversee the golf course and new
restaurant.
Mr. Herold mentioned the preview("Sneak-A-Peek")for The Parks at Texas Star Athletic
Complex is scheduled for Saturday, November 8th. There will be special guests and/or athletes
who will attend and also sign autographs. The event will run from about 9:00 a.m. until 5:00 p.m.
with food, beverages, games and KRLD will also be live during the day. The batting cages
presently are not ready but they are hoping the padding for the cages will be delivered and
installed by November 8th.
Mr. Herold also stated the City of Euless/Arbor Daze had been chosen as one of the finalists in
the 1997 IFEA(International Festivals& Events Association) Pinnacle Awards Competition
being held in Montreal, Quebec on October 15, 1997.
III. Business of the Tree Board
Chairman McNeese stated the 1 + 1 =2 program total of 53,101 has not changed from the
previous month. Chairman McNeese stated he would like for the Board to review the Tree
Ordinance and to consider any revisions to the ordinance that may be needed.
Carol Griffith, City Planner, was present stating she was in the process of reviewing the Tree
Ordinance and would like some input from the Board as to what revisions they are wanting. She
has previously done work for the cities of Keller and DeSoto on their tree ordinances and will
work with this Board to update and make revisions to our ordinance. Chairman McNeese stated
he wants to maintain the older trees and wants to work with builders and contractors in keeping
as many trees as possible when construction occurs.
Ms. Griffith said she would get ordinances from other cities, draft some recommendations, get
with staff, code enforcement, engineering and parks to see what feedback she could obtain and
then bring some recommendations to the next meeting in November.

IV. Other New Business
Chairman McNeese stated there was not any new business for discussion.
V. Input from City Council Members and Visitors
Councilman Hogg invited everyone to come see the new Facility Maintenance Service Center and
also remember the Don Walser concert at the Texas Star Clubhouse on Friday, October 10th.
Mr. Carl Miller mentioned water and sanitary sewer was recently installed in Mosier Valley just
west of the new golf course.
ADJOURNMENT
Chairman McNeese gave the benediction. There being no further business to conduct,the
meeting was adjourned at 8:02 p.m.
