PARKS AND LEISURE SERVICES BOARD
JANUARY 8, 1996
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was
called to order at 7:00 p.m. on Monday, January 8, 1996, in the
Council Chambers of the Euless Municipal Building by Chairman
Leon Hogg. Other board members present were Eric Owens, Glendora
Waldrup, Richard McNeese, Stacey Hollinger, Jerry Robinson and
Alternate Carl Miller.
Staff members present were: Director of Community Services Rick
Herold and Parks & Leisure Services Secretary Anicia Wiltshire.
Visitors present were Frank Riley of the Euless Girls Softball
Association and Councilman Charles Miller.
INVOCATION
Invocation was given by Mr. Robinson.
APPROVAL OF THE MINUTES
Chairman Hogg entertained a motion on the minutes from the
December 4, 1996 regular meeting. Mr. McNeese motioned that the
minutes be approved, Mr. Robinson seconded the, motion. The
motion carried.
OLD BUSINESS
Chairman Hogg stated that the Board Member Reports would be
foregone so as to elect officers for the new year. He also
stated that new park assignments would be made by the Chairman,
but encourage members to speak up if they had anything they
wanted to say in reference to their parks. Mr. Robinson, Mr.
McNeese and Mr. Owens all said that their parks looked fine.
NEW BUSINESS
The following are results of the new officers elections:

Vice-Chairman: Jerry Robinson
I. PARKS REPORT
Mr. Herold reported the following:
There was vandalism at McCormick Park on the gazebo, however

repair materials will be in by the end of the week and repairs
should be completed soon.
The Ruth Millican slide was damaged during the freeze and
the playground equipment salesman stated that he would replace it
quickly at no charge.
In reference to the grant: the state has instructed that the
letter to the Texas Parks and Wildlife Commission will be sent
out next week, then the cities will know who received grants.
The Commission will meet late this month to finalize grants.
In reference to the Golf Course: Landscapes Unlimited, after
most employees took a short holiday vacation, were back in force
and the course is on schedule and in budget.
Parks has been recycling Christmas trees with the new
chipper. Laidlaw took all trash and other non-recyclables at no
charge. This is the first year with hardly any cost towards
recycling and there now is plenty of mulch at the green house.
February 10 is Plant a Tree Day. Jimmy Beck and Keith
Martin are working with vendors for the best prices for residents
to purchase trees. Glade Road Nursery will give 25% off any tree
purchases for this purpose. The Arbor Glenn Homeowners
Association requested more trees, TRA trees will be replaced, and
the boy scouts are scheduled to help out. The event starts at 9
a.m. Texaco has donated 750 5-6ft trees for use on public
grounds only and these will be picked up from Houston this
weekend.
The "Bank Train" from Grapevine National Bank went up just
before Christmas. Chairman Hogg stated that a councilman from
Grand Prairie said that the train looked very impressive.
The Parks at Texas Star parking lot and utility work should
start relatively soon. Public works has already put the water
line in.
II. LEISURE SERVICES REPORT
Mr. Herold reported the following:
Leisure Times is in a new format thanks to Ann Hajek. It
is, hopefully, easier to read and will be more attractive.
Leisure Times won an "Award of Merit" from the City Hall Public
Information Awards Competition for 1995.
Class registration for this session started today and Jerry
Poteet is working hard on building his leagues.
New Year's Eve saw 750 people attend the two concerts at
Midway Recreation Center. Alcohol-free events are becoming a big
deal to newspapers and the media. Ray McDonald did good work in
setting this event up. Diane Eggers provided and worked
concessions and the Parks department worked, as usual, on the set
up and breaking down.
III. BUSINESS OF THE TREE BOARD
Mr. McNeese referred to the handout and pointed out two major

things: The 1+1=2 total for 1995 comes to 29,929 and the Tree
City re-certification went in. $128,766 of labor went into last
year's total expenditures on tree related work.
Mr. Herold stated that we would hear sometime next week on the
re-certification. Mr. Herold then led discussion on these two
points for Arbor Daze: location and financing. Included in this
discussion was the involvement of KLUV, past sponsors, the need
for more sponsors, the condition of City Hall Complex because of
event use, the need for Silent Auction "Fantasy Gifts" , the
probability of charging a small fee for the concerts and fencing
off the main stage, the booth fee and percentages of money made
from vendors, and the location and circumstances of parking.
IV. OTHER NEW BUSINESS
Chairman Hogg set a date for a Work Session to discuss Arbor Daze
location and the feasibility of charging for concerts. The
session was set for Tuesday, January 30, 1996, 6:45 p.m. and the
meeting will be held at the Midway Recreation Center.
Chairman Hogg also reminded everyone to mark their calendars for
February 10 (Plant a Tree Day) and March 2 (Arbor Daze Silent
Auction. )
V. INPUT FROM CITY COUNCIL MEMBERS
Councilman Miller expressed congratulations to Ms. Waldrup and
Mr. Miller for becoming board members, and welcomed them, stating
that this was a most interesting group to work with.
VI. INPUT FROM VISITORS
Mr. Riley asked when the fields at Texas Star would be available
and how they would be allocated. Mr. Herold stated at this time,
it was unknown as to the exact date of completion, but in two
months time, a better estimate would be available, and that the
council and Park Board will work together in allocating field
use.
ADJOURNMENT
Chairman Hogg gave the benediction. There being no further
business to conduct, the meeting was adjourned at 8: 33 p.m. .
