HomeMy WebLinkAbout1996-10-07 REGULAR MEETING PARKS AND LEISURE SERVICES BOARD October 7, 1996 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:03 p.m. on Monday, October 7 , 1996 in the Council Chambers of the Euless Municipal Building by Chairman Richard McNeese. Other board members present were: Eric Owens, Glendora Waldrup, Jerry Robinson, Stacey Hollinger, Bruce Ebert and Carl Miller. Staff members present were: Community Services Director Rick Herold, Parks and Leisure Services Manager Julia Wakeley, Parks Superintendent Johnnie Green and Parks and Leisure Services Secretary Anicia Wiltshire. Visitors present were Councilman Leon Hogg and Mike Daniel of the Euless Athletic Association. INVOCATION Invocation was given by Jerry Robinson. AWARDS PRESENTATION No awards were presented but Chairman McNeese congratulated Mrs. Wakeley for reaching her 30th anniversary with the city. APPROVAL OF MINUTES Chairman McNeese entertained a motion on the minutes from the September 9, 1996 regular meeting. Mr. Robinson motioned that the minutes be approved with corrections, Mr. Hollinger seconded the motion and the motion carried. OLD BUSINESS - Board Members Reports Mr. Hollinger stated that his parks were Trailwood and Bob Eden and that he was extremely happy that before October 1 , five Criminal Investigation officers were at Bob Eden Park. He stated that the parks looked nice. Mr. Green stated that the play ground equipment for Trailwood was in but that the landscaping needs to be finished. He also stated that the old berm with stone needed to be finished with wider concrete borders and that work was being done on the drainage system and that a walk was being poured that was handicap accessible. Mr. Green also stated that there were plans to add a small picnic station by the play ground and that a new drinking fountain had already been installed that was handicap accessible. Mr. Miller stated his parks were South Euless and Ruth Millican and that they both looked fine. He stated he saw crews working this week at the parks and that the parks always looked clean. Mr. Robinson stated that his parks were Villages of Bear PALS Board Mtg. 100796 page 2 Creek and McCormick and that the Villages look real good because the grass looks better. He stated that, at McCormick Park, the fence was broken and pushed under in places and that the creek needs cleaning up. Mr. Owens stated that his parks were J.A. Carr and Kiddie Carr and that both were looking good, that the tracks were in good shape and that he saw a lot of activity because of the good weather. He stated that Kiddie Carr was well maintained but asked if there were future plans for Kiddie Carr. Mr. Green stated that the marquee needed to be installed at Kiddie Carr as well as at Ruth Millican and that more product was needed to maintain the tracks. Mr. Ebert stated that his parks were Westpark and Wilshire and that both looked well kept and in good shape. Mrs. Waldrup stated that her parks were Blessing Branch and Midway and that both looked good. She stated the broken seesaw at Blessing Branch had been removed and that there was no debris. Chairman McNeese stated that his report was on the Athletic Complex and that the underground work was being done. He stated forms were being set. Mr. Herold stated that one could see where everything was going to be. Chairman McNeese thanked Mr. Herold and Mrs. Wakeley for the tour of the golf course and stated that he was impressed with the work already done. NEW BUSINESS I. PARKS REPORT Mr. Herold described the council approved budget and thanked the board for their work in prioritization of budget concerns. He stated that in the master list and budget, two basketball courts were being considered for Trailwood Park. He talked about the book Raving Fans by Ken Blanchard and how the "Raving Fan Employee of the Month" is being implemented in the Community Services Department. Mr. Herold talked about the Grand Openings of the Library, Texas Star and The Athletic Complex at the Texas Star. He also mentioned the Softball World Mixed Softball World Series and Championship tournament happening October 18-20. He stated that Bobby Bragan was to be the guest speaker at the Managers Meeting and that 155 teams from 35 states were competing in this tournament. He stated that fields from throughout the metroplex were being used to accommodate all the teams; Fort Worth, Cedar Hill, Grand Prairie, Arlington and Irving were all involved. Mr. Herold described the "Adopt A Bed" program in which Helen Lightbody has been instrumental and stated that a proposal for adopting medians was in the works. Mr. Herold stated the police department suggested closing the bathroom at Bob Eden Park during non-peak hours. Mr. Herold stated the golf fees had been approved by the golf course committee and that they would have to be approved by PALS Board Mtg. 100796 page 3 council. There was discussion on the golf fees. Mr. Herold stated the Library Gala was on October 19 and was being held to raise money for art work for the library. The event was to be a black tie affair. Mr. Herold closed stating the Texas Star opening would be around May 16, 1997 and that the Clubhouse would be complete around April 15, 1997. He stated booking of clubhouse rentals would begin on July 1. II. LEISURE SERVICES REPORT Mrs. Wakeley stated volunteers were needed for the following: the tournament at Softball World, the October 31st Halloween party at Midway, the December 7th Senior Ball at which Dave Alexander will play big band music and the December 14th Parade of Lights. Mrs. Wakeley stated that NETAC was using Ruth Millican to hold a Christmas play on December 14 and 15 and that the Austin Lounge Lizards are scheduled to play at the Odyssey building on November 1. Mrs. Wakeley stated that the weight equipment is being updated. Mr. Herold stated that Arbor Daze was going to be on the cover of the 1997 Southwestern Bell Yellow Pages. He also stated that Mr. Hoot Smith nominated Mrs. Wakeley for the HEB Hall of Fame. III. BUSINESS OF THE TREE BOARD Chairman McNeese reported that man hours for this month were 342 and that 11 trees had been planted bringing the 1+1=2 total to 41,905. He also stated that a Red Oak memorial had been planted at Midway Park on September 21 for Coach Ray S. Shorty who passed away in September and Weeping Willow memorial had been planted at the Villages of Bear Creek for Trevor Hampton who also passed away in September. Chairman McNeese stated that the Tree Grant was received and that the Texas Forest Services were renting a tent at Arbor Daze '97. IV. OTHER NEW BUSINESS There was no new business. V. INPUT FROM CITY COUNCIL MEMBERS AND VISITORS Mr. Daniel stated the Fall Baseball league of Euless Athletic Association was mainly an instructional league and that there were 8 and 10 year old brackets playing two games on each field on Saturdays. Councilman Hogg stated that the Dedication Ceremony for PALS Board Mtg. 100796 page 4 Coach Shorty was very nice. He stated this month a council from a German city was going to be visiting the City of Euless to see how American government worked. He also stated Euless received the Clean City 2000 award for their programs. ADJOURNMENT Chairman McNeese gave the benediction.
