HomeMy WebLinkAbout1997-02-03 C,e d Lfaufol(C9dnC< • REGULAR MEETING PARKS AND LEISURE SERVICES BOARD February 3, 1997 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:03 p.m. on Monday, February 3, 1997, in the Council Chambers of the Euless Municipal Building by Chairman Richard McNeese. Other Board Members present were: Eric Owens, Glendora Waldrup, Jerry Robinson, Stacey Hollinger and alternate Carl Miller. Members absent were Bruce Ebert and alternate Boyce Byers. Staff members present were: Community Services Director Rick Herold, Parks and Leisure Services Manager Julia Wakeley, Parks Superintendent Johnnie Green and Administrative Secretary Linda Lux. Visitors present were: Council Member Leon Hogg, James Taylor(President) and Frank Riley (Vice President) of the Euless Girls Softball Association (EGSA). INVOCATION The invocation was given by Carl Miller. APPROVAL OF MINUTES Chairman McNeese asked if there were any additions or corrections to the minutes from the January 6, 1997 regular meeting. Eric Owens made the motion to approve the minutes as written and was seconded by Glendora Waldrup. The vote was unanimous. AWARDS PRESENTATION There were no awards presented this month. OLD BUSINESS I. Board Members Reports Mr. Hollinger stated both Trailwood Park and Bob Eden Park were in good condition and well manicured. Parks and Leisure Services Board Page 2 February 3, 1997 Mr. Robinson reported that both Villages of Bear Creek Park and McCormick Park looked good. Mr. Owens stated that JA Carr Park and Kiddy Can Park both looked good and had lots of activity recently with the nice weather. There was some trash and debris along the creek. Mr. Miller reported that the fence around the Fuller House at Ruth Millican Park looked very nice. He also reported that at South Euless Park the slabs and grills were now in place and looked good. He mentioned the nature trails and the possibility of a feasibility study being done for tree work along the trails. Mrs. Waldrup reported that Blessing Branch Park and Midway Park both looked good. Mr. McNeese reported that he could see the continual progress at both the new athletic complex and golf course. NEW BUSINESS L Parks Report Mr. Herold stated he attended the Town Hall meeting recently at South Euless Elementary and commended Mr. Miller for starting a basketball program at the school for students who are not able to participate in other leagues. Mr. Miller coaches the teams with the help of parents in the evenings at the school. Presently there are about 70 girls and boys participating in the program. Mr. Herold announced the kickoff breakfast for the Texas Star Golf Course was this morning. Architect Keith Foster was present for the breakfast and 100 memberships were sold. The grand opening of the golf course is scheduled for May 22, 1997. The new number for the Texas Star Golf Course is 888-TEX STAR. The City will also have a booth at the Fort Worth Golf show this weekend. Mr. Herold commented that he would like to see a spike less golf course since this is the way of the future but this would be discussed later with City Staff. He said the spike less shoes keep from destroying the walks, carpet and furniture. More and more of the courses are leaning towards this type of golf course. The Parks at Texas Star is starting to come together. Another grant will be submitted for Phase II of the project in the near further but the project would not be started for another two years. He further advised the Board that the entire complex will be called "Texas Star Sports Centre" Parks and Leisure Services Board Page 3 February 3, 1997 (which includes the athletic park, golf course and softball fields). The new names at the golf center will be "Golf Course at Texas Star" and "Conference Centre at Texas Star". The re-grand opening at Softball World is scheduled for Sunday, February 23rd. Softball World has been refurbished with new paint, fencing and new infields. Mr. Herold mentioned the new Athletic Coordinator Andy Cedillo reported to work today. Heidi Hulin the new Programs Coordinator will be preparing the Leisure Times and Ann Hajek will be the new Food/Beverage Coordinator over Softball World. There will be a youth prevention specialist who will be working with the schools and teens starting the end of this month. Mr. Herold will invite all the new staff members to the March meeting for introduction to the Board. Arbor Daze kicks off at 7:00 p.m. on March 1st with the Silent Auction being held at the Midway Recreation Center with live music, food and other fun entertainment. Mr. Herold also reminded the Board of the upcoming historical marker dedication for Elisha Adam Euless on Sunday, February 9th at 2:00 p.m., with a reception following the dedication. Parks Superintendent Johnnie Green was present to show the Board Members the signs which are being prepared in-house through the Parks Department. He stated the old signs were hand painted and now the new signs are computerized with vinyl lettering, cut and placed on sized 18-guage non-rusting metal. The vinyl lettering should last from five to six years and not fade out. Mr. Green stated that new signs will be located in all the parks and should have all entrance park signs up during the month of March. Chairman McNeese commented on how good the new signs look and recommended proceeding with the new signs being placed in the parks with the approval of City Staff Mr. Miller made a motion authorizing the new sign program be implemented in all the parks and was seconded by Mr. Robinson. The vote was unanimous. IL Leisure Services Report Julia Wakeley, Parks and Leisure Services Manager, stated she has been in meetings for Arbor Daze as well as planning for the upcoming Arbor Daze Silent Auction scheduled for Saturday, March 1st. She has also met with Keep America Beautiful and entered the Gold Medal awards. Mrs. Wakeley mentioned that Home Depot has been very generous in donating items for the silent auction(a door set, riding mowers, grills, a portable building and much more). Business of the Tree Board Chairman McNeese stated that to date 42,053 trees have been planted and they hope to give out 5,000 to 6,000 trees at Arbor Daze. The goal is for 50,000 trees to be planted this year. Also there has been no word received back on the Tree City USA application. IV. Other New Business Chairman McNeese advised the Board Members of the reassignment of the parks. The new assignments are as follows: Boyce Byers(Bob Eden and Trailwood); Stacey Hollinger (South Euless and Ruth Millican); Carl Miller(McCormick and Villages of Bear Creek); Glendora Waldrup (J.A Carr and Kiddy Carr); Eric Owens (Westpark and Wilshire); Bruce Ebert (Midway and Blessing Branch); Chairman McNeese(Special Events) and Jerry Robinson(Athletic Complex). V. Input from City Council Members and Visitors Council Member Leon Hogg was present at the meeting and commented on the good job the Board is doing. He further stated the City has purchased the two Tejas buildings with the Service Center being relocated to this area and possibly moving part of the Fire Department to the present Service Center. Mr. Hogg also mentioned that City Council approved the Sotogrande golf course and the City will receive the tax revenue generated from it. Mr. James Taylor, President of the Euless Girls Softball Association(EGSA) and Mr. Frank Riley, Vice President were present requesting permission to use the softball fields again this year. The City has been most generous in the past in letting them use the fields for practice, games and tournaments. Mr. Owens made the motion to coordinate with staff for the use of the fields for the Euless Girls Softball Association and was seconded by Mr. Miller. The vote was unanimous.
