PARKS AND LEISURE SERVICES BOARD
September 9, 1996
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:04 p.m. on Monday, September 9, 1996 in
the Council Chambers of the Euless Municipal Building by Chairman
Richard McNeese. Other board members present were: Glendora
Waldrup, Jerry Robinson, Stacey Hollinger, and Carl Miller.
Staff members present were: Parks and Leisure Services
Manager Julia Wakeley, Parks Superintendent Johnnie Green and
Parks and Leisure Services Secretary Anicia Wiltshire.
Visitors present were Councilman Leon Hogg, Randy Marsh of
the K.E.Y.S. Learning Center and Diana Crawford of the Euless
Historical Preservation Committee.
INVOCATION
Invocation was given by Stacey Hollinger.
AWARDS PRESENTATION
The Board presented Randy Marsh a plaque in appreciation for
his efforts with the Parks Department student work program.
Mr. Marsh described the program and the participants and
stated that everyone seemed to have benefited. He presented a
plaque to the City of Euless in appreciation for giving the
children this opportunity.
Chairman McNeese stated that he had heard nothing but
positive remarks about the youth involved and the program.
APPROVAL OF MINUTES
Chairman McNeese entertained a motion on the minutes from
the July 1 , 1996 regular meeting. Mr. Robinson motioned that the
minutes be approved as written, Mr. Miller seconded the motion
and the motion carried.
OLD BUSINESS - Board Members Reports
Mr. Hollinger reported that Bob Eden and Trailwood parks
appeared well kept even with all the rain.
Mr. Robinson reported that Little Bear Creek and McCormick
parks both looked good and that the sports fields looked well
kept considering the rain.
Mr. Miller stated that Ruth Millican and South Euless parks
looked very clean. He notice erosion at the trail at Ruth
Millican. He asked for an updated copy of the list of renovation
priorities in reference to the tennis courts. Mr. Green stated
that they had the Trailwood playground and that they were waiting
for a bid on installation.
Mrs. Waldrup stated that she heard students from the

American Airlines Flight Training Center compliment the City of
Euless on its beautiful parks. She reported that Blessing Branch
had a broken seesaw, Midway park looked good but that the tennis
court net needed repair.
Chairman McNeese asked Mr. Green to report on the Athletic
Complex. Mr. Green stated that contractors were tapping into
water and drainage lines and roughing in the concession area. He
also stated that at the golf course, sod was being set in and
that greens were seeded a week ago. There was discussion on the
conditions of the golf course greens.
NEW BUSINESS
I. PARKS REPORT
Mr. Green reported EAA was only using two fields for
instructional league and that EGSA was using Westpark fields for
the same. He also stated that with all of the rain and the ozone
days, parks staff was about two weeks behind schedule. He stated
that work was being done to find a suitable place for inline
skating. Mrs. Wakeley stated that part of the problem was that a
trailer was needed to move the equipment. There was discussion
on inline skating and soccer league possibilities.
II. LEISURE SERVICES REPORT
Mrs. Wakeley reported the following:
In reference to summer recreation, at least one pool was
open for 76 days with 4 rain out days. The South Euless and
Wilshire pools closed August 11 due to most of the lifeguards
preparing for or returning to school. Tim Rolen did a fantastic
job having no major injuries, with over 250 swimmers in classes
and water aerobics.
There were 54 participants in track, 15 of them advanced to
state and there were 32 teams in attendance at the Regional Track
Meet.
The senior citizens were busy this summer attending a Texas
Rangers ball game, visiting the Fort Worth Botanical Gardens and
the Fort Worth Stockyards. They also hosted a health fair and a
4th of July barbecue. 33 seniors participated in the defensive
driving course sponsored by AARP, 21 in a pool tournament and 27
in water aerobics.
There was an increase over last year in attendance at the
Midway Recreation Center:

Special events for last month included "Hello, Dolly! "
which, in four days, saw over 1000 people in attendance. Tim

Rolen had a 4th of July Watermelon Day at all of the pools.
There were three summer camps and Midway Morning Madness had over
150 kids participate. The South Euless Youth Program averaged
about 130 to 140 kids a week. There was discussion on the
success of the program and the possibility of a similar program
in the winter and at other schools.
III. BUSINESS OF THE TREE BOARD
Chairman McNeese reported the 1+1=2 total comes to 41,893
and that 2000 more Red Oaks have been potted for Arbor Daze.
IV. OTHER NEW BUSINESS
A. Westpark Field Usage
No representatives were present for this item.
B. Discussion on Fuller House
Ms. Crawford gave a description and history of the Fuller
House. She stated that it is located in Ruth Millican Park and
that approval was needed for the placement of the wrought iron
fencing that the Euless Historical Preservation Committee (EHPC)
wanted to put around the house. She described the placement and
changes that might need to be made to the present lay out of the
track. There was discussion on possible problems and questions.
Chairman McNeese entertained a motion on this issue. Mr.
Robinson made the motion that the EHPC consult with Johnnie Green
on a plan that will work to satisfy the best interests of both
the park and EHPC. Mrs. Waldrup seconded the motion and the
motion passed.
Mrs. Waldrup asked to set a time and date for a tour of the
Golf Course. It was tentatively set for Monday, September 16 at
5 p.m. .
V. INPUT FROM CITY COUNCIL MEMBERS AND VISITORS
Councilman Hogg stated that he took a tour of the Golf
Course with his family and that the first five greens are green.
He said that by the time of the Board's tour the conditions will
be even better. He also stated that Jon Snider was out there on
Sunday with crews working and he described positive progression.
Councilman Hogg reported that the Parks and Pool Budgets
were approved on all top priority requests and that the City was
able to balance the budget and lower taxes.
ADJOURNMENT
Chairman McNeese gave the benediction. There being no
