PARKS AND LEISURE SERVICES BOARD
September 8, 1997
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 p.m. on
Monday, September 8, 1997, in the Council Chambers of the Euless Municipal Building by
Chairman Richard McNeese. Other Board Members present were: Eric Owens, Jerry Robinson,
Stacey Hollinger, Bruce Ebert, Glendora Waldrop, alternates Carl Miller and Boyce Byers. Staff
members present were: Parks and Leisure Services Manager Julia Wakeley, Parks Superintendent
Johnnie Green and Administrative Secretary Linda Lux.
Visitors present were: Hank Fulmer, Fred Nagdhi and Jake Jacobson with BESA Texas Thunder
Soccer Club and Council Member Leon Hogg.
INVOCATION
The invocation was given by Carl Miller.
APPROVAL OF MINUTES
Chairman McNeese asked if there were any additions or corrections to the minutes from the June
30, 1997 regular meeting. There being no changes Eric Owens made the motion to approve the
minutes as written and was seconded by Glendora Waldrup. The vote was unanimous.
OLD BUSINESS
I. Board Members Reports
Mrs. Byers stated Bob Eden Park and Trailwood Park both are fine.
Mr. Miller stated the fence is broken at McCormick Park and a metal electrical box(east of the
gazebo)needs to be repaired. The McCormick Park has had much usage in the past weeks as
well as Villages of Bear Creek.
Mr. Hollinger stated both South Euless and Ruth Millican parks looked well manicured and in
good shape.
Mr. Robinson said he took a tour of the Athletic Complex and stated it looks like the facility
should be opened within thirty days. He said the grass was in and looked good, lots of

playground equipment for the children. There are still many finishing touches to be made within
the facility. Most of the fencing had been installed and the whole complex looked great.
Mr. Owens stated the ball fields need mowing at Westpark but other than that the park looks
good. He mentioned the pool building had been painted and had a new roof and the overall park
looked very good.
Mr. Ebert stated Midway has had lots of usage and some repairs still need to be made. At
Blessing Branch he mentioned the weeds along the ditch had been killed and the park looked
much better. He mentioned some ivy had been planted in the triangular piece of property on West
Pipeline next to the Morrisdale Addition along one side of the fence and inquired if this could be
done along the other fence line.
Mrs. Waldrup stated she had no report this evening.
Chairman McNeese stated `The Star' publication looked great and has lots of classes being
offered for the fall. He further mentioned the Raven's Grille had opened and he has heard the
food is really good. The Midway Recreation Center had been remodeled and the re-grand
opening was held the past weekend with a good turnout.
NEW BUSINESS
I. Parks Report
Chairman McNeese stated that Rick Herold was out of town for tonights meeting.
Johnnie Green, Parks Superintendent, advised the Board that they have been very busy with the
remodeling of Midway Recreation Center, the summer musical and the athletic complex. He said
the outfield fencing had been started at the athletic complex and each piece of fencing had to be
individually painted. Mr. Green also mentioned the tennis courts had been refinished at South
Euless and look very good with the new nets which were installed. He said the finish on the
tennis courts is epoxy(not asphalt) which was done in green with white stripping and the surface
should hold up as long as a regular tennis court surface.
Chairman McNeese mentioned the athletic complex was close to completion and suggested the
opening date be scheduled in early October.

Mr. Owens made the motion to set the opening date for the athletic complex for Saturday,
October 4th at 10:00 a.m. and was seconded by Mrs. Waldrup. The vote was unanimous.
II. Leisure Services Report
Julia Wakeley, Parks and Leisure Services Manager, advised the Board that 1,700 paying guests
attended the summer musical "Anything Goes"and Anicia Brown did an excellent job directing
the play. She mentioned another play"A Country Christmas Carol"has been scheduled for
December 9th through 14th at the Ruth Millican Center. Mrs. Wakeley also advised the Board
that Trinity High School has been renting the pool for their swim team while their renovation is
being done and this should only last another couple of weeks. The golf course has closed down
for the next two months in order to reseed the greens and get them healthy again. The Raven's
Grille at Texas Star has now opened, has great food and the Board should be receiving a 20%
coupon in the near future.
III. Business of the Tree Board
Chairman McNeese stated the 1 + 1 =2 program total is now up to 53,101 trees planted in the
city. Also the city no longer has an urban forester but will probably hire an arborist instead. The
city is also planning on planting 3,500 trees at the new athletic complex in the very near future.
IV. Other New Business
A. Texas Thunder Soccer Club
Jake Jacobson(President) and Chris Keogh(Vice President) of the Texas Thunder Soccer Club
were requesting permission to use the outfields of Bob Eden and Westpark baseball fields for
soccer practice from mid-October until mid-February. They said last year they used the fields
only three days a week but they are requesting four days this year if possible.
Mr. Green stated he was not sure yet about the flag football and girls softball teams as to when
and if they would be using the fields.
Chairman McNeese entertained a motion on this matter, Mr. Robinson made the motion for the
Texas Thunder Soccer Club to work with staff for scheduling the fields and was seconded by Mr.
Owens. The vote was unanimous.

V. Input from City Council Members and Visitors
Councilman Hogg apologized to the Board for not being at the Midway Recreation Center ribbon
cutting on Saturday. He mentioned the Raven's Grille had opened and the food served is good
and you get ample servings. The Star-Telegram stated they will spend $40,000 for the
scoreboards at The Parks at Texas Star Athletic Complex. Councilman Hogg has requested the
Board help with input on the current Tree Ordinance. The city is wanting to revise and update
this ordinance in order to keep the older trees from being destroyed.
Chairman McNeese stated the Board will get with Rick Herold on the Tree Ordinance and
possibly schedule a work session to discuss.
ADJOURNMENT
Chairman McNeese gave the benediction. There being no further business to conduct, the
meeting was adjourned at 8:05 p.m.
